Realizing the regional development strategy after the merger

Commenting on the draft Resolution on the investment policy of the Quy Nhon - Pleiku Expressway Construction Investment Project, delegate Nguyen Thi Yen - Head of the National Assembly Delegation of Ba Ria - Vung Tau province said that the project is very necessary to synchronously implement the major policies of the Party and the National Assembly on strategic infrastructure development. At the same time, it promotes regional connectivity and ensures regional defense and security.

The expressway will form an effective connection axis between the Central Highlands and the South Central Coast, shortening transportation time, reducing logistics costs, maximizing the advantages of seaports, creating momentum for socio-economic development and ensuring national security and defense of the Cambodia - Laos - Vietnam development triangle.

At the same time, this is also the route connecting the two economic and political centers of Gia Lai province in the future after merging with Binh Dinh, meeting urgent needs in the later period, ” Ms. Yen emphasized.

According to the delegate, the National Assembly's early approval of the project investment policy will contribute to realizing regional development strategies, creating new room for growth, and improving competitiveness. At the same time, it will ensure consistency in implementation between the central and local levels.

Regarding the draft Resolution on Adjusting the Investment Policy for the Bien Hoa - Vung Tau Expressway Project Phase 1, delegate Nguyen Thi Yen said that the project is not only an important transport infrastructure project but also a strategic driving force for the development of the Southeast region, especially in connecting Long Thanh International Airport, Cai Mep - Thi Vai seaport system and the North - South Eastern Expressway.

The National Assembly's decision to adjust the total investment is necessary to promptly update factors arising in the implementation process, especially compensation costs, resettlement support and other necessary technical items. Thereby, ensuring investment efficiency, consistency, stability and safety during the operation of the project.

Regarding the information on the adjusted total investment in Clause 5, Article 2 of Resolution No. 59/2022/QH15, the delegate said that the adjustment of the total investment from VND 7,837 billion to VND 21,551 billion is the result of the implementation process close to reality, ensuring full reflection of reasonable arising factors in current construction conditions.

According to the delegate, the compensation and resettlement support costs are updated based on the results of the inventory, specific prices are applied and the unit prices are adjusted according to the actual fluctuations of each locality. This standardization demonstrates the timeliness in public investment management.

It is necessary to determine the total investment early to avoid prolonged adjustment.

Commenting on the above two projects, delegate Nguyen Ngoc Son - Hai Duong delegation said: Currently, the National Assembly is giving opinions on amending and supplementing a number of articles related to the Resolution of the above two projects, which are project 1 law amending 7 laws, including the project of the Law on Public Investment and the Law on State Budget (amended).

Delegates suggested that the Government should review the provisions in the draft 2 Resolutions above to be consistent with the provisions in the draft laws being submitted to the National Assembly for consideration and approval at the 9th Session.

Delegate Nguyen Ngoc Son suggested that the Government review and carefully evaluate the actual capacity of current contractors to ensure they are capable of effectively implementing large projects that are being implemented simultaneously.

He warned that if not well controlled, the situation where contractors and consultants have to divide their efforts for too many projects at the same time will cause the progress to be prolonged and the construction quality will not be guaranteed. Therefore, a comprehensive assessment of contractor capacity is very necessary.

Agreeing with the above idea, delegate Tran Quoc Nam - Head of the National Assembly Delegation of Ninh Thuan province, Head of Group 3 said that currently there are too many investment projects at the same time, which is what delegates are worried about in terms of consulting capacity, organization, implementation, and construction...

" Doing it too quickly will affect the quality of the project, especially the highway project. This is a particularly important project with complex techniques, not every construction unit or consultant can do it " - Delegate Tran Quoc Nam worried.

Delegates also expressed concerns about the proposal of many localities wishing to be assigned as “competent state agencies”, meaning to directly and fully implement the project. However, the question is how far the implementation capacity of localities is, while in reality, many provincial project management boards are still confused and have not met the requirements. If the entire project management board is put under the Ministry of Construction, there is a concern of overload.

Delegates suggested that there should be a reasonable balance between the central and local levels, clearly defining the scope and responsibilities appropriate to each party's capacity.
