Speaking at the group discussion on the "National Target Program on Cultural Development for the 2025-2035 period", Politburo member and National Assembly Chairman Tran Thanh Man noted that the program must specify each program, each project, each topic for effective implementation in practice; in which special attention must be paid to the investment mechanism for cultural institutions.

On the afternoon of June 8, speaking at the discussion group on the investment policy of the National Target Program on Cultural Development for the period 2025 - 2035, National Assembly Chairman Tran Thanh Man emphasized the importance and significance of the Program.

Carry out important and urgent tasks and projects on cultural development.

National Assembly Chairman Tran Thanh Man agreed with the need to invest in the National Target Program on Cultural Development for the 2025-2035 period.

According to the National Assembly Chairman, this is an extremely important Program, aiming to implement the Resolution of the 13th National Party Congress, especially implementing the direction of General Secretary Nguyen Phu Trong at the National Cultural Conference in 2021 (in December 2021). Then, in 2022, the Central Executive Committee requested and studied to submit to the National Assembly and the National Assembly Standing Committee on the development of this Program.

He also highly appreciated the Program, which the Government and the Ministry of Culture, Sports and Tourism have actively and diligently prepared. The Program has been completed and revised many times based on comments from ministries, branches, localities, experts, the State Appraisal Council, and the review opinions of the National Assembly's Committee on Culture and Education.

To ensure the effectiveness of the Program, the National Assembly Chairman requested clarification of some basic contents that need to be implemented when the National Assembly approves the Program. Accordingly, the Government must specify each program, each project, each topic for effective implementation in practice.

To reiterate, General Secretary Nguyen Phu Trong once emphasized, "If culture exists, the nation exists"; "Culture is the soul of the nation", the National Assembly Chairman noted that the three issues of economy, society and culture always need to go together and be closely linked.

Considering that the Program has a wide range of subjects and scope with many difficult contents and many different approaches, the National Assembly Chairman suggested that the submitting agency should carefully study the following principles during the review and completion process.

Firstly, the National Target Program on Cultural Development for the 2025-2035 period aims to carry out important and urgent tasks and projects on cultural development, not replacing all of the state's regular tasks on cultural development.

Second, it is necessary to clearly define the contents and tasks of state budget expenditure for cultural development investment in the medium-term public investment plan, regular expenditure and expenditure task contents. In particular, the contents that need to focus on investment for the Program must clearly define investment costs, expenditure sources, etc. to ensure implementation according to the annual roadmap.

In addition, the goals, targets and tasks of the Program need to be built with focus and key points; not spread out; there are many ideas but they need to be balanced with capacity and resources. Clearly identify the content that needs to be prioritized to create a breakthrough in cultural development.

“Recently, the National Assembly has been very active, organizing many forums and conferences to discuss mechanisms and mobilize investment resources for cultural development in the best way. To achieve this, there needs to be a change in awareness; the participation of all levels and sectors... The program needs to be inherited and not overlap with the approved and implemented Programs and Projects,” the National Assembly Chairman emphasized.

Finally, to effectively implement the Program, the National Assembly Chairman also suggested that it is necessary to clearly assign responsibilities to agencies in a streamlined and focal direction; strengthen decentralization and delegation of authority, ensuring effectiveness and efficiency in management work.

Need to promote effectiveness, clarify the mechanism of cultural institutions

Concerning the issue of cultural institutions, the National Assembly Chairman noted that the Program sets out many targets related to cultural institutions. In particular, it stipulates general and specific goals. However, the content in component number 2 presents many different types of cultural institutions at the national and grassroots levels. Meanwhile, the plan for the network of cultural and sports facilities from 2021 to 2030, with a vision to 2045, has not been issued.

“This program must be part of the overall planning of the cultural and sports infrastructure network for the 2021-2030 period and vision to 2045, but this planning has not yet been issued. Therefore, it is recommended that the Program carefully consider the cultural institutional system, ensuring consistency with the planning being developed and feasibility,” said the National Assembly Chairman.

At the same time, the National Assembly Chairman also noted: Communes, wards and towns should pay attention to building cultural houses, promoting the effectiveness of cultural houses and cultural institutions in practice. He suggested strengthening the management and restoration of relics in a systematic, spacious, clean and beautiful manner...

The National Assembly Chairman also suggested studying and clarifying the mechanism for mobilizing and building cultural institutions. Along with that, studying regulations to ensure suitability and feasibility with implementation resources...

“The program sets out targets for cultural centers at all levels, but in reality, some localities face difficulties, especially in border areas, islands, and remote areas;… Therefore, it is necessary to divide investment into zones to ensure feasibility in implementation…”, Chairman Tran Thanh Man stated.

In addition, the National Assembly Chairman also emphasized that there must be a mechanism for organizing the apparatus and human resources to ensure that cultural designs are effective. "We must organize the apparatus, human resources, and train cadres... to spread good cultural values," the National Assembly Chairman noted.

Another point the National Assembly Chairman emphasized is that the Program must clearly state the investment mechanism for cultural institutions mentioned in the Program.

"It is necessary to clarify whether the State invests 100% or partially supports, and whether private participation is mobilized or not, in order to have a basis for implementing the Program as well as calculating the Program's investment resources," the National Assembly Chairman raised the issue.

National Assembly Chairman Tran Thanh Man emphasized that in theory, in terms of interest and awareness towards culture, everything is very good, but now how to demonstrate it so that the Program becomes a reality to develop culture sustainably.

Emphasizing the "sustainability" factor, the National Assembly Chairman said that it is impossible to create a movement of cultural hamlets, cultural communes, and cultural families, but sometimes when looking at the reality, it is not certain that there is culture. When recognizing a family as cultural, they must be exemplary in their lifestyle, without children who are drug addicts or thieves...

"Once a place has a cultural sign, it must be truly cultural," the National Assembly Chairman emphasized.
