The representative of the Ministry of Finance emphasized that from July 1, the district level will be abolished, so by June 30, 2025 at the latest, administrative agencies under district-level administrative units must complete the handover of headquarters, public assets, and related records and documents to competent agencies, organizations, and units to avoid disruption of management, loss of assets, and impact on the provision of public services.

According to the proposed plan, from July 1, 2025, the new provincial People's Committee after the merger will inherit all the powers and responsibilities of the provinces and cities before the merger.

The basic spirit of the documents that the Ministry of Finance has developed under the direction of the Government is to promote decentralization and management decentralization to localities. Currently, there is not much time, so it is recommended that localities and ministries study and give comments promptly, quickly and accurately; the Ministry always maintains an information channel to receive and synthesize reports to submit to the Government for promulgation.
