The above information was given on the morning of September 18 at the 2025 Higher Education Conference. At the conference, a survey on university and college admissions for preschool education applied from 2026 was sent to delegates of educational institutions.
In particular, the Ministry of Education and Training (MOET) sought opinions on two issues: Admission based on high school academic results (transcripts); number of applications for admission. Regarding admission based on high school transcripts, the Ministry offered two options: to abolish or continue using it.
According to the Ministry's statistics, this year, this method accounts for 42.4%, considering high school graduation exam scores accounts for 39.1%, the rest are other methods. For many years, considering transcripts has always been dominant but controversial. In the 2025 admission season, many universities tend to say no to considering transcripts.
Regarding the number of wishes for each candidate, the Ministry of Education and Training proposed 3 options for collecting opinions, including: a maximum of 5 wishes, a maximum of 10 wishes, with no current limit on the number of wishes.
This year, about 852,000 candidates registered for admission with 7.6 million wishes. The number of registrations with 5 wishes or less is nearly 40%, nearly 31% registered 10 from 5 to 10 wishes. The rest registered more than 10. Allowing candidates to register unlimited wishes helps increase the chance of being admitted, reduces pressure, but causes the admission software to be overloaded.
