Tan Thanh Border Gate Customs Branch: Breakthrough in import-export tax collection

- In 2024, the import-export tax collection target of Tan Thanh Border Gate Customs Branch (HQCK) is 60 billion VND. This is not a simple task because most of the import-export goods through Tan Thanh border gate are goods with a tax rate of 0%. However, with appropriate solutions, especially since May 27, 2024, Tan Thanh - Po Chai customs clearance (area of landmarks 1090-1091) officially belongs to the Huu Nghi - Huu Nghi Quan international border gate pair, the import-export tax collection of Tan Thanh Border Gate Customs Branch has made a strong breakthrough.

According to the leader of Tan Thanh Customs Branch, in the past 3 years, the tax revenue from import and export activities of goods through the border gate of the branch only reached 50 - 55 billion VND/year. The low revenue in recent years is because most of the goods cleared through Tan Thanh border gate are items with a tax rate of 0%.

Mr. Nong Quang Hung, Deputy Head of Tan Thanh Customs Branch, said: Identifying difficulties in collecting import and export taxes, from the beginning of February 2024, the branch organized a meeting with import and export businesses to discuss and grasp the difficulties, thereby promptly finding solutions to help businesses.

At the same time, the branch has established a specialized customs team to support businesses; review businesses that import and export goods with tax rates that are allowed to go through border gates such as consumer goods, household goods, food (beer, soy sauce), seafood, etc. to organize direct meetings and encourage these businesses to go through border gates to import and export goods.

Revenue in the first 6 months of 2024 of Tan Thanh Customs Branch reached more than 205 billion VND (exceeding the 2024 target by more than 145 billion VND), of which tax revenue from imported trucks alone reached more than 64 billion VND.

In particular, since the Tan Thanh - Po Chai customs clearance (marker area 1090-1091) was officially announced as part of the Huu Nghi - Huu Nghi Quan international border gate pair, the leaders of Tan Thanh Customs Branch established a working group to meet and mobilize businesses operating in the import and export of high-tax goods such as trucks, machinery, equipment, and electric motorbike components to carry out procedures through Tan Thanh Customs Branch, thereby increasing the Branch's tax revenue.

“When the Tan Thanh - Po Chai customs clearance is located at the Huu Nghi - Huu Nghi Quan international border gate pair, goods with high tax rates can go through official customs clearance through the Tan Thanh customs clearance. Taking advantage of the unique advantages of this customs clearance, the Sub-Department has worked with and persuaded 35 enterprises operating in the import and export of the above-mentioned goods to go through the import and export procedures of goods through the Sub-Department…” - Deputy Head of the Sub-Department Nong Quang Hung said.

In addition to the above solutions, recently, Tan Thanh Customs Branch has proactively coordinated with units at the border gate to organize exchanges and talks with functional agencies at Po Chai Border Gate (Pingxiang, Guangxi, China) to agree on coordination in implementing solutions to improve customs clearance capacity. At the same time, the leaders of Tan Thanh Customs Branch also proactively worked with Bao Nguyen Commercial Transport Joint Stock Company (operating in the business of parking lots at Tan Thanh Border Gate), agreeing to reduce 5% of vehicle parking costs at Bao Nguyen parking lot. This has helped reduce costs for businesses operating import and export activities through Tan Thanh Border Gate.

Ms. Nguyen Lan Anh, representative of Truong Thach Company Limited (address Nhi Thanh Street, Tam Thanh Ward, Lang Son City) said: As an enterprise operating in import and export of goods, in the past, enterprises only need to declare information on the VNACSS/VCIS system (electronic declaration) and customs officers of Tan Thanh Customs Branch will receive and support in declaring documents, thereby helping enterprises reduce time and travel costs. This is one of the reasons why enterprises choose to carry out customs clearance procedures for goods through Tan Thanh Border Gate.

In the first 6 months of 2024, more than 1,150 enterprises carried out import and export procedures for goods through Tan Thanh Border Gate, an increase of nearly 400 enterprises compared to the same period last year. The revenue in the first 6 months of 2024 of Tan Thanh Customs Branch reached more than 205 billion VND (exceeding the target of 145 billion VND in 2024), of which the tax revenue from imported trucks alone reached more than 64 billion VND.

Mr. Vu Van Binh, Head of Tan Thanh Customs Branch, said: Although the unit's import-export tax collection has exceeded the assigned estimate, Tan Thanh Customs Branch will continue to do a good job of contacting and inviting businesses to complete procedures and carry out import-export of goods through the border gate. At the same time, regularly monitor the activities of businesses to promptly support the handling of arising problems during the customs clearance process of businesses.

In addition to that solution, in the following months of 2024, Tan Thanh Customs Branch will synchronously implement solutions to increase revenue. In particular, focusing on measures to prevent loss of State budget revenue such as: focusing on implementing measures to recover import-export tax debts; strictly controlling the declaration activities of enterprises, especially declaration of product codes and prices; strengthening post-clearance inspection activities to promptly detect and handle violations of enterprises with fraud in customs activities, thereby organizing tax collection; strengthening timely prevention and control of enterprises with smuggling and trade fraud...
