AI Needs to Be Used More to Protect Children Online

On the morning of June 18, speaking at the 9th Session of the 15th National Assembly, delegate Nguyen Thi Mai Thoa (Hai Duong) proposed that there should be solutions to protect children using AI technology.

Delegate Nguyen Thi Mai Thoa, member of the National Assembly 's Committee on Culture and Society, said that according to the Government's report, in 2024, 2,361 cases of child abuse were prosecuted nationwide, with 2,505 children being abused, including 1,927 cases of child sexual abuse. The number of school violence cases in the 2023-2024 school year was 466, involving 1,453 students, including 509 female students.

In 2024, there were also 381 cases of child abuse online, an increase of 13% compared to the same period in 2023. The number of children violating the law and children suffering from accidents and injuries decreased but remained high.

Through the supervision of the Committee for Culture and Society in some mountainous and ethnic minority provinces, child care and protection still have some shortcomings related to newborn health screening, nutritional care and birth registration for children.

Delegates assessed that the above situation shows that there are still many issues in child care and protection that need to be addressed, including a number of particularly serious cases of child abuse, many cases of violence against children in families, in non-publicpreschools , and violence against young children causing serious consequences.

“The use of cyberspace to abuse children is increasing with specific manifestations such as approaching to seduce, scam, exploit children sexually online, online bullying, financial fraud, spreading harmful and violent content causing anxiety, fear, psychological insecurity, affecting children's health, learning and life, and most recently, online kidnapping cases,” added delegate Thoa.

Along with continuing to effectively implement solutions to strengthen communication and promote child protection services in various forms; expanding innovative solutions and models such as child support consulting clubs, community cultural and artistic clubs for children, delegate Nguyen Thi Mai Thoa proposed adding two solutions.

That is to pay attention to building job positions, arranging staff and human resources for stable specialized children's work at both provincial and communal levels; at the same time, perfecting the team of collaborators for children's work who are trained and fostered in children's rights and social work in each village, hamlet, and residential group. In the conditions of organizing and implementing a two-level local government, each cadre working on children's work at the communal level in the coming time will have a larger area of ​​responsibility, and more subjects needing care and protection. Therefore, arranging specialized cadres and strengthening the team of collaborators is extremely necessary.

The second solution is to promote the shift from passive to proactive child protection, from handling problems when they have occurred to promoting prevention when risks first arise. Delegate Thoa said that one of the solutions that is being widely used in child care and protection in many countries around the world is investing in the development of integrated artificial intelligence (AI) applications.

Delegate Thoa said that the use of artificial intelligence has many benefits, helping children and their relatives, families, and friends easily report and denounce violence; expanding online counseling services and detecting and preventing information and images showing signs of violence and child abuse... on the internet.

“The implementation of legal policies on child care and protection also needs to be comprehensively innovated and have breakthroughs. The application of artificial intelligence is one of the solutions that needs to be considered and weighed for implementation. I think that artificial intelligence is not a universal key but can be very helpful in implementing programs and action plans for children, creating a healthy and safe environment for children to develop more comprehensively in terms of physical, intellectual, moral spirit, contributing to ensuring better implementation of children's rights in Vietnam,” said delegate Nguyen Thi Mai Thoa.
