Witnessing the Party cell meeting to evaluate the results of the implementation of tasks in April and issue a resolution to lead the implementation of tasks in May 2025 of the Party cell of the Logistics - Technical Department, Bac Ninh City Military Party Committee, we saw that it was organized seriously, democratically, and closely. The opinions were frank, clearly pointing out the limitations and shortcomings in the leadership and implementation of all aspects of work, sincerely giving constructive suggestions to leaders, commanders, cadres, and Party members to better perform the tasks according to the resolution.

Talking with Major Tran Quoc Vinh, Party Cell Secretary, Head of Logistics - Engineering, we learned that the content of building "4 good" in the Party cell includes: Leadership to complete political tasks well; good quality of activities; good solidarity and discipline; good cadres and Party members. In which, Party members play a core role, so Party cells monitor and supervise the proactive overcoming of limitations and shortcomings, promoting the pioneering and exemplary nature of each Party member. Because each good Party member is the basis for improving the quality of activities, contributing to the successful completion of tasks. To build a Party cell with "4 good, 3 no", the Party cell strictly maintains the Party's activities, promotes the fighting spirit in self-criticism and criticism, assigns specific tasks, and builds high internal solidarity and unity.

Cadres and party members of the Logistics - Technical Department Party Cell, Bac Ninh City Military Party Committee regularly organize study and research on the content of building a "4 good, 3 no" party cell.

The Party cell determined that each cadre and party member, especially the leading cadre, needs to promote a sense of responsibility, set an example in the process of performing tasks, actively research, explore, create, cultivate knowledge, improve capacity, methods, and working style. Build party members who are always steadfast, loyal to the Party, the Fatherland and the people, comply with the laws of the State, military discipline, and show no signs of degradation in moral qualities, lifestyle, "self-evolution", "self-transformation" within the organization. In particular, link the quality of the unit's task completion with each individual in his/her position, thereby serving as a basis for considering rewards and evaluating the quality of cadres.

The Party cell concretizes each content of the model of building a Party cell "4 good, 3 no" close to the practical tasks. In particular, regularly and strictly implement the discipline and regime of activities, promote democracy, raise awareness, responsibility, pioneering spirit, and set an example for the Secretary, Party Committee and Party members in implementation. The quality of activities and resolution building of the Party cell is improved, correctly assessing the results of completing tasks, clearly pointing out the causes and limitations that need to be overcome, and at the same time proposing breakthrough leadership policies and measures.

Along with promoting the pioneering and exemplary role of cadres and party members, the Party cell attaches importance to the management and inspection of Party membership cards and documents issued by the State and the Army. It is necessary to grasp the social relationships, family circumstances of Party members, compliance with regimes, regulations, rules, discipline, laws, and regulations on not driving after drinking alcohol... These are the conditions for building a "3 no" Party cell: No Party members participating in social evils; no violations of traffic safety regulations; no cadres and Party members using personal documents as collateral for loans of money, assets, or debts that cannot be repaid.

Lieutenant Colonel Nguyen Hoang Ha, Deputy Secretary of the Military Party Committee, Political Commissar of the Bac Ninh City Military Command, assessed: Thanks to the implementation of building the "4 good, 3 no" Party cell, there has been a positive change in the leadership capacity and fighting strength of the Logistics - Technical Department Party Cell, overcoming weaknesses and weak points. The results of leadership in implementing political tasks, the awareness of cadres and party members have been raised, creating solidarity and unity in the collective of agencies and units, joining hands to build the Party Committee to successfully and excellently complete its tasks, and the agency and unit are comprehensively strong.

In 2022 and 2023, the Logistics - Technical Department Party Cell continuously completed its tasks well. In 2024, the Party Cell excellently completed its tasks and was awarded a certificate of merit by the Bac Ninh City Party Committee. The Party Cell led the Department to comprehensively complete all aspects of its work: Maintaining the quantity and quality of technical equipment, facilities, and logistics materials; advising and organizing to ensure food, clothing, accommodation, medical examination and treatment, and disease prevention and control for soldiers; increasing production and improving soldiers' lives; maintaining technical coefficients for each type of equipment; organizing the transportation, management, and exploitation of technical equipment, preventing and fighting natural disasters, fires, and explosions, with absolute safety. From 2021 to present, the Logistics - Technical Department has been awarded a certificate of merit by Military Region 1 and 3 certificates of merit by the People's Committee of Bac Ninh City.
