Issuing level 2 electronic identification for foreigners in Hanoi

Accordingly, implementing the plan of the Ministry of Public Security on launching a 50-day peak period to issue electronic identification for foreigners, the Immigration Department (Hanoi City Police) officially started collecting information to issue level 2 electronic identification for foreigners in the city from July 1, 2025.

Issuing level 2 electronic identification is an important step in the process of digitizing administrative management, helping foreigners more conveniently perform administrative procedures and online public services in Vietnam.

Applicable subjects are foreigners from 6 years of age and above who have been granted a valid permanent residence card or temporary residence card in Vietnam, and must go directly to the Immigration Department to apply.

Foreigners under 14 years old, persons under guardianship, and persons under representation must come to complete procedures with their legal representative or guardian; the representative must use the owner's mobile phone number to declare and register for a level 2 electronic identification account.

Documents required to issue level 2 electronic identification for foreigners include: Passport, permanent residence card/temporary residence card (original, valid documents).

Declaration form TK01 issued with Decree No. 69/2024/ND-CP; mobile phone number in Vietnam of the foreigner, email.

The location for issuing level 2 electronic identification for foreigners is at the Immigration Department (address: 44 Pham Ngoc Thach, Hanoi).

The account registration results will be notified by the Electronic Identification and Authentication Management Agency via the National Identification Application or the owner's mobile phone number or email address.

Level 2 electronic identification accounts of foreigners are used to perform administrative procedures and public administrative services in the electronic environment.

Using a level 2 electronic identification account helps foreigners access, exploit, and use electronic identity information and other information shared, integrated, and updated from the national database, specialized database, and all features, utilities, and applications of the electronic identification and authentication system, and the information system that has been connected and shared in accordance with the provisions of law.
