According to the Hung Yen Provincial Police, in recent times, some localities have seen instances of extortion involving harvesting machines during the rice harvest season for personal gain. This situation has caused public outrage and negatively impacted rural security and social order.

Most of those involved in extorting money from rice harvesters do not have stable jobs and often gather in groups, stationed in rice fields. Their tactics include threatening and coercing harvester owners to pay protection fees before being allowed to operate in the area, imposing unreasonably high rice harvesting prices, forcing farmers to only hire a specific group of harvesters at exorbitant costs, and marking rice fields where protection fees have not been paid.

Notably, in cases where the owners disagree, these individuals are willing to assault the machine owners and vandalize their vehicles to exert pressure, forcing the owners to accept payment to avoid trouble and disruption to their businesses.

The Hung Yen Provincial Police stated that this is a violation of the law that needs to be condemned, showing signs of extortion and disturbing public order, and will be subject to criminal prosecution.

To proactively prevent, combat, and deter the practice of extorting money from owners of combine harvesters, the Hung Yen Provincial Police recommend that combine harvester owners contact local authorities directly to register their operating area and time, avoiding unclear intermediaries.

For the public, it is necessary to proactively identify the methods and tactics of those extorting money from combine harvesters; at the same time, strictly abide by the law, and not compromise or abet criminal activities. Instead, they should proactively choose combine harvester services according to their needs, actively detect and report crimes, and report to the nearest law enforcement agency or police station for guidance and resolution.
