Warning of new scams when merging administrative units

Accordingly, the subjects impersonated state management agencies such as: Police, officials of People's Committees of new communes and wards to call people and ask them to "update information about hometown and residence", "convert data", "synchronize documents"... in order to appropriate people's money and information.

According to the warning from the Provincial Police, the subjects will have specific methods and tricks as follows: First, the victim will receive a call from a regular mobile subscriber or a fake switchboard impersonating an agency or organization.

Next, the scammer will introduce himself as a police officer, an official of the People's Committee of a commune or ward... to announce changes in the administrative apparatus, requesting people to update new information, or information in the national database on population "does not match", and needs to be adjusted immediately. To create trust and speed up the "support" process, the subject asks to be friends on Zalo and scan the QR code to register for a number to come to work in advance. Meanwhile, personal information has been collected in advance and is provided by the scammers to create trust before asking people to follow their instructions.

Next, the victim will be asked to access the link provided by the subject or install the VNeID application, a fake public service containing malicious code. After the victim has accessed or installed the application, the subject has taken control of the device.

The consequence of this behavior is that the victim will continue to be lured to follow instructions to find a way to get the OTP code of the bank account. Another trick is that the victim is lured to look at the phone to get biometric data, thereby stealing money in the bank account.

To avoid falling for these scams, the Provincial Police advise people: The merger of communes and wards and the adjustment of administrative boundaries do not require people to re-provide information. The national population database will be automatically updated by the authorities, ensuring completeness and accuracy. People do not need to go to the commune or make additional declarations in any form, if there is no official announcement. All strange phone numbers calling to ask people to update or send strange links are scammers taking advantage of the merger to steal money from people's bank accounts.

Therefore, people need to be extremely vigilant, absolutely do not provide personal information such as ID number, identification code, bank account, OTP code, photo of personal documents... via phone, social network to anyone whose identity has not been clearly verified. Absolutely do not access strange links, do not scan QR codes from strangers.

In case you have accessed a link or installed an application containing malicious code, you should immediately: Contact the bank to lock your account and turn off your phone, not giving the subjects a chance to get the bank OTP code or biometric data. At the same time, report to the nearest police station when you have been scammed and had your property stolen in cyberspace.
