Will the My Thuan – Can Tho expressway start collecting tolls from October 1st?

Speaking with a reporter from Giao Thong Newspaper, a representative from Road Management Area IV (Vietnam Road Administration under the Ministry of Transport ) stated that, as of now, the unit has not received any notification regarding the official toll collection schedule for this expressway.

According to this official, at the end of June 2024, the National Assembly passed the Road Law, which will take effect from January 1, 2025. This includes regulations on toll fees for vehicles traveling on expressways owned by the state, with the state acting as the representative owner and directly managing and operating them, effective from October 1, 2024.

"The toll collection period for the My Thuan - Can Tho expressway has not yet been finalized. As far as I know, the Ministry of Transport is currently in the process of preparing a submission and drafting the relevant Decree to be presented to the Prime Minister."

"After the decree is approved, the unit responsible for collecting the fees will develop a specific plan and method before starting to collect the fees," a representative from Road Management Area IV added.

The My Thuan – Can Tho Expressway has a total length of over 22km. Its starting point connects with the My Thuan 2 Bridge access road and the Trung Luong – My Thuan Expressway in Vinh Long City (Vinh Long Province). The end point intersects with the Cha Va interchange, temporarily connecting to the existing National Highway 1. In the future, it will continue to connect with the Can Tho 2 Bridge access road and the Can Tho – Ca Mau Expressway.
The project has a total investment of approximately 4,826 billion VND and officially opened to traffic at the end of December 2023.

As reported by the Transport Newspaper, immediately after the National Assembly passed the 2024 Road Law, the Ministry of Transport officially sought feedback on the draft Government Decree regulating the collection of tolls on expressways. The draft is expected to be submitted to the Government before August 15th.

According to the Ministry of Transport, there are currently 12 state-invested expressway projects and sections that have been put into operation. Of these, 10 sections are expected to charge tolls: Hanoi – Thai Nguyen, Ho Chi Minh City – Trung Luong, Mai Son – National Highway 45, National Highway 45 – Nghi Son, Nghi Son – Dien Chau, Cam Lo – La Son, La Son – Hoa Lien, Vinh Hao – Phan Thiet, Phan Thiet – Dau Giay, and My Thuan – Can Tho.

In the draft decree, the Ministry of Transport proposes the following toll rates for state-invested expressways: the toll rate for expressways that fully meet the regulations on toll collection implementation conditions (level 1): equivalent to 70% of the revenue generated from using the expressway (approximately 1,300 VND/vehicle/km).

The toll rate applied to expressway projects whose investment policies were approved before the Road Law came into effect, when put into operation but not yet fully meeting the requirements stipulated in the Road Law (level 2): ​​equivalent to 50% of the revenue generated from using the expressway (approximately 900 VND/vehicle/km).

The Ministry of Transport emphasized that the fee structure is based on the benefits for vehicle owners. It also takes into account international practices, according to which highway users are often willing to pay a fee equivalent to 50-70% of the benefits received from using the highway.
