Urgently develop a project to train high-quality human resources for ethnic minorities

On August 1, the Ministry of Education and Training held a Seminar to collect opinions on the draft Project "Training high-quality human resources of ethnic minorities in key sectors/industry groups/fields for the period 2025 - 2035, with a vision to 2045" (Project).

The shortcomings need to be overcome soon.

In his opening speech, Mr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education (Ministry of Education and Training) said that the Government assigned the Ministry of Education and Training to preside over the development of the Project to realize the major policies of the Party and State on the development of ethnic minority areas.

In recent times, the Party and the State have had many policies to support ethnic minorities, creating conditions for students to study with peace of mind. However, data analysis shows that there is still a large gap between the potential and the level of contribution of ethnic minorities to the common development. A large number of ethnic minorities do not have degrees or have not participated in the labor market - these are shortcomings that need to be overcome soon.

Mr. Nguyen Anh Dung expressed that the Seminar aims to listen to comments from experts, scientists , and educational institutions so that the Drafting Committee can continue to complete the Draft Project to ensure feasibility and practicality. On that basis, the Ministry of Education and Training will absorb, complete and advise the Government to soon issue the Project, contributing to sustainable development, ensuring that all ethnic minorities have the opportunity to access quality education.

Suggesting some contents that need to be further discussed to complete the Draft Project, Mr. Nguyen Anh Dung hopes that comments will clearly define the scope of policy access by locality or by ethnic minority target group.

In addition, it is necessary to consider focusing on postgraduate training to develop a core team of intellectuals; clarify the list of training majors and groups according to the Government's orientation; and at the same time, perfect the support mechanism for tuition fees, living expenses and learning conditions for ethnic minority students.

Need a synchronized solution

With the mission of training and fostering teachers and managers in the Northern midland and mountainous region, Mr. Mai Xuan Truong - Principal of the University of Education (Thai Nguyen University) affirmed that the school always focuses on training human resources, especially ethnic minorities, contributing practically to the development of education, economy, society and preserving the indigenous culture of ethnic minority areas.

Mr. Mai Xuan Truong cited that the proportion of full-time students of the school who are ethnic minorities accounts for 52%. This proportion partly reflects the responsibility and dedication of the University of Education (Thai Nguyen University) in improving the quality of training human resources who are ethnic minorities and mountainous areas.

According to a survey by Mr. Pham Ngoc Toan - Director of the Center for Analysis and Strategic Forecasting (Ministry of Home Affairs), the country currently has 11.5% of ethnic minority workers aged 15 and over with degrees and certificates; 3.8% have university degrees or higher. The participation rate of ethnic minorities in the labor force is high but the quality of employment is still low. Most of the workers do simple jobs and in the fields of agriculture, forestry and fishery.

Sharing about the training status of higher education institutions training ethnic minorities, Mr. Pham Ngoc Toan said that the number of ethnic minority students and trainees has tended to increase over the years at both undergraduate and postgraduate levels, demonstrating improvements in access to higher education.

Ethnic minority students are trained according to the correct program, perfecting their knowledge and skills. About 50% of ethnic minority students achieve good or excellent grades. Most ethnic minority students have jobs after graduation and meet the requirements of society. This proves the effectiveness of the training programs of universities and colleges.

However, Mr. Pham Ngoc Toan realized that the labor market in the ethnic minority and mountainous provinces is small and not diverse; many provinces do not have industrial parks or export processing zones to attract human resources; the opportunity for students to find jobs after graduation is even lower.

Therefore, there needs to be a synchronous solution to develop the labor market, create job opportunities for ethnic minority students after graduation, and at the same time improve training quality to meet job requirements.

Urgent requirement

According to the draft report of the Ministry of Education and Training sent to the Prime Minister, the whole country has 53 ethnic minorities with over 14 million people, accounting for about 14.7% of the country's population. The Party and State have built a system of policies covering all areas of economic, social life and national security for ethnic minorities, including education and training policies.

However, there is still no policy to train high-quality ethnic minority human resources to improve the quality of human resources, train key human resources to participate in the economy, and contribute to the socio-economic development of ethnic minority and mountainous areas as well as the whole country.

From practice, it is required to improve the quality of ethnic minority human resources, build high-quality ethnic minority human resources in key sectors and fields to create opportunities, improve the quality of life, improve working conditions and promote socio-economic development of ethnic minority areas.

The policy of recruiting and preparing for ethnic minority universities in recent years has contributed to supplementing high-quality human resources for ethnic minority and mountainous areas. Currently, 53/53 ethnic minorities have recruited students, some ethnic minorities have many recruited students, such as: Thai, Khmer, Mong, Dao...

However, the human resources of ethnic minorities still have many limitations and shortcomings, are still quite far behind the general level of the whole country and have not met the development requirements; especially for some ethnic minority groups with very few people, residing in difficult areas...

Meanwhile, the system of programs, plans, projects, and policies for developing ethnic minority human resources, although issued and implemented in the past, has not yet created a comprehensive, overall, and breakthrough strength to accelerate the development of ethnic minority human resources and integration into the overall development of the country.

For the above reasons, the development of the Project "Training high-quality human resources for ethnic minorities in a number of key sectors and fields in the period 2025-2035, with a vision to 2045" is an urgent requirement to analyze and objectively assess the current situation and needs.

From there, clearly define the viewpoints, goals, tasks, and key solutions to promote cooperation, mobilize and effectively use resources for training highly qualified ethnic minority human resources in a number of key sectors and fields, meeting the requirements of rapid and sustainable development of ethnic minority and mountainous areas before the new era of the country.

The objective of the Project is to train ethnic minority human resources in a number of key sectors and fields such as: information technology, agriculture, finance - banking, health (priority in medicine and pharmacy), teacher training, tourism, social work...

In the period 2025 - 2035, develop at least 30 high-quality training programs, prioritized at key universities, vocational training institutions that meet standards and have the ability to closely link with the labor market. Annually train at least 3,000 ethnic minorities at training levels in the above-mentioned key groups and fields.

With the goal of developing high-quality human resources from ethnic minorities in key industries/groups/fields, including: Medicine and Pharmacy; Information Technology; Agriculture; Finance - Banking and teacher training; The project not only improves the qualifications of ethnic minorities, but is also a long-term strategy for equality, development and integration of ethnic minorities into the general development flow of the country.

At the Seminar, representatives of higher education institutions focused on analyzing the current situation and needs of training high-quality human resources from ethnic minorities in key sectors. Many opinions said that current policies are still inconsistent and do not meet the requirements of human resource development in ethnic minority and mountainous areas.

From the practical implementation of training, schools proposed that there should be more preferential and innovative mechanisms and policies, not only in supporting enrollment but also in the use of human resources after graduation. Some delegates pointed out that the current support policy for ethnic minority learners is not strong enough to attract and retain learners from disadvantaged areas, and there is also a lack of connection between training and job creation.

Opinions also emphasized the need to innovate training methods in a flexible manner, combined with linkage models between schools - localities - enterprises. Thereby, promoting the role of higher education institutions in competency-based training, applying digital transformation and ensuring fairness in access to quality education for ethnic minority learners.
