In November 2021, the People's Committee of Quang Nam province (old) approved the investment project to build Tan Binh bridge and National Highway 14E bypass through Tan Binh town, Hiep Duc district (now Hiep Duc commune, Da Nang city). The project's goal is to gradually complete the local traffic infrastructure system and relocate and rearrange the population in Tan Binh town, contributing to promoting local socio-economic development.

In March 2025, at the inspection of the Tan Binh Bridge project and the National Highway 14E bypass through Tan Binh town, Mr. Le Van Dung - Chairman of the People's Committee of Quang Nam province (old) - requested the contractor to mobilize maximum human resources and machinery and focus on monitoring, urging, and closely checking the construction progress of the project according to the contractor's commitment (including ensuring the closing and technical opening of Tan Binh Bridge before June 30, 2025); in case the contractor does not comply with the commitment, slowing down the project progress, promptly report to the competent authority for consideration and handling.

The biggest bottleneck of the project is that the contractor has not been able to construct the T4 pillar of the Tan Binh bridge. This has affected the progress of the closing and technical traffic opening. According to the investor, the T4 pillar has not been constructed due to the frequent heavy rains. The contractor has deployed measures to stop the flow at least twice, but the upstream water level continues to flow back.
