Developing party members who are students is one of the core tasks in “nurturing” and nurturing positive factors to create a source of succession, strengthen the youth and fighting strength of the Party. Admitting party members among high school students is both meaningful in discovering and recognizing the efforts of excellent students, and creating an environment for developing the Party among young people.

Resolution No. 25-NQ/TW, dated July 25, 2008 of the Party Central Committee (10th tenure) on strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization, set the goal: "Continue to build a generation of Vietnamese youth with strong patriotism and national self-reliance; steadfast in the ideals of national independence and socialism; with revolutionary ethics, awareness of law observance, cultural life, for the community; with capacity and courage in international integration; with health, knowledge, skills and industrial style in collective labor, becoming good citizens of the country...".
Implementing Plan No. 34-KH/TU, dated March 13, 2017; Plan No. 55-KH/TU, dated April 9, 2018 of the Standing Committee of the City Party Committee on "Creating sources and recruiting party members among students in the period 2017-2020" and Plan No. 10-KH/TU, dated October 7, 2020 on "Creating sources and recruiting party members for the term 2020-2025", the Party Cell of Hoang Le Kha Tay Ninh Specialized School has created a strong change in the awareness and actions of the school's Party Committee in Party building work; paying attention to caring for and building a young generation with qualifications, moral qualities, political mettle, and steadfastness in the face of difficulties and challenges; Continuously rejuvenate the Party members, increase the quantity, improve the quality, ensure the inheritance and development of the Party, contributing to the successful completion of the targets and tasks of Party building work according to the Resolution of the 12th City Party Congress, term 2020-2025 and the plans set forth by the Provincial Party Committee and City Party Committee.
To ensure the quantity and quality of Party development work, the Party Cell directs the implementation of political, ideological and ethicaleducation for teachers and students. School leaders improve the quality of teaching and learning; educate and foster life values, contributing to the formation and development of students' moral qualities, political awareness, communication and cooperation skills, solving practical life problems, self-mastery, and fulfilling civic responsibilities... in accordance with ethical standards and legal regulations. Proactively discover positive factors in studying and being active in Youth Union movements to create a source of Party sympathy, foster and educate to raise awareness, assign Party members to monitor and help students to have the conditions to strive to join the Party.
In addition to ensuring the general standards and conditions for applicants to join the Party according to the provisions of the Charter of the Communist Party of Vietnam , regulations and implementation instructions, the admission of Party members who are students must also ensure a number of specific standards and conditions: being a 12th grade student; a member of the Ho Chi Minh Communist Youth Union; good and excellent students for 2 consecutive years and the first semester of the final school year (with at least 1 year as an excellent student) and having achievements in provincial-level or higher excellent student competitions will be awarded certificates of merit; good and above students who are excellent Youth Union cadres will be awarded certificates of merit.
On that basis, the Party Cell builds a plan to develop Party members; directs and assigns tasks to Party members to monitor and help outstanding members with excellent achievements in studying and movements launched by the School Youth Union and the City Youth Union.

From 2020 to 2024, the Party Cell admitted 34 people into the Party, including 10 teachers and 24 students. Each year, the number of excellent students admitted increases (the following year is higher than the previous year). The target assigned by the Standing Committee of the City Party Committee is to develop 15 Party members for the 2020-2025 term, but in just 2 years, the Party Cell of Hoang Le Kha High School for the Gifted has admitted enough 15 Party members. In 2023 alone, out of 11 excellent people admitted into the Party, there are 7 students. In 7 months of 2024, the Party Cell admitted 7 excellent students into the Party.
Mr. Ngo Khac Duc - Party Cell Secretary, Principal of Hoang Le Kha High School for the Gifted shared: "The work of creating a source of party members from students of the school has many advantages compared to other high schools in the city and the whole province, due to the large number of students and the quality of study and student movement activities are basically better.
In addition, there is timely direction from the Standing Committee of the City Party Committee, coordination and support from the Organizing Committee, the Propaganda Committee of the City Party Committee, and the Standing Committee of the City Youth Union in reviewing the source of Party sympathy, opening classes to foster awareness of the Party for the elite masses who are students to monitor and remind the Party cell committee to consider and propose admission.
The Party Cell of Hoang Le Kha High School for the Gifted was commended by the Standing Committee of the City Party Committee for its outstanding achievements in recruiting new Party members for many consecutive years (2020, 2021, 2022, 2023). The Standing Committee of the City Party Committee commended it for its outstanding achievements in completing the Party member development target for the 2020-2025 term ahead of schedule.
