National Assembly Chairman: Land Law and Planning Law revised but found inadequacies

On the afternoon of September 22, the National Assembly Standing Committee gave opinions on reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee.

Along with that, give opinions on the summary report of the 2021-2026 term of the President and the Government.

At the meeting, National Assembly Chairman Tran Thanh Man emphasized that in the past term, agencies completed an exceptionally large amount of work related to legislation, law-making and law enforcement in a very short time, creating synchronization and meeting the country's development requirements.

He requested additional reports assessing the implementation results of the Politburo's Regulations on controlling the power to prevent corruption and negativity in law-making work; and clarifying the causes and responsibilities of competent authorities for existing shortcomings and limitations.

Innovation in thinking, application of AI in law making

It is necessary to continue to innovate thinking in law-making, according to the National Assembly Chairman, "if we do not innovate thinking in law-making, it will be difficult for us to complete a large amount of work".

At the same time, it is necessary to strengthen decentralization and delegation of authority, and promote the application of digital transformation to handle work to ensure quality and save time and human resources.

He cited the National Assembly's application of "Digital Parliament" and artificial intelligence (AI) to review laws, helping to amend a number of articles of the 2013 Constitution in one session, passing 34 laws and about 34 resolutions.

"In this 10th session, the Government plans to submit about 50 laws and about 70 contents. Without digital transformation and AI application, relying only on humans will not be able to do it," the National Assembly Chairman emphasized.

In the report summarizing the Government's term, National Assembly Chairman Tran Thanh Man said that the Government has been very proactive and flexible, promoting the spirit of innovation, daring to think, daring to do, being straightforward, and basically implementing the set goals and tasks.

The proof is that in 2024, growth reached 7.09%, the first time in 10 years that all 15/15 targets were met and exceeded. In the first 6 months of 2025, the growth rate reached 7.92%.

"In general, the goals of ensuring growth, stabilizing the macro economy, controlling inflation, ensuring social security, national defense and security are ensured; foreign affairs are strengthened; and the work of preventing corruption and waste is promoted," the National Assembly Chairman assessed.

Especially in the first 8 months of 2025, the reorganization of the central apparatus and the construction of a two-level government took place very urgently, "running and queuing at the same time". But according to him, the executive work of the President and Prime Minister still ensured implementation according to the resolutions of the Politburo, the Secretariat, and the resolutions of the Party Central Committee.

Review to supplement and arrange staff for commune level

Adding comments to the Government's term summary report, the National Assembly Chairman suggested emphasizing the work of building and perfecting legal institutions and improving the effectiveness of law enforcement.

According to him, in the last term, some legal regulations have not kept up with the practical situation, lacking stability and feasibility. There are still many legal documents whose content does not ensure consistency and uniformity. The situation of detailed regulations being issued slowly has not been resolved.

"These things happen in every term, but like the Land Law and the Planning Law, which were recently amended, after being amended, they were found to be inadequate. These are issues that must be considered long-term," said the National Assembly Chairman.

The organization and construction of a two-level local government is the next issue mentioned by the National Assembly Chairman.

According to him, in history, we have never had such a large-scale revolution in organizational structure, in which the responsibility of the Government was very heavy, but we have overcome it. The government apparatus is now relatively stable.

"What I am particularly concerned about now at the ward and commune levels is that we must review where there is a shortage of staff to supplement and arrange staff to meet professional standards and meet people's requirements in handling administrative procedures," said the National Assembly Chairman.

The National Assembly Chairman requested special attention to administrative procedure reform, increased information application, and digital transformation. Because administrative procedures in some areas of land, construction, and environment are still difficult in localities.
