The Ba Cum field is hundreds of hectares wide, extending from the N23 canal down to the Ba Tan bridge area (local name, bordering the areas of Loc Trung and Loc Tri hamlets, Hung Thuan commune), on the left bank of the main Dong canal. Flooding during the rainy season causes many difficulties for people's agricultural cultivation.

Ba Cum field adjacent to the main Dong canal (Loc Trung hamlet, Hung Thuan commune, Trang Bang town) has been flooded during the rainy season for many years. This problem has been surveyed by relevant authorities, agreed on a solution and there is a plan to dredge the drainage canal in the near future to ensure drainage for the field.
According to the farmers here, the main reason is that the N23-2-2T drainage canal, which is adjacent to a field and adjacent to the left bank of the main East canal, is deserted and silted up. Many culverts across the canal are not in accordance with the standards of irrigation works. People cut down trees and throw branches into the canal, obstructing the flow. In addition, some households arbitrarily set up fences across the drainage canal to keep ducks, causing the banks to collapse into the canal. Water hyacinth and weeds get caught in the fences, making it difficult for water to drain.
At the end of September 2023, many rice farmers in Ba Cum field requested the relevant authorities to survey and find a way to handle the above situation, it is necessary to dredge the entire N23-2-2T canal to clear the flow. Among them, there is an opinion suggesting that it is necessary to dredge the branch of this drainage canal (located on the border between Hung Thuan commune, Trang Bang town and Trung Lap Thuong commune, Phu My Hung commune, Cu Chi district, Ho Chi Minh city) to Thai Thai stream leading water to the Saigon River. Because the above branch has been silted up over many years, making it difficult for the large amount of water flowing here to drain into the Saigon River, so it flows back into the N23-2-2T canal.

In early October 2023, representatives of the Department of Agriculture and Rural Development, Southern Irrigation Exploitation Company Limited, Tay Ninh Irrigation Exploitation Company Limited, Trang Bang Town Economic Department, and Hung Thuan Commune People's Committee came to survey the entire N23-2-2T canal. Through the survey, the working group found that dredging the branch of the N23-2-2T canal flowing into Thai Thai stream is extremely necessary, this is considered an effective solution to completely resolve the flooding situation in Ba Cum field.
On November 17, 2023, at the K34 management house of the East main canal, representatives of the above functional units coordinated with Ho Chi Minh City Irrigation Service Management and Exploitation Company Limited to organize a meeting on ensuring drainage for the N23-2-2T canal. According to the agreed meeting minutes, the Southern Irrigation Service Management and Exploitation Company Limited will dredge the entire drainage canal (the section managed by the Company is 1.6 km long from bridge K32+074 - K34+351). The Company proposed that the People's Committee of Trang Bang town direct the People's Committee of Hung Thuan commune to coordinate and support the clearance of duck farms within the protection area of the East main canal, so that the dredging will be implemented in 2024.
For the drainage canal branch that flows into Thai Thai stream, Ho Chi Minh City Irrigation Service Management and Exploitation Company Limited agreed to inspect and immediately handle areas with slow drainage that cause local impacts on the drainage canals. At the same time, the Company also inspected and reviewed all drainage canal branches and Thai Thai stream, assessed the drainage capacity, and if necessary, proposed a public investment plan for 2024.
By this year's rainy season, the N23-2-2T drainage canal had not been dredged, and flooding in Ba Cum field had recurred. Farmers here continued to urgently petition the authorities to promptly dredge the canal and its branches that flow into Thai Thai stream.
On July 22, 2024, Mr. Pham Dinh De, a resident with more than 2 hectares of rice fields in Ba Cum field, said that according to the terrain, rainwater in the field flows into the N23-2-2T canal. However, due to many of the above reasons, the entire field has become increasingly difficult to drain. In fact, the drainage canal is only about 1 meter wide in some sections, with weeds and trees growing crowdedly. The culverts that people have installed across the canal are not uniform in height and lowness, and many culvert mouths are not large enough to ensure drainage. Currently, due to the flooded fields, there are still many areas of rice that have not been harvested, while the areas that have been harvested cannot be improved for the new crop. Mr. De proposed that the relevant authorities promptly dredge the canal so that people can cultivate the crop conveniently.
Mr. Pham Dinh De described the current drainage canal as having a section that has narrowed to only about 1 meter wide, making it difficult to drain water.
Talking with Mr. Le Anh Tam - Deputy Director of the Department of Agriculture and Rural Development on July 23, 2024, he said that the plan to dredge the N23-2-2T drainage canal will be implemented in the direction agreed upon in the minutes of the above meeting. The Southern Irrigation Exploitation Company Limited dredged the entire drainage canal with a length of about 1.6 km.
Ho Chi Minh City Irrigation Service Management and Exploitation Company Limited dredged the branch canal of the N23-2-2T canal that flows into Thai Thai stream. The Provincial People's Committee also decided to support the 2024 flood and storm prevention and control fund for the Southern Irrigation Service Management and Exploitation Company Limited. The company has planned to use part of the fund to dredge the N23-2-2T drainage canal.
On the same day, Mr. Nguyen Huu Manh - Deputy Director of Dau Tieng - Phuoc Hoa Branch (under Southern Irrigation Exploitation Company Limited) said that the company has completed the survey of the entire canal that needs to be dredged, prepared a design consultancy document, and is currently being appraised and preparing for a bidding invitation. It is expected that by the end of August 2024, the company will have the contractor dredge the N23-2-2T canal and complete it in early October 2024.
In addition to the need to dredge the drainage canal, Mr. Manh also recommended that people should proactively dredge the branch canals from Ba Cum's inner fields to the drainage canal, to ensure complete drainage on hundreds of hectares of agricultural land.
