In the period of 2021-2025, the whole Phu Tho province organized vocational training for more than 22,000 ethnic minority workers , deployed 173 on-site vocational training models in the "hands-on" method, learning and practicing, focusing on suitable occupations: cultivation, animal husbandry, civil carpentry, garment making, agricultural product processing, agricultural machinery repair...
What's new in this period is that the province has begun to integrate basic digital skills into courses, guiding people to access e-commerce platforms, digital production management tools, traceability, promote agricultural products through social networks, opening up new marketing directions for highland products.
Thanks to that, after training, many workers have boldly opened cooperatives, small factories or participated in the supply chain of local enterprises with a stable income of 6-8 million VND/month.

Phu Tho province focuses on vocational training associated with tourism development, small-scale industry, community services, and creating on-site jobs for ethnic minorities.
The case of Mr. Bui Van Luan , Muong ethnic group (Nat Son commune) is a typical example. After a course in livestock farming and agricultural processing, Mr. Bui Van Luan developed a VAC model combining corn wine making, chicken flock management with growth monitoring applications, electronic livestock diary and price updates via digital platforms. Each year, he sells about 4 batches of chickens with a total scale of more than 4,000 chickens, earning nearly 200 million VND in profit.
Not only stopping at traditional vocational training, Phu Tho is shifting to vocational training associated with business needs and key economic sectors, such as: Community tourism associated with digital transformation (online booking, digital tourism maps, digital platform promotion); supporting industries ; agricultural and forestry product processing applying preservation and packaging technology; new service occupations suitable for the digital economy, automatic machine operation, basic digital technology, e-commerce...
Up to now, the rate of trained ethnic minority workers has reached about 60% , of which 40% have vocational certificates , much higher than previous periods.
However, vocational training in mountainous areas is still difficult, facilities are not synchronized, vocational training equipment is outdated; funding sources depend on national target programs; while the need for training associated with digital transformation is increasing day by day.
To overcome this, the province has prioritized investment in modern equipment for vocational training facilities, while strengthening training models associated with value chains and connecting businesses to ensure output for learners.
Many digital community tourism models and "traditional occupations - sustainable livelihoods" have been replicated, helping people both develop the economy and preserve indigenous culture.
According to Mr. Le Thanh Hai , Principal of Hoa Binh College of Technology (Dan Chu Ward, Phu Tho Province), the school currently has 765 students, of which nearly 90% are ethnic minority children. The school applies many preferential policies from the admission stage for poor, near-poor students and students from especially difficult areas.
The training program has been strongly innovated in the direction of "practice - practice - industry" , focusing on occupations that meet market needs in the context of digital transformation: Industrial electricity; Automotive technology; Construction machine operation; Computer network administration; Digital tour guide; Electrical - electronic engineering.

In the 2026 - 2030 period, Phu Tho province aims for over 40% of ethnic minority workers to receive vocational training and have stable jobs.
In the 2024-2025 school year, the school has 230 graduates , with a 92% passing rate, of which good and excellent students account for 50%. More than 70% of students have jobs immediately , many of them are hired by businesses even before they officially graduate.
In the 2026-2030 period, the province sets the target: Over 40% of ethnic minority workers receive vocational training; Female workers account for at least 50%; Each year, over 3% of highland workers shift to industry, services, and tourism - areas that are strongly affected by digital transformation.
In reality, in many localities where the government has done a good job of career orientation, linking training with market needs, the results have been clear, many young people of Muong, Dao, Tay ethnic groups have become "economic cores", boldly starting digital businesses, managing production with technology, opening community tourism models, and selling OCOP products through e-commerce platforms.
Vocational training not only improves labor skills but also equips highland people with digital skills and integration mindset, helping them confidently access larger markets.
This is the decisive factor for Phu Tho to promote sustainable poverty reduction , create local jobs, increase income and develop the socio-economy in ethnic minority and mountainous areas in a modern, sustainable direction, keeping up with the development trend of the country in the digital age.
