Right from the beginning of the year, the Tax Department of the Western Khanh Hoa region has quickly implemented solutions to collect business license fees, striving to complete the 2024 budget at the highest level. Up to now, the tax department has achieved 66.5% of the 2024 ordinance budget.
Urge the implementation of business license fees
Mr. Nguyen Thanh Viet - owner of a food service business in Khanh Vinh town shared: “Along with business activities, every year, my family understands the obligation to pay the business license fee, so we always proactively pay early. I think the current business license fee collection level is suitable for business households and ensures revenue for the state budget. In the past, the Tax Department has deployed many forms of electronic tax collection, which is very convenient for taxpayers. However, during the electronic tax payment transaction, there are still errors in the application or transmission line. The Tax Department needs to have a plan to support electronic taxpayers to pay taxes more conveniently and quickly”. Similarly, Ms. Nguyen Thi Be - owner of Be Tru grocery store in Khanh Vinh town said that in the past, although business was not as expected, she always determined that paying the business license fee is an obligation and responsibility that needs to be fulfilled. Moreover, nowadays, paying taxes is easy and convenient online, without having to travel in person, wasting time, so when she received the notice from the tax officer, she immediately made this payment.

In 2024, the business license fee set up in the two districts of Dien Khanh and Khanh Vinh managed by the Tax Department of the Western Khanh Hoa region is more than 2.8 billion VND. Of which, organizations and enterprises are more than 1.8 billion VND; households and individuals doing business are more than 1 billion VND. Although the revenue from this tax is not large compared to the total budget revenue according to the assigned estimate in 2024, it is the opening revenue for a year of performing the task of collecting the state budget, so the tax department always strives to collect correctly and fully according to regulations. Since mid-December 2023, the tax department has directed specialized departments and tax teams to review enterprises, classify business households to determine appropriate business license fee levels; speed up the progress of preparing the expected business license fee set for 2024 for each commune and town, and send notices to business households so that taxpayers can fulfill their obligations. In addition, the tax department organizes propaganda in many forms on mass media, direct propaganda when tax officers issue and collect tax declaration forms for 2024; through the loudspeaker system of communes and towns; send contents related to the declaration and payment of business license fees via taxpayers' emails; post on the electronic information portals of Dien Khanh and Khanh Vinh districts, on the tax department's fanpage... At the same time, promptly guide and remove difficulties and problems of taxpayers arising in the process of performing the obligation to pay business license fees; focus on providing electronic tax services and promoting guidance for businesses and business households to participate in paying business license fees online; mobilize business license fee payers to pay via the electronic tax application (Etax Mobile) on mobile devices to save travel time...

According to Mr. Huynh Quoc Viet - Vice Chairman of Khanh Vinh Town People's Committee, Chairman of the Town Tax Advisory Council, determining that the business license fee is not a large amount of revenue but is a premise for budget collection in 2024, so from the beginning of the year, the locality has coordinated with tax officials to deploy many solutions in tax management in the area in general and the collection of business license fees in particular. In particular, the council has advised the tax department on the revenue and the expected stable lump-sum tax rate at the beginning of the year for business households paying taxes by the lump-sum method, including business households with revenue that is not subject to value added tax and personal income tax, thereby serving as a basis for determining the business license fee rate for each household and individual business according to regulations; Coordinate with tax authorities to manage the activities of business households paying taxes under the lump-sum method in the locality, urge business households paying taxes under the lump-sum method to fulfill their tax obligations in general and the 2024 business license fee in particular fully and promptly to the state budget.
For newly established organizations; households, individuals, groups of individuals starting production and business activities for the first time, including newly established branches, representative offices, and business locations, are exempted from business license fees in the first year of establishment or starting production and business activities. Small and medium-sized enterprises converted from business households are exempted from business license fees for a period of 3 years from the date of being granted the first business registration certificate. Taxpayers established in previous years who have submitted business license fee declarations, if there is no change in charter capital or no new branches, representative offices, or business locations, do not have to submit additional business license fee declarations for 2024, but only need to pay business license fees.
Up to now, the tax department has collected more than 1.8 billion VND in business license fees, reaching 66.5% of the 2024 ordinance estimate. According to Mr. Tran Son Nam - Deputy Head of the Tax Department of the Western Khanh Hoa Region, in the coming time, the tax department will continue to coordinate with communes and towns to organize propaganda so that taxpayers are aware of their responsibility to pay business license fees; at the same time, promptly guide and remove difficulties for taxpayers when paying via the electronic tax application to quickly collect this revenue into the state budget.
