A closer look at Hoc Mon and Ba Diem communes, which aspire to become wards: Infrastructure projects are leading the way.

Ba Diem and Hoc Mon communes, located at the northwestern gateway of Ho Chi Minh City, both have a high level of urbanization and rapidly developing transportation infrastructure thanks to the Ring Road 3 and National Highway 22 passing through them.

Ba Diem and Hoc Mon communes are adjacent to each other and were formerly part of Hoc Mon district, Ho Chi Minh City. After reorganization, Ba Diem is the most populous commune in Ho Chi Minh City with over 192,000 people on an area of ​​nearly 27.4 km2; while Hoc Mon commune has an area of ​​16.4 km2 and a population of 88,632 people. Both communes far exceed the criteria in terms of area and population to be upgraded to wards.

Located on the outskirts of Ho Chi Minh City, these localities currently have a high level of urbanization. Ba Diem commune reports that the proportion of industry, construction , and services in its GRDP has reached 96%, and the non-agricultural labor force accounts for 98.4%, far exceeding the minimum threshold of 70%. Meanwhile, Hoc Mon has a distinctly urban feel thanks to its formation through the merger of the former Hoc Mon town.

The Hoc Mon Commune Public Service Center stated that the locality is planning to transition to a sustainable agricultural structure and urban agriculture applying modern scientific and technological advancements, aiming to help farmers avoid falling behind while maintaining production value on shrinking agricultural land.

Located at the northwestern gateway of Ho Chi Minh City, bordering Tay Ninh province, and traversed by the Ho Chi Minh City Ring Road 3 and National Highway 22, Ba Diem and Hoc Mon are greatly benefiting from the inter-regional infrastructure network. The 76 km ring road plays a crucial role in connecting Ho Chi Minh City, Dong Nai province, and Tay Ninh province. It is expected that by the end of this year, the approximately 47 km section through Ho Chi Minh City, including sections passing through the two communes, will be completed.

National Highway 22 will also be upgraded along a section of over 8 km from Ring Road 3 to the An Suong intersection, expanding to 10 lanes, with a large multi-level interchange. The road is designed with 4 central lanes for vehicles traveling at 80 km/h, and the remaining lanes on either side for vehicles traveling at 60 km/h. The project aims to commence in the second quarter, with a total investment of approximately 4,189 billion VND .

After the upgrading of National Highway 22, along with projects already underway in the two communes in particular and Ho Chi Minh City in general, such as Ring Road 3, Ring Road 4, and the Ho Chi Minh City - Moc Bai expressway, a complete transportation network will be formed in the western part of the city, linking the Southeast region.

Ba Diem commune also has the An Suong bus station. In the future, the commune will directly benefit from the Tham Luong - Cu Chi section of metro line 2 connecting to this bus station, contributing to the completion of public transportation infrastructure.

Besides major infrastructure projects, the two communes have been upgrading and expanding main roads passing through their areas to reduce existing traffic pressure and increase inter-regional connectivity, such as To Ky, Phan Van Hon, Nguyen Anh Thu... Besides increasingly improved infrastructure, the northwestern gateway to Ho Chi Minh City also boasts the Hoc Mon Regional General Hospital, which is being developed into a leading general hospital in the region. With international standard infrastructure and a complete multi-specialty facility, the hospital is expected to meet the healthcare needs of residents in Hoc Mon district and neighboring provinces such as Long An, Tay Ninh, and the former Binh Duong, thereby reducing the burden on tertiary hospitals in the city.
