Can Tho is strongly innovating its mindset to achieve double-digit growth targets.

On May 26th, Prime Minister Le Minh Hung and a delegation including leaders from various ministries and agencies held a working session with the Standing Committee of the Can Tho City Party Committee.

During the meeting, the Prime Minister requested Can Tho city to strongly innovate its thinking and working methods with greater determination and effort to create breakthroughs in development in the coming period.

The working session focused on socio-economic development, the goal of double-digit growth, disbursement of public investment capital, operation of the two-tiered local government system, implementation of Resolution 57 of the Politburo on science and technology, innovation and digital transformation; and addressing difficulties and obstacles faced by the locality.

According to the report presented at the meeting, in the first quarter of 2026, Can Tho City achieved an economic growth rate of 7.02%, ranking second out of five cities in the Mekong Delta region; the economic structure continued to shift in a direction consistent with its potential and competitive advantages; budget revenue as of May 20th reached over 13.2 trillion VND, equivalent to 49.28% of the central government's allocated budget.

The implementation of Resolution 57, the reduction of administrative procedures, and the operation of the two-tiered local government model have been assessed as achieving many positive results. The city continues to pay attention to and implement policies in the fields of culture, social affairs, national defense, security, Party building, and the political system.

However, the Prime Minister noted that Can Tho's role and potential have not yet been fully exploited. The city's GRDP growth rate in the first quarter did not meet the set target; economic restructuring has not met expectations; public investment disbursement remains a bottleneck; and the quality of human resources and the percentage of workers with degrees and certificates are still low.

"The year 2026 is crucial; there isn't much time left. We must be determined and strive for breakthroughs, and that determination and effort must be much greater for Can Tho to achieve the set goals," the Prime Minister emphasized.

According to the report, Can Tho currently has 130 long-standing stalled projects. Of these, 43 projects have been updated on the Steering Committee's System 751 for resolving stalled projects; 87 projects fall under the jurisdiction of the local authorities.

The Prime Minister requested the city to urgently review and address outstanding projects to maximize resource allocation for development; and at the same time, to promote the responsibility of the Standing Committee of the City Party Committee in implementing resolutions and conclusions of the Central Committee, the Politburo, the National Assembly, and the Government.

The head of the government also requested Can Tho to focus on completing planning, accelerating the progress of key projects with regional connectivity; developing energy, education, and health infrastructure; removing difficulties in disbursing public investment capital and ensuring the supply of raw materials for large projects.

Regarding economic development, the Prime Minister requested the city to accelerate investment attraction in manufacturing, high technology, and offshore wind power; develop high-tech and deep-processing agriculture; and promote trade, services, and tourism.

Can Tho needs to continue improving its investment environment, reducing administrative procedures, developing the private economy, promoting entrepreneurship, innovation, and digital transformation.

The Prime Minister also emphasized the need to develop high-quality human resources and science and technology at Can Tho University and other major higher education institutions to serve the development needs of the city and the Mekong Delta region.

During the meeting, leaders of ministries and agencies also gave their opinions on many proposals from Can Tho related to transportation projects, renewable energy, flood control, urban beautification, and the Ho Chi Minh City - Can Tho - Ca Mau railway line. The Prime Minister basically agreed in principle with many proposals and assigned ministries and agencies to continue coordinating research and handling them within their authority.
