
Marine economy - a sustainable pillar
Before the sun had even risen, Phu Quy port was bustling with the sound of engines and the calls of fishermen and traders. On the wharf and under the boats, the early morning air at the head of the waves and wind was always full of energy, just like the vitality of the marine economy in the special zone.
According to Mr. Le Hong Loi - Chairman of Phu Quy Special Zone People's Committee, one of the highlights of the 2020 - 2025 term is that the seafood exploitation output not only met but also exceeded the plan, reaching an annual average of over 32,000 tons, and in 2024 alone reaching over 36,000 tons. "We always determine that the marine economy is not only a livelihood but also an identity, a driving force for sustainable development. To go far, we must have a strategy and most importantly, accompany the people, support them to change their jobs, modernize the fleet, and improve the quality of exploitation," Mr. Loi shared.
Phu Quy's fishing fleet has increased by 346 vessels compared to the beginning of the term. The special zone currently has 1,735 fishing vessels/7,540 workers, of which 594 have a capacity of over 90 CV, including 130 purchasing and processing service vessels. Notably, all 591 offshore fishing vessels have been equipped with voyage monitoring equipment and no vessels have violated foreign waters, clearly demonstrating efforts in management and compliance with maritime laws. Fisherman Vo Van Son, owner of a fishing vessel at Phu Quy port, shared: "Previously, we fished mainly based on experience. Now, with local support, the vessels are equipped with modern machinery, sailing more safely and exploiting more effectively. In particular, the voyage monitoring equipment helps people feel secure because they are always connected to the mainland, avoiding violations of the law."
Along with exploitation, aquaculture has also developed steadily and systematically. The special zone currently has 72 aquaculture facilities, with a total area of over 14,484 m², with an average output of nearly 100 tons/year, focusing on aquatic products with high economic value such as grouper, cobia, and lobster.
In addition, the fishing logistics infrastructure system has also been heavily invested. Currently, the storm shelter anchorage project combined with the Phu Quy special fishing port is gradually taking shape, bringing with it the hope of a prosperous future. With a mooring scale of 1,000 600CV boats, the project will be a safe haven for fishermen, helping to minimize human and property damage, while improving the efficiency of fishing in the South Central Coast, Truong Sa, and DK1 fishing grounds.
The special zone has also formed a fishing union and 80 solidarity groups, uniting fishermen into a strong self-governing force at sea, contributing to maintaining sovereignty .

Tourism flourishes - sustainable and green
If the marine economy is the backbone, tourism is the wings that help Phu Quy "take off". In recent years, the image of Phu Quy, a small island with pristine and peaceful nature, has become an attractive destination for domestic and foreign tourists. Right from the beginning of the 2020 - 2025 term, the special zone has implemented the project to develop Phu Quy tourist area at the provincial level, focusing on building tourism products associated with the characteristics of the sea and islands. New types of tourism such as coral diving, SUP boating, mountain trekking, experiencing the early morning seafood market... are increasingly popular with tourists.
Since 2020, the number of visitors to the special zone has continuously increased, despite the impact of the Covid-19 pandemic. In the first quarter of 2025 alone, Phu Quy welcomed more than 24,000 visitors, including 1,250 international visitors, an increase compared to the same period last year.

“Phu Quy identifies tourism development as a comprehensive economic sector, imbued with cultural identity, which must develop sustainably, greenly and in depth. To do so, we prioritize upgrading infrastructure, methodical planning, applying digital transformation and calling for strong investment in services for tourists,” Mr. Le Hong Loi, Chairman of the People’s Committee of Phu Quy Special Economic Zone, added.
Ms. Nguyen Thi Thao, a tourist from Ho Chi Minh City, shared her feelings after her trip to Phu Quy: “This is my second time to Phu Quy. This time I was really surprised that the service has improved significantly, from the accommodation, food to the experience tours, all are very professional but still retain the rustic features. What I like most is diving to see coral and climbing mountains, both fun and a way to slow down in the middle of nature.”
The system of hotels, motels and homestays on the island has been changing rapidly. The special zone currently has 19 hotels/393 rooms, 41 villas and motels/364 rooms, along with nearly 100 homestays and inns serving guests. In addition, there are over 30 dining establishments and specialty stores, gradually forming a chain of diverse and convenient services.
Notably, since electricity has been supplied 24/7 since 2014, combined with 4 modern high-speed train routes that shorten travel time from the mainland, Phu Quy has removed infrastructure "bottlenecks", opening up opportunities for outstanding growth for the tourism industry.

Confidently step into new term
With the achievements, Phu Quy is firmly entering the new term with high determination and strategic vision. With the motto: "Solidarity - Democracy - Discipline - Innovation - Development", the 1st Congress of the Phu Quy Special Zone Party Committee, term 2025 - 2030, which will take place on July 24 - 25, has put forward the theme: "Building a clean, strong political system, operating effectively, efficiently and effectively; preserving and promoting the strength of the great national unity bloc; ensuring national defense and security; promoting potential, advantages, creativity, building Phu Quy Special Zone to develop comprehensively, greenly, sustainably and humanely".
Phu Quy also identifies digital transformation, technology application in tourism management and marine exploitation, green economic development, and circular economy as new pillars in the growth model.
In particular, one of the important milestones is that in 2024, the Prime Minister approved the project to build Phu Quy into a center for exploitation, logistics services for fisheries and search and rescue at sea. This is considered a "push" for the special zone to develop in the right direction, becoming an important base in the Southeast of the country. "The success of the past term is thanks to knowing how to exploit internal resources. In the next term, we will continue to take the marine economy as a pillar, develop green and sustainable tourism, and gradually build Phu Quy into a center for fisheries logistics and an attractive destination in the region," said Mr. Loi.
From a distant land in the middle of the ocean, Phu Quy special economic zone is gradually transforming itself, not only maintaining the sacred sovereignty of the Fatherland but also affirming itself as a unique and sustainable center of marine economy and tourism. The two "internal forces" of marine economy and tourism will continue to be the wings that help Phu Quy rise high and far in its future development journey, especially in the 2025 - 2030 term.
