Focus on removing obstacles and speeding up site clearance progress for investment projects on provincial roads 295C, 285B, 277B

BAC NINH - On the afternoon of September 24, Mr. Ngo Tan Phuong, Vice Chairman of the People's Committee of Bac Ninh province, inspected the progress of the investment project of provincial roads 295C and 285B connecting Bac Ninh city (now Kinh Bac ward) through industrial parks with the new National Highway 3 (abbreviated as Road 285B), provincial road 277B connecting with Ha Bac 2 bridge, Ring Road 4 (abbreviated as Road 277B) passing through Kinh Bac ward, communes: Tam Giang, Yen Phong, Yen Trung. Also present were representatives of leaders of a number of relevant departments and branches.

The above project was started in July 2023. The total implementation cost is 1,496 billion VND, of which 900 billion VND is from the central budget, the rest is from the provincial budget with the Bac Ninh Province Civil and Urban Development Project Management Board No. 2 as the investor.

Comrade Ngo Tan Phuong delivered the concluding speech.

The project routes have a total length of about 20 km, connecting the northeastern region of Bac Ninh province with the national highway system in the area, creating a convenient traffic direction with the Hanoi capital region, opening up a new development space for Bac Ninh.

The project meets the standards of a grade III plain road, has 6 roundabout-shaped at-grade intersections and a road bridge over the Cau River.

According to the report of the Management Board of Civil and Urban Development Project No. 2 of Bac Ninh Province, up to now, the contractor has completed the construction of Provincial Road 277 according to the contract, is completing the settlement documents; completed the clearance of explosives, moved the power lines and transformer stations to serve the site clearance work...

The contractor is focusing on constructing provincial road 285B and provincial road 295C (including the bridge section). The construction volume has reached 67%. Currently, the project is facing difficulties and obstacles in site clearance. In Kinh Bac ward, many households have not received compensation and requested support to stabilize their lives.

Comrade Ngo Tan Phuong inspected the project implementation status in Kinh Bac ward.

In Yen Phong commune, the land cleared by Yen Phong Construction Project Management Board has been counted, counted, and assigned to the owner, but the origin of the land has not been determined and no compensation plan has been established.

The land in the project by the Management Board of Bac Ninh Province's Traffic and Agriculture Project No. 2, which cleared the site in Tam Giang commune, has approved a compensation plan to support all agricultural land and graves for 667 households. The Board has paid 587/667 households according to the approved plan. The remaining households have not received money due to the difference in area between the actual area and the land records; the State is requested to pay according to the area according to the land records of the households.

In Yen Phong commune, there are still some households that have not been able to hand over the land due to problems with the mechanism for supporting trees on the land and supporting life stabilization according to regulations; many households have not signed the inventory record, declared the origin of the land...

After inspecting the site and listening to the report, comrade Ngo Tan Phuong stated that, regarding specific problems related to compensation and recovery of agricultural land in Kinh Bac ward, Tam Giang commune, and Yen Phong commune, the People's Committees of wards and communes need to direct the Compensation and Site Clearance Council to study and organize plans to implement the work in accordance with regulations.

Along with that, continue to organize propaganda and mobilize people to agree to hand over the site; establish and approve compensation plans for unapproved areas, and complete site clearance in October this year.

Contractor for construction of road project 285B.

Based on the arranged resettlement land fund, he requested the Yen Phong Construction Project Management Board to urgently invest in infrastructure of the resettlement area to soon relocate households and complete site clearance in November 2025.

He agreed in principle to assign the People's Committee at the commune level to work with the Land Clearance Council to review and implement monetary compensation for canal hardening projects because there is no need to swap projects. At the same time, he agreed to independently settle the completed packages...
