In addition to the achieved results, the National Assembly's supervision activities still have some limitations that need to be further addressed and have innovative solutions to overcome; many conclusions and recommendations on supervision are slow to be implemented, but are not fully explained by the agencies subject to supervision; the subjects of supervision have not closely monitored and urged, and handled promptly, reducing the effectiveness of supervision.
“The comments proposed many solutions to innovate supervision activities; recommended key policy groups that need to be amended to the Law on Supervision Activities of the National Assembly and People's Councils such as: supplementing the principle that supervision activities must be associated with perfecting policies and laws; clarifying the authority and responsibility of supervision subjects; enhancing the effectiveness of implementing supervision conclusions and recommendations; applying digital technology , digital transformation in supervision, and managing supervision results,” said Chairman Duong Thanh Binh.
Speaking at the forum, Deputy Minister of Justice Nguyen Thanh Tu shared that in recent years, the Ministry of Justice has always focused on linking the work of document inspection with the supervisory activities of the National Assembly and the National Assembly Standing Committee.
From the practical coordination, the Deputy Minister proposed to study the mechanism to promote the advisory work to assist the Government and the Prime Minister in self-inspecting legal documents of the Government and the Prime Minister; strengthen the inspection of legal documents of local authorities at all levels; strengthen training, fostering, and coaching to improve the capacity, qualifications, and professional expertise of the team of officials working on legal affairs and law-making at ministries, branches, and localities.
“The supervision of legal documents must be based on the principle of compliance with the Constitution and laws, and must not hinder the normal operations of the agencies, organizations, and individuals subject to supervision. The supervision of legal documents must be conducted regularly, and thematically when necessary, ensuring objectivity, publicity, transparency, timeliness, and effectiveness,” said Deputy Minister Nguyen Thanh Tu.
According to the Deputy Minister of Justice, the monitoring plan of the National Assembly's thematic monitoring delegations should closely follow the outstanding issues of public concern, identify key contents; focus on monitoring macro issues, not going into too specific issues, ensuring "supreme supervision"; be more proactive in developing detailed plans to implement the monitoring of the issuance of detailed regulations and implementation instructions. He also said that enhancing the application of information technology, using monitoring software, data analysis and information management systems to support the monitoring of legal documents is an extremely important factor.
Establishing an online portal that allows people and social organizations to participate in monitoring, commenting and reporting on issues related to legal documents is also a specific recommendation from the leaders of the Ministry of Justice, Vice Chairwoman of the People's Aspirations and Supervision Committee Tran Thi Nhi Ha and many other delegates attending the forum.
