Through monitoring the 9 grassroots party congresses completed in June 2025, it can be seen that, in the context of simultaneously implementing many important political tasks, Party committees at all levels have focused on directing the successful organization of Party congresses. The quality of the congresses was affirmed in both the document and personnel aspects of the Party committees, creating momentum for the successful organization of the 1st Party Congress of Central Party agencies for the 2025-2030 term.
Consistent and decisive in direction and management
Implementing the Central Committee's directives, the leadership and direction of the congress is identified as a key and continuous task of Party committees at all levels. The subordinate Party committees have proactively concretized the Party Committee's Plan of the Central Party agencies into practical action plans and programs, associated with the functions, tasks and characteristics of each agency and unit; ensuring the organization of the congress in the right direction, on schedule and with high quality. The Standing Committees of the Party Committees of the Central Party agencies have established sub-committees to serve the congress, clearly assigning the tasks of the sub-committees, ensuring the synchronous, methodical and effective implementation of the preparation and organization of the congress at the grassroots level, above-the-grassroots level and the Party Committee level of the Central Party agencies, demonstrating a sense of responsibility and high determination in carrying out the key political tasks of the entire Party Committee in 2025.
The grassroots Party Congress for the 2025-2030 term took place in the context of the entire Party and people joining hands and making efforts to overcome difficulties and achieve many important, outstanding and comprehensive achievements and results in all fields. At the same time, the work of arranging the organization and apparatus of the political system, merging provincial and communal administrative units into the final stage to smoothly operate the two-level local government from July 1, 2025, the preparation work for the congress was carried out comprehensively, thoroughly and thoughtfully by the Party Committees. Party committees at all levels organized conferences to collect comments on the congress documents in a democratic, frank and intellectual manner, promoting the role and responsibility of cadres and Party members. In the spirit of the Party Committee's political report being the central report, it plays a guiding role for other documents.
The review reports of the Party Committees ensure combativeness, promote the spirit of self-criticism and criticism; accurately, objectively, comprehensively and honestly assess the results of leadership, direction and implementation during the term. The congress documents of the Party Committees have comprehensively and objectively summarized the results of implementing the resolutions for the 2020-2025 term, supplemented and promptly updated the new policies of the Central Committee, the direction of the Politburo, the Secretariat and General Secretary To Lam ; forecasted the situation and proposed feasible directions, goals, targets and tasks for the 2025-2030 term with many breakthrough solutions, long-term vision, suitable to the functions and tasks of each agency and unit. In which, focusing on major issues: building a clean and strong Party; innovating leadership methods; improving the quality of consulting and strategies; developing the staff; promoting digital transformation and administrative reform; perform well the tasks of propaganda, mass mobilization, organization, inspection, internal affairs...
The highlight in the document drafting work of the grassroots Party Committees under the Party Committees of the Central Party Agencies is the spirit of seriousness and innovation. Along with drafting the documents of their congresses, the Party Committees have seriously organized discussions and contributed opinions to the draft Political Report to be submitted to the 1st Congress of the Party Committees of the Central Party Agencies and the draft documents to be submitted to the 14th National Congress of the Party.
The comments were carried out systematically, promoting collective intelligence, with a constructive and responsible spirit, focusing on major contents such as: orientation for national development in the new period; continuing to innovate the Party's organizational apparatus and leadership methods; building a team of cadres at all levels to meet task requirements; perfecting institutions and mechanisms for controlling power; improving the effectiveness of protecting the Party's ideological foundation, preventing and combating corruption, waste and negativity.
Personnel work for the 2025-2030 term is conducted strictly, in accordance with procedures and regulations, with inheritance, stability and development. The comrades introduced to join the Party Committee all ensure political standards, moral qualities, professional capacity, strong political will, and prestige in the agency and unit.
By the end of June 2025, 100% of grassroots Party cells, Party units and grassroots Party committees directly under the Party Committee had completed organizing congresses, ensuring compliance with procedures, regulations and time as planned. 9/9 grassroots Party committees directly under the Party Committees of Central Party agencies had completed their congresses on schedule, ensuring quality.

In the context of simultaneously implementing many important tasks, the completion of the congress with quality and progress shows the determination and seriousness of Party committees at all levels in directing, operating, organizing and implementing, creating a vibrant political atmosphere, spreading the spirit of innovation throughout the Party. Acknowledging the reality from the results of the grassroots congresses of the Party Committees of the Central Party agencies, the highlight is that Party committees at all levels have resolutely implemented many creative and innovative solutions, creating high solidarity and unity in leadership and direction of task implementation, especially for new and difficult issues. Immediately after the congress, Party committees at all levels proactively concretized major orientations into practical goals and solutions, suitable to the characteristics, functions and tasks of agencies and units for implementation.
Continuing to spread the spirit of innovation and positivity, creating a unified foundation of ideology and politics, promoting the spirit of solidarity among cadres and party members, and consistent action, Party committees at all levels in the Party Committees and Central Party agencies have promoted propaganda work in many flexible and creative forms. Propaganda content focuses on clarifying outstanding results in implementing the resolution for the 2020-2025 term, directions and goals for the new term; closely following the Central Committee's orientation and major goals identified in the draft documents of the congresses at higher levels.
In addition to encouraging and spreading the spirit of grassroots congresses, propaganda work focuses on grasping the ideological situation and public opinion among cadres and party members; promptly orienting and fighting to protect the Party's ideological foundation in the complex context of the digital media environment. News agencies and newspapers closely follow the situation, actively participate in spreading the results of organizing grassroots party congresses, creating a vibrant competitive atmosphere to achieve achievements to welcome the Party Congresses of Central Party agencies.
Promoting the dynamic and creative spirit of the youth, the Youth Union of the Central Party agencies has organized many practical activities to welcome the congress. As of June 2025, the Youth Union has carried out 26 social security projects, 11 projects applying digital technology and information technology to professional work, 54 scientific research topics, organized 9 conferences and scientific forums associated with professional tasks and introduced 265 outstanding members for the Party Committee to consider, train and admit to the Party. The projects not only have profound political and educational significance but also contribute to spreading the image of young people as pioneers and responsible in building the Party and the political system at the Central level.
With the motto "Solidarity - Responsibility - Discipline - Breakthrough - Development", the work of organizing grassroots party congresses in the Party Committees of the Central Party agencies for the 2025-2030 term has been carried out methodically, comprehensively and seriously, clearly demonstrating the leadership and close direction of the Party Committee Standing Committee and the exemplary role and responsibility of Party committees and organizations at all levels. Promoting the advantages and achieved results, the Party Committee Standing Committee continues to focus on leading and directing the organization of grassroots party congresses, moving towards successfully organizing the 1st Congress of Delegates of the Party Committees of the Central Party agencies for the 2025-2030 term.
