Great resources pave the way for development
In the period of 2022 - 2025, Cao Bang is allocated more than 5,472 billion VND to implement the National Target Program on socio -economic development of ethnic minority and mountainous areas. Of which, the central budget accounts for more than 5,000 billion VND, the local budget contributes more than 117 billion VND and more than 321 billion VND from credit sources and other legal mobilization. This is an important resource, helping the province narrow the development gap between remote areas and the central area.

As of mid-October 2025, Cao Bang has disbursed more than VND 4,222 billion, reaching 77.2% of the plan; the whole year is expected to reach 93.5%, equivalent to about VND 5,119 billion. The high disbursement rate shows the strong direction of the Provincial People's Committee, with development investment capital reaching 83.2%, career capital nearly 67%, and credit capital and legal mobilization reaching 100%.
Program funds are allocated to 10 component projects, focusing on building essential infrastructure, stabilizing the population, creating livelihoods, increasing income, supporting housing, production land, domestic water, vocational training, cultural preservation, etc. Hundreds of projects have been completed, contributing to significantly improving living conditions, creating a foundation for people to develop production.

The family of Mr. Ban Kiem Pu (Doan Ket hamlet, Thanh Long commune) used to be a poor household in the commune. In 2023, participating in the cow breeding model under Project 2 on livelihood diversification, he was supported with 1 cow and received technical guidance. Thanks to that, the family has more resources to develop the economy, gradually escaping poverty.
Along with infrastructure investment, the province focuses on supporting production suitable to each region's conditions, promoting propaganda, promoting self-reliance, proactively learning a trade, seeking new models, and expanding product consumption links. These efforts help public investment capital to be effective, not only reducing poverty in the short term, but also creating a foundation for sustainable poverty reduction.
Towards the goal of sustainable multidimensional poverty reduction
Along with capital allocation, Cao Bang pays special attention to management, supervision, and ensuring transparent and appropriate use of capital. Political and social agencies and organizations play the role of “bridges”, supporting people in accessing capital, learning a trade, and replicating production models. In many places, the spirit of “State and People working together” has created a strong influence.
Like the family of Mr. Luc Van Duong in Binh Minh hamlet, Thanh Long commune, who received support for breeding cows and funds to demolish their temporary house. With the help of labor from the locals and additional loans, his family has a solid house. "I try to take care of the cows to develop the economy, creating a stable source of income for the family," Mr. Duong shared.

In the 2021-2025 period, the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas has effectively resolved many urgent issues: Supporting the construction of 589 new houses, supporting livelihoods and job conversion for 681 households, providing distributed domestic water for 12,970 households, completing 53 centralized clean water projects, implementing 986 projects/plans to support production... Thanks to that, the appearance of ethnic minority areas has changed significantly, and their material and spiritual lives have been improved.
Not only that, many targets for the 2021 - 2025 period have been achieved and exceeded the plan: 100% of health stations are solidly built; the rate of 5-year-old preschool children attending school is over 98%; primary school is over 97%; secondary school is over 95%; 50% of working-age workers are trained in vocational skills; 80% of villages have community houses; the rate of poor households has decreased steadily over the years.
Also in the past time, Cao Bang province has focused on training grassroots cadres - the force that directly supervises and guides so that policies reach the right people and the right targets.
At the meeting to deploy the disbursement tasks of the National Target Program in the last months of 2025, Chairman of the Provincial People's Committee Le Hai Hoa emphasized that the tasks in the coming time are very heavy, requiring determination and high responsibility of the units. Accordingly, the heads of departments, branches and localities are required to take responsibility for the disbursement results; resolutely handle unused capital, propose to refund the budget if there is any surplus; strengthen inspection, supervision, and remove difficulties so that capital reaches the right place at the right time.
Cao Bang considers sustainable poverty reduction a strategic task, closely linked to the process of socio-economic development and improving the welfare of the highland people. The obvious changes today - from the roads leading to the villages, solid roofs, to increasingly effective production models - have affirmed the correctness and vitality of the policy for ethnic minority areas. More importantly, it is also the result of the efforts and determination of each person to rise up.
