Nearly 500 trillion VND is needed to expand the expressway.

TPO - In order to address traffic congestion and boost the regional economy, the Ministry of Construction has proposed mobilizing nearly 500,000 billion VND to expand expressways under phased investment.

According to a review report recently submitted to the Government by the Ministry of Construction , the preliminary capital requirement for expanding all currently phased expressways is estimated at nearly 500,000 billion VND. This upgrading process is divided into priority groups based on the scale and existing traffic volume.

The management agency recommends prioritizing the immediate expansion of existing 2-lane expressways to full capacity to ensure traffic safety and avoid bottlenecks that hinder local economic development . This group of projects requires approximately over 80,000 billion VND in funding.

Currently, the country has 5 expressways with 2 lanes, totaling 329 km in length, that are under construction and being expanded to 4 lanes (including Cam Lo - La Son, La Son - Hoa Lien, Yen Bai - Lao Cai , Tuyen Quang - Ha Giang, and Coc Nam Border Gate - Huu Nghi) with a total investment of over 17,600 billion VND, and funding has been largely secured. In addition, a feasibility study for the Hoa Lac - Hoa Binh expressway is being prepared for expansion under the PPP model with an estimated cost of 8,000 billion VND.

Six other 2-lane expressways, totaling 298 km in length, traversing difficult mountainous regions, are proposed for upgrading using approximately 30,500 billion VND from the central government budget. These six routes include: Thai Nguyen - Cho Moi, Hanoi - Thai Nguyen (under the PPP model, expected to require no state budget support); Dong Dang - Tra Linh; Tuyen Quang - Ha Giang, Hoa Binh - Moc Chau; and Ninh Binh - Hai Phong (under study by the Hai Phong City People's Committee).

For expressways with limited 4 lanes, the total capital required to expand to the planned scale (from 4 to 8 lanes) is substantial, estimated at approximately 414,580 billion VND.

Specifically on the North-South axis, specifically the Hanoi-Ho Chi Minh City section, due to difficulties in mobilizing non-budgetary capital, the Ministry of Construction has proposed two scenarios for the use of medium-term budget capital for the period 2026-2030.

Scenario 1: Expand only 534 km of radial sections with high transport demand into Hanoi and Ho Chi Minh City. The preliminary total investment is approximately over 64,000 billion VND.

Scenario 2: Expanding the entire route to a length of 1,144 km, with a preliminary total investment of nearly 155,000 billion VND.

Regardless of the scenario, the Ministry of Construction emphasizes the requirement for localities and managing agencies to carefully calculate the financial plan. Investment projects will only be approved when they ensure efficient accounting and avoid waste. For sections of the route that require public investment, tolls will be collected after the upgrade is completed to recover capital and contribute to the State budget.

From the perspective of road network planning for the period 2021-2030, with a vision to 2050, the Vietnam Road Administration has just proposed adding three new expressways with investment scheduled to begin after 2030.

Two of these are the Northern regional ring roads: the Lang Son - Thai Nguyen - Tuyen Quang - Yen Bai - Son La route (378 km long) and the Cao Bang - Tuyen Quang - Lao Cai - Son La route (335 km long). Both routes have 4 lanes.

The third route is the Phan Thiet - Bao Loc - Gia Nghia expressway, 141 km long and with 4 lanes. This project is of great significance in reducing logistics costs and facilitating the transportation of bauxite ore, alumina, and agricultural products for export through the seaports of Binh Thuan, Ba Ria - Vung Tau, and Long Thanh airport.
