Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on "breakthrough in science, technology development, innovation and national digital transformation" has been gradually applied to people's lives; especially in the implementation of public administrative procedures of the two-level local government apparatus after the merger of provinces and cities.
Youth Union pioneers in "Digital Literacy"
With the spirit of "Wherever there is a need, there are youth, wherever there is difficulty, there are youth", the Youth Union of Khanh Hoa ward ( Can Tho city) has deployed a volunteer team "Digital Education for the People" to support people in carrying out public administrative procedures.
From the elderly who are confused when doing procedures, to workers who have little time to learn the process, all are enthusiastically guided by young people.
Youth union members in green volunteer shirts are always on duty at the Khanh Hoa Ward Public Administration Service Center to guide people through each operation from getting a queue number, recording records, entering information online on digital platforms... helping administrative procedures no longer be a burden for people when they have to go to the local government to resolve matters.
Present to support people from early morning every day, Ms. Nguyen Thi Truc Phuong (Secretary of the Youth Union of Huynh Thu Hamlet, Khanh Hoa Ward) said that she and the members of the Youth Union and youth of the ward try to arrange time and work to support people to complete procedures more conveniently.
Procedures that often require support for people include: land documents, social insurance, health insurance... Regarding online records, young people are always ready to help people enter information and necessary documents. Thanks to that, people are no longer confused and feel more secure when doing public administrative procedures.
Mr. Thach Duol (Khmer ethnic, Kinh Moi Soc hamlet, Khanh Hoa ward) has just finished the necessary paperwork and happily said that today he came to notarize the documents for his child to attend college and university. When he arrived, the union members and youths enthusiastically supported him to complete the documents soon.
Khanh Hoa Ward has an area of over 130km2; it is the largest locality among 103 communes and wards of Can Tho city. Every day, the Public Administration Service Center in the ward always has many people coming to handle administrative procedures.
The Ward Youth Union has actively supported, helping to resolve procedures and documents smoothly, rhythmically, without interruption.
According to Mr. Cam Van De, Deputy Secretary of Khanh Hoa Ward Youth Union, implementing the direction of the City Youth Union, the Ward Youth Union has established a volunteer team "Digital Education for the People" with 10 members.
Every day, you take turns working at the Public Administration Service Center to support and guide people in carrying out procedures on online public applications and services.

The enthusiastic, patient and responsible support of Khanh Hoa ward youth not only helps people gradually access digital technology when doing procedures, but also contributes to spreading the dynamic spirit of youth in administrative reform and digital transformation in localities in Can Tho city.
Building synchronous infrastructure
Digital transformation in the field of public administration is an inevitable trend and the foundation for building a modern digital government to serve the people.

At the Long Phu Commune Administrative Service Center, although there were many people coming, there was no crowding. The staff here enthusiastically guided and assisted people in dialing a queue number, entering information, and completing procedures quickly.
Mr. Tran Van Bao came to confirm the documents and authentication and was enthusiastically guided by the staff. According to Mr. Bao, the settlement of administrative procedures was done faster than the previous times he had done it.
For those who are proficient in digital technology, they can also proactively carry out administrative procedures online right at home. Ms. Nguyen Thi Huyen Tran (Thoi An Hoi commune) went to the Long Phu commune Public Administration Service Center to receive the results of the land use rights mortgage registration.
Previously, she had completed the online registration procedure very conveniently. According to Ms. Tran, previously, to register for a mortgage on land use rights, she had to submit it manually, which was time-consuming, and if there were any errors, it would take a lot of time.
Currently, you can register online, after notarizing the documents, scan and upload them to the system, then wait for the Center to process and report back. The procedures are quick and convenient for the people.

Digitizing records and results of administrative procedure settlement is one of the important solutions to create a new step forward in the process of handling and resolving work of officials and civil servants; at the same time, helping organizations and individuals to enjoy public services quickly and conveniently.
Currently, departments, branches, communes and wards of Can Tho city are focusing on building synchronous digital infrastructure, actively guiding people to access and use online public services, especially in rural areas.
Mr. Truong Quoc Dien, Secretary of the Party Committee of Thuan Hoa commune, said that in the coming time, the locality will promote the effectiveness of the previous community digital technology team; direct the Youth Union to coordinate in promoting propaganda and support for people to grasp the procedures, especially online public services.
In fact, people, especially in rural areas, have not yet grasped online public services. Therefore, officials and civil servants need to continue to support and popularize this issue to the people…/.
