Spending 9.13 billion VND to salvage the collapsed Phong Chau bridge into the Red River

According to the Vietnam Road Administration, the project to overcome the consequences of natural disasters at Phong Chau Bridge ( Phu Tho ) will be implemented under an emergency order with a provisional budget of 9.13 billion VND from the State budget.

This fund is spent on salvaging the wreckage of the bridge and sunken vehicles, as well as on traffic diversion, ensuring traffic safety, and assigning guards.

Vietnam Road Administration assigned Phu Tho Provincial Department of Transport to be the project implementation unit, to carry out procedures for appointing construction contractors, and to manage project progress and quality.

Regarding the salvage construction plan, first, sunken vehicles located outside the steel truss span will be salvaged immediately, brought close to shore and lifted into the staging area by a specialized 150-ton crane.

For vehicles stuck in the steel truss that cannot be salvaged immediately, the construction unit will use a 400-ton crane on shore and 2 ships equipped with salvage equipment to lift the steel truss out of the water and cut each span. The tugboat will bring each span of the steel truss to shore and use a specialized 150-ton crane on shore to lift, lift, and place it in the staging area. During the process of cutting the steel truss spans, the construction unit will also simultaneously take the vehicles stuck inside out and tow them to shore.

With steel truss spans and vehicles buried deep under layers of sand and silt, the construction unit will use hoses and suction to remove the sand and silt before salvage.

For the concrete bridge deck, piers, piles, and submerged abutments, the contractor will use a 400-ton crane on shore and two ships equipped with salvage equipment to lift them to the water surface. The concrete will be demolished by an excavator equipped with a concrete chisel on board.

For the collapsed T7 bridge pier, it cannot be demolished or towed, so the Vietnam Road Administration has not calculated the cost of handling it. For now, the authorities will put up buoys to warn of waterway traffic safety, and when the water recedes, they will survey and find a way to demolish it.

On the morning of September 9, due to the impact of storm No. 3, Phong Chau bridge on National Highway 32 in Phu Tho province suddenly collapsed into the Red River while many people and vehicles were moving on the bridge.

Initial preliminary determination was that at the time of the incident, 10 vehicles fell into the river, including a truck, two tractor-trailers, six motorbikes, an electric motorbike, eight people missing... Up to now, the authorities have only found 4 victims' bodies.

The latest victim was found this morning (September 23), when residents of Bach Hac ward, Viet Tri city, Phu Tho province discovered a male body floating on the Red River, downstream, suspected to be a victim of the Phong Chau bridge collapse about 20km away and reported it to local authorities and functional forces to come identify.

At around 11:30 a.m. the same day, the family of the victim Duong Cong Chien, born in 1981, registered residence in Zone 8, Dan Thuong, Ha Hoa, Phu Tho, who was the driver of the tractor trailer with license plate 19H-042.12 in the Phong Chau bridge collapse accident, identified the body and wished to bring the body home for family burial.

Previously, the People's Committee of Phu Tho province sent a document to the Prime Minister requesting the Central Government to support emergency treatment projects to overcome the effects of storm No. 3.

In particular, to create conditions to help the locality urgently overcome and ensure smooth traffic on National Highway 32C, meet the requirements of flood prevention, protect the safety of people's lives and property and national infrastructure works, the People's Committee of Phu Tho province proposed that the Prime Minister assign Phu Tho province to build a new bridge to replace the old Phong Chau bridge with a modern scale, synchronous with the scale of National Highway 32C with a length of 430m, width of 21.5m; total investment of 865 billion VND (100% supported by the central budget).
