Coastal localities of Nghe An proactively respond to storm No. 9

Proactively responding to storm No. 9 (RAGASA), coastal localities in Nghe An province have focused on calling on and guiding fishermen to bring their boats to port, anchor, take shelter from the storm and synchronously deploy many measures to respond and minimize damage when the storm makes landfall.

Proactively let ships dock and anchor their vehicles

At Lach Van fishing port, Dien Kim river, Dien Thuy river connected to Lach Van estuary by the Bung Tau river system, Dien Chau fishermen's boats have returned to port, anchored all over the river and wharf since the afternoon of September 23; among them, many ships and boats, although their fishing trip at sea is not enough days, still stop operating, return to port to load and transport seafood to cold storage, processing facilities, and consume at markets before anchoring to avoid the storm.

Fisherman Le Van Phi, Quyet Thang hamlet, Dien Chau commune, Nghe An province, owner of a seafood fishing vessel, said: "After finishing a trip of more than 3 days at sea, my boat docked at Dien Thuy river on the afternoon of September 22. When I heard about storm No. 9, I stopped the next trip, brought the vessel to a safe place to anchor, cleaned up fishing gear to proactively prevent the storm."

Mr. Tran Duc Hoang, Commander of Dien Chau Commune Military Command, said that the entire Dien Chau commune has more than 380 vessels and boats exploiting offshore seafood and hundreds of rafts. Grasping information about storm No. 9, the fishermen of the commune proactively brought their vessels and boats back to the port and anchored for shelter from the afternoon of September 23. By early afternoon of September 24, basically all of the vessels, boats and rafts of fishermen in the commune had come ashore and anchored for shelter in safe areas; of which 10 vessels were anchored at Lach Con estuary (Tan Mai ward, Nghe An province), and 1 vessel was taking shelter in Ha Tinh province.

According to Mr. Nguyen Van Loi, Chairman of the People's Committee of Dien Chau Commune, Nghe An Province, to proactively respond to storm No. 9, the Civil Defense Command of Dien Chau Commune issued Notice No. 134 on September 22 requesting the Heads of agencies, units, and enterprises located in the commune and the Party Committees, Executive Committees of blocks, villages, and hamlets in the area, especially coastal hamlets, to closely monitor the storm's developments; strictly manage vehicles going out to sea; organize counting and notify owners of vehicles, captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas. At the same time, be ready with forces and means for rescue when requested. At the same time, departments, offices, and the Commune Civil Defense Command, according to their state management functions and tasks and assigned tasks, proactively direct and coordinate with agencies, units, blocks, and hamlets to proactively respond to storms.

At the seaports, waterways, fishing ports of Lach Thoi, Lach Quen, Lach Con... since September 22, fishermen have been busy bringing their boats to shore to sell seafood, cleaning and tidying up their vehicles, collecting fishing gear to bring their boats to shelters from storms; at the same time, taking measures to reinforce the sides of boats and ships to avoid collisions and reduce shocks. Activities such as clearing sewers, flood drainage channels, pruning large trees, tying down house doors, reinforcing corrugated iron roofs... have also been carried out by fishermen in the coastal villages.

Accompanying fishermen in storm prevention

According to the Nghe An Provincial Border Guard Command, since September 23, coastal units such as Dien Thanh Border Guard Station, Cua Lo - Ben Thuy Port Border Guard Station, Quynh Phuong Border Guard Station, Quynh Thuan Border Guard Station... have coordinated with local authorities and forces to focus on announcing, calling, and guiding vehicles operating at sea to know the direction of the storm's movement to avoid dangerous areas and return to anchorage and shelter from the storm.

Lieutenant Colonel Pham Van Thanh, Head of Lach Con Border Control Station (Quynh Phuong Border Guard Station), said that the unit and the station have been focusing on calling and guiding boats to take shelter from the storm since the morning of September 23. The unit has mobilized 22 officers and soldiers to go directly to the fishing port and marina, calling on fishermen to quickly return to shore. At the same time, they coordinated to support people in anchoring, securing boats, and leaving dangerous areas. By 12 o'clock on September 24, more than 1,000 fishing boats of fishermen in the area under the unit's management had entered safe anchorage and shelter. In addition to calling and guiding fishermen to bring their boats into the harbor and take shelter safely, the border guards also coordinated with local authorities of Quynh Mai and Tan Mai wards to help fishermen anchor boats, secure houses, and aquaculture cage systems. At the same time, coordinate with local authorities, militia forces, and local organizations to mobilize people not to stay on ships and boats when the storm makes landfall.

Nghe An province has more than 80 km of coastline with 6 large estuaries, the whole province has a total of nearly 2,900 vehicles with about 13,070 workers. Proactively responding to storm No. 9, the Nghe An Provincial Border Guard Command has assigned 500 officers and soldiers on duty along with 3 large capacity ships, 12 motorboats, canoes and 30 vehicles of all kinds ready to carry out the mission. In addition, the unit has directed all coastal border posts and stations to closely coordinate with local authorities to deploy support to help people ensure the safety of their fishing vessels, support fishermen with storm response measures, and minimize damage when the storm makes landfall.

On September 24, coastal units dispatched forces, divided into teams, to go directly to seaports, tidal flats, and coastlines to actively propagate and mobilize aquaculture cage owners to take safety measures; support people, especially those in coastal areas, to reinforce houses, reinforce sea dykes in vulnerable areas; help fishermen anchor boats, collect and transport fishing gear ashore...

To ensure the safety of fishermen and boats, on the morning of September 24, the People's Committee of Nghe An province issued an urgent dispatch prohibiting boats and transport vehicles from going to sea from 12:00 on September 24; requiring boats and ships operating at sea to come ashore and anchor to ensure safety before 14:00 on the same day.
