Difficulties in removing temporary and dilapidated houses
Tong Cot is a new commune established on the basis of merging the communes: Noi Thon, Cai Vien and Tong Cot of Ha Quang district (old), according to Resolution No. 1657/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee. These are all communes of Region III of Cao Bang province in the period of 2021-2025 according to Decision No. 861/QD-TTg.
Tong Cot Commune organized a groundbreaking ceremony to demolish temporary and dilapidated houses for households in difficult circumstances in Dong Co hamlet on July 12, 2025.
With its complex, rugged, mountainous terrain and poor transport infrastructure, Tong Cot has encountered many difficulties in implementing programs and projects for socio-economic development. The program to eliminate temporary and dilapidated houses in the commune is no exception, although it has been implemented with the highest political determination.
As of July 4, 2025, in Tong Cot commune, there are still 14 temporary and dilapidated houses that need to be demolished, but construction has not yet started. According to Chairman of the Commune People's Committee Duong Van Thinh, the main reason is the prolonged rainy weather conditions, affecting the transportation of materials and construction implementation; in addition, there is a single-parent household in the commune that is unable to do it on its own.
Similar to Tong Cot commune, as of July 4, Report No. 2831/BC-SNNMT of the Department of Agriculture and Environment of Cao Bang province showed that there are still 61 temporary and dilapidated houses in the province that need to be removed but have not been constructed. Of these, 57 houses are under the assigned target for 2025 and 4 houses are under the target for 2024 that have been transferred.
According to Mr. Nong Thanh Man, Deputy Director of the Department of Agriculture and Environment of Cao Bang province, since July 1, after switching to a two-level local government model, the work of synthesizing data on the program to support the elimination of temporary and dilapidated houses has encountered some difficulties. In addition, the coordination between the commune and hamlet professional departments in the work of reviewing and verifying housing progress is still limited, affecting the quality of the synthesized data.
Through the review of the Department of Agriculture and Environment, as of July 4, the whole province still has 7 communes that have not completed construction of temporary houses and dilapidated houses that need to be removed by 2025; including the communes: Quang Trung (1 house), Coc Pang (14 houses), Tong Cot (14 houses), Lung Nam (4 houses), Thong Nong (3 houses), Can Yen (3 houses), Ha Quang (1 house).
In Cao Bang province, there are still 500 houses under construction.
Speed up construction to complete before the rainy season
To ensure the completion of the set target before August 31, 2025, Cao Bang province has requested communes with houses that have not yet started construction to continue to carry out propaganda, mobilization, and groundbreaking work well. For houses that have already started construction, focus on urging and mobilizing support forces to complete them as soon as possible; especially the two households that have not yet started construction in Tong Cot and Lung Nam communes, which are single-parent households and are not capable of doing it themselves.
With the strong determination of the entire political system, the work of eliminating temporary and dilapidated houses in Cao Bang province has made strong progress. Up to now, the province has basically completed the target of temporary and dilapidated houses that need to be eliminated in 2025 and the whole year of 2024.
In 2025, according to Decision No. 812/QD-UBND dated June 18, 2025 of the People's Committee of Cao Bang province, the number of temporary and dilapidated houses that need to be removed in the province is 6,702; up to now, the province has implemented 6,684/6,702 houses, reaching a rate of 99.73% (18 households do not need to repair or rebuild). In 2024, it will switch to implementing 504/504 houses, reaching a rate of 100%.
Although the construction of temporary and dilapidated houses that need to be demolished has basically been completed, there are still about 500 houses under construction in the province. Of which, with the target for 2025, the province has completed 6,230/6,702 houses, with 454 houses under construction; the target for 2024 has been transferred to 458/504 houses, with 46 houses under construction.
According to the representative of the Department of Agriculture and Environment of Cao Bang province, unfavorable weather conditions and complex terrain have caused difficulties in transporting materials and construction, affecting the progress of demolishing temporary and dilapidated houses. Furthermore, the progress is also affected by the customs and practices of the people in choosing the date and age; some households are single-parent households, social protection households, and have difficulty in mobilizing resources for implementation.
These issues require attention and strong direction from local Party committees and authorities in the province to accelerate the progress of eliminating temporary and dilapidated houses. The rainy and stormy season is coming, so localities also need to proactively mobilize maximum resources and construction equipment to speed up construction progress. The goal is to hand over solid houses to people according to the set plan.
To date, 19 out of 34 provinces and cities nationwide have "reached the finish line" in eliminating temporary and dilapidated houses; 15 provinces have not yet completed the task, including: Tuyen Quang, Dien Bien, Thai Nguyen, Lang Son, Phu Tho, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Hue, Da Nang, Cao Bang, Gia Lai, Dak Lak, Lam Dong.
