According to this Decision, the Minister of Finance is the Chairman of the Council; the Vice Chairman of the Council is the Deputy Minister of Finance.

Council members include: Leaders of the Ministries of Education and Training, Health, Construction, Public Security, National Defense, Justice, Home Affairs, Industry and Trade, Agriculture and Environment, Science and Technology, Culture, Sports and Tourism, Ethnicity and Religion; leaders of the State Bank of Vietnam. The Ministry of Finance is the standing body of the State Appraisal Council.

The State Appraisal Council has the following duties and powers: To organize the appraisal of the Program's Investment Proposal Report and submit it to the Government for consideration and decision; to request the agency assigned to prepare the Program's Investment Proposal Report to provide documents and information related to the Program to serve the appraisal work; when necessary, to request amendments and supplements to the dossier to meet the appraisal requirements; to review and decide on the appraisal plan and other relevant issues during the appraisal process of the Program's Investment Proposal Report.

The State Appraisal Council operates collectively under the direction of the Council Chairman. The Council is allowed to use the seal and account (if necessary) of the Ministry of Finance to serve the Council's operations.

The Standing Body of the Council is responsible for mobilizing the apparatus to assist the Chairman of the Council in organizing the appraisal work of the Program's Feasibility Study Report and the general activities of the Council; coordinating with agencies to carry out appraisal work; receiving and checking the Program's Investment Proposal Report dossier, sending the Program's dossier to the Council members, and preparing and submitting a plan for appraising the Program's Investment Proposal Report.

At the same time, synthesize the opinions of Council members, propose and submit to the Council Chairman for consideration and decision on issues that need to be handled during the appraisal process; prepare programs, contents, expected conclusions and voting contents, meeting invitations, documents and working equipment for Council meetings.

In addition, the Standing Body of the Council prepares the contents of the request for additional documents and amendments to the dossiers as requested by the members of the Council, the Teams and professional groups during the appraisal process, submits them to the Chairman of the Council (or Vice Chairman of the Council) for approval and signs the request documents when authorized; performs other tasks assigned by the Chairman of the Council; prepares the Council's report to submit to the Prime Minister.
