Only 18% of Ho Chi Minh City National University officials receive salaries from the budget.

Ho Chi Minh City National University has streamlined its staff over the past 10 years, with the number of employees receiving salaries from the state budget now at 1,154 people (about 18%).

Ho Chi Minh City National University has just summarized Resolution No. 18 of the 12th Central Executive Committee: Some issues on continuing to innovate and reorganize the apparatus of the streamlined political system, operating effectively and efficiently at the Ho Chi Minh City National University Party Committee.

Reduced more than 2,300 officials receiving salaries from the budget

Sharing information on the summary report on the implementation of Resolution 18 at Ho Chi Minh City National University, Dr. Le Thi Anh Tram - Head of the Organizing Committee of the Ho Chi Minh City National University Party Committee - said that this unit has achieved many remarkable results in recent times.

From 2015 to 2024, Ho Chi Minh City National University will cut 3 management units, accounting for 10% of the apparatus reduction; the number of civil servants receiving salaries from the state budget/total number of civil servants working at Ho Chi Minh City National University will also gradually decrease over time.

In 2015, 3,502/5,603 officials at this university received salaries from the state budget (accounting for 62.5%), by 2024, there will be only 1,154/6,400 officials (accounting for 18%).

Thus, in the past 10 years, the number of civil servants receiving salaries from the state budget at Ho Chi Minh City National University has decreased by 2,348 people. This result has exceeded the target set in the resolution.

Promoting university autonomy, limiting dependence on the budget

According to Associate Professor Dr. Vu Hai Quan - Party Secretary and Director of Ho Chi Minh City National University, over the past years, this university has thoroughly grasped and drastically implemented the resolution and achieved many positive results.

In 2024, Ho Chi Minh City National University will have 24/36 financially autonomous units in group 2 (accounting for 66%) and 12/36 financially autonomous units in group 3 (accounting for 34%); reducing 27% of regular expenditure (VND 178 billion) from the state budget compared to 2021.

"Recently, Ho Chi Minh City National University has tried to streamline units with overlapping functions and tasks. This is also a necessary direction in the coming time," Mr. Quan added.

Arrange and streamline two national universities

According to the Government's plan to reorganize and streamline the apparatus, the Government proposed that two national universities (Hanoi and Ho Chi Minh City) have plans to reorganize and drastically reduce their internal organization to perform the functions and tasks of national universities, after transferring them to the Ministry of Education and Training for management.

On December 9, Deputy Prime Minister Tran Hong Ha chaired a meeting with the Ministry of Education and Training, Hanoi National University, Ho Chi Minh City National University and relevant ministries and branches on research and proposals to reorganize two national universities.

At the meeting, the directors of the two national universities affirmed that the policy of streamlining the organizational apparatus of agencies and units is very popular and highly appreciated by the community of managers and scientists.

The two national universities are proactively reviewing, rearranging, and streamlining their affiliated units to address existing problems, shortcomings, and limitations, focusing on development goals and set missions.

The leaders of the two national universities also proposed specific plans and recommendations on plans to reorganize and streamline the organization and apparatus; a project to establish Party Committees of the two national universities; mechanisms and policies to strengthen specialized state management, prioritize high autonomy, and key investments...
