According to the report of the Provincial People's Committee, in the first 9 months, the socio -economic situation of the province achieved many important results. The province's economy grew quite well compared to the same period last year with some main indicators such as: Gross Regional Domestic Product (GRDP) estimated to increase by 7%; Industrial Production Index (IIP) estimated to increase by 6.42%; Total retail sales of goods and consumer service revenue estimated to increase by 15.6%; Total tourism revenue estimated to increase by 19.2%; Total export turnover of goods estimated to increase by 8.7%. Notably, after 9 months, the state budget revenue reached 103.1% of the Central Government's estimate, an increase of 49.3% over the same period last year; of which domestic revenue reached 108.8% of the Central Government's estimate and an increase of 61.6% over the same period last year.

The breakthrough and key tasks were resolutely directed by the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, and the leaders of the Provincial People's Committee. Up to now, a number of tasks have been completed. The Cam Lam New Urban Area, Tu Bong New Urban Area, and Dam Mon New Urban Area projects have been approved for investment policies and investor selection; the handover of 11/43 disputed, encroached, and overlapping defense land plots to local management and use has been completed. The site clearance work of Doc Da Trang Industrial Park (IP) has ensured the set progress (91.9% of the site has been handed over). The Khanh Hoa Provincial Free Trade Zone Project and the Project to supplement a number of specific mechanisms and policies for the development of Van Phong Economic Zone submitted to the Prime Minister have been developed and completed.
The work of ensuring social security has been focused on, implemented fully, promptly, publicly and transparently. The program of eliminating temporary and dilapidated houses has achieved good results and has been completed to date. The work of reorganizing the apparatus has been carried out resolutely with the spirit of innovation and creativity, ensuring progress and quality according to the direction of the Central Committee, the Politburo , the Secretariat and the National Assembly.

Chairman of the Provincial People's Committee Nguyen Khac Toan assessed that in the first 9 months of 2025, all sectors and levels have made efforts to overcome difficulties and successfully completed the set political tasks. Authorities at all levels have synchronously deployed solutions to promote the province's economic growth to reach 7.52% over the same period last year; some growth targets were good, in which the state budget revenue was completed 3 months ahead of schedule. However, it must also be frankly acknowledged that there are still some limitations and shortcomings such as: Some areas have low and unstable growth; the 9-month growth rate of only 7.52% has not met expectations, making the socio-economic development speed in the last 3 months of the year full of challenges and pressure.
Accelerate for the last 3 months of the year
The fourth quarter is the “sprint” period for the goals, targets and tasks set for the year. To achieve the GRDP growth target of 8.1% in 2025, the GRDP growth in the fourth quarter of 2025 needs to reach 11%. This is a huge pressure for departments, branches, agencies, units and localities.
Standing Vice Chairman of the Provincial People's Committee Nguyen Long Bien emphasized that there is not much time left until the end of the year, so the pressure is very great, especially for the leader. Among the four major pillars, industry and energy are identified as two areas that need to be promoted, because in such a short period of time, only these pillars can create rapid growth and support other areas. The Department of Industry and Trade needs to have specific plans to accelerate the development of industry and energy to contribute positively to the economic growth of the province.

Comrade Nguyen Sanh Duong - Deputy Director of the Department of Industry and Trade commented that in 2025, the industrial production index achieving a growth rate of 7.5% is completely feasible. Because currently, the Van Phong 1 BOT Thermal Power Plant is being mobilized at a high level, the HD Hyundai Vietnam Shipbuilding Factory will deliver many important orders from now until the end of the year; bird's nest, sugar, and canned beer products are all forecasted to grow very high. For retail, the last months of the year will reach and exceed the target. All these factors will contribute to the overall growth of the whole province.
In the last 3 months of the year, the Provincial People's Committee will organize working sessions and dialogues with large enterprises in the province to promptly grasp and remove difficulties for enterprises, promote production and business activities; increase attraction, filling and putting into operation secondary investors in industrial parks (Ninh Thuy, Du Long, Phuoc Nam), industrial clusters (Trang E 2, Song Cau, Khatoco Industrial and Livestock Cluster, Quang Son). Along with that, complete compensation and handover of the entire construction site of Doc Da Trang Industrial Park before November 30; approve the selection of investors in Ninh Xuan and Ninh Diem Industrial Parks; issue a set of priority criteria for considering and evaluating investors registering to implement projects to build and operate industrial park infrastructure in the province; complete the Project to establish an inter-regional renewable energy service and industrial center to submit to competent authorities for approval in 2025.
Concluding the meeting, comrade Nguyen Khac Toan requested departments, branches, sectors and localities to urgently develop and promulgate a Plan to implement the Provincial Party Committee's Action Program to implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030. Each sector and each field needs to have truly feasible and practical solutions to promote growth; quickly promote growth pillars, especially the industrial and energy pillars to increase the contribution to the province's growth; focus on completing breakthrough tasks assigned by the Provincial Party Committee Standing Committee; continue to handle backlogged and stuck projects; speed up site clearance for key projects.

Along with that, resolutely disburse public investment capital, clearly identify bottlenecks and projects that are behind schedule to handle responsibilities. Working groups established by the Provincial People's Committee strengthen field inspections, urge and promptly handle problems, strive to complete 100% disbursement of public investment capital in 2025.
In addition, Chairman of the Provincial People's Committee Nguyen Khac Toan also requested departments, branches, sectors and localities to urgently carry out the work of adjusting the provincial planning; continue to seriously and qualitatively implement the strategic resolutions of the Politburo; resolve problems and difficulties arising in the operation of the two-level local government; continue to carry out administrative reforms; pay attention to social security and welfare policies for people with meritorious services; ensure national defense and security.
