This official informed that at the end of June 2024, the National Assembly passed the Road Law, which will take effect from January 1, 2025. In particular, regulations on highway usage fees for vehicles traveling on highways owned by the entire people, represented by the State as the owner and directly managed and exploited, will take effect from October 1, 2024.
“The time for collecting tolls on the My Thuan – Can Tho expressway has not yet been finalized. As far as I know, the Ministry of Transport is currently in the process of preparing a report and a draft Decree to submit to the Prime Minister.
After the decree is approved, the toll collection unit will develop a specific plan and method before starting to collect the toll," added a representative of Road Management Area IV.
My Thuan – Can Tho Expressway has a total length of more than 22km, the starting point connects with the My Thuan 2 Bridge approach road and Trung Luong – My Thuan Expressway in Vinh Long city (Vinh Long province). The end point intersects with Cha Va intersection, temporarily connecting with the existing National Highway 1. In the future, it will connect with the Can Tho 2 Bridge approach road and Can Tho – Ca Mau Expressway.
The project has a total investment of about 4,826 billion VND, officially put into operation at the end of December 2023.
As reported by Giao thong Newspaper, immediately after the National Assembly passed the Road Law 2024, the Ministry of Transport officially asked for comments on the draft Decree of the Government regulating the collection of fees for using expressways. It is expected to be submitted to the Government before August 15.
According to the Ministry of Transport, there are currently 12 projects and expressway sections invested by the state and the owner's representative that have been put into operation. Of these, 10 sections are expected to collect tolls: Hanoi - Thai Nguyen, Ho Chi Minh City - Trung Luong, Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Cam Lo - La Son, La Son - Hoa Lien, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay, My Thuan - Can Tho.
In the draft decree, the Ministry of Transport proposed the following fees for using state-invested highways: the fee for using highways that fully meet the regulations on conditions for implementing toll collection (level 1): equivalent to 70% of the benefits obtained when using the highway (about 1,300 VND/vehicle/km).
The highway usage fee applies to highway projects that have been decided on investment policies before the effective date of the Road Law, when put into operation but do not fully meet the requirements specified in the Road Law (level 2): equivalent to 50% of the benefits obtained when using the highway (about 900 VND/vehicle/km).
The Ministry of Transport emphasized that the fee is built on the basis of the benefits of vehicle owners. At the same time, it is based on international practice, according to which highway users are often willing to pay a cost equivalent to 50-70% of the benefits gained when using the highway.
