Accordingly, in the past 3 years, the Land Access Index of Ba Ria - Vung Tau province has continuously improved, especially in 2022, the province achieved the highest score and became the leading locality in the Southeast region in terms of Land Access Index.

Many outstanding results

According to the Department of Natural Resources and Environment of Ba Ria - Vung Tau province, among the 10 component indices of PCI, the Land Access Index is considered the most important and significant index in competition and investment attraction between provinces. Easy access to land is one of the prerequisites to facilitate production and business activities. For businesses, convenient and stable access to land is a major factor in their long-term cooperation and effective operation in the locality.

Clearly identifying the above importance, in recent times, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province has implemented many important solutions synchronously. In particular, the Department of Natural Resources and Environment has focused on implementing administrative procedures (TTHC) on land in the direction of simplification, publicity and transparency, especially in the fields of finance, tax, planning and investment; at the same time, building a land price framework of the province in line with market prices; making efforts to carry out site clearance to create clean land funds to attract investors.

The Department of Natural Resources and Environment of Ba Ria - Vung Tau province has regularly reviewed and proposed competent authorities to amend, supplement or replace legal documents related to the field of the Natural Resources and Environment sector, especially the administrative procedures that have been announced, creating favorable conditions for people and businesses when implementing administrative procedures; implementing activities to support businesses. In particular, the Department of Natural Resources and Environment focuses on supporting businesses to resolve difficulties and problems in the process of implementing administrative procedures related to land such as: Changing land use purposes, land lease, land allocation, performing financial obligations on land, contributing capital with land use rights to implement investment projects.

The Department of Natural Resources and Environment also advised the People's Committee of Ba Ria - Vung Tau province to issue a Decision approving the land use planning until 2030, with a vision to 2050 for 8/8 district-level units; to publish the Land Use Planning Map until 2030 on the Department of Natural Resources and Environment's website and applications on iOS and Android mobile devices; to build a website to look up "pink book" information to increase access to accuracy in legal information about land and prevent counterfeiting of "pink books".

In particular, the Department of Natural Resources and Environment has advised the People's Committee of Ba Ria - Vung Tau province to issue a Decision to provide stricter regulations on compensation procedures and supplement missing regulations... to ensure the harmony of interests of the State, land users and investors; organize dialogues, meetings, and guide businesses and investors to resolve difficulties and problems arising in the process of land use.

Mr. Le Anh Tu - Deputy Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province said: In recent times, thanks to the proactive implementation of synchronous solutions, along with the drastic participation of the Department of Natural Resources and Environment, related departments, branches and local authorities, land management in the area has become more orderly, especially contributing to improving the ranking of the Land Access Index of Ba Ria - Vung Tau province.
Specifically, in 2021, the Land Access Index and Land Use Stability of Ba Ria - Vung Tau province reached 7.01 points, ranked 34/63 provinces/cities nationwide and ranked 5/6 provinces and cities in the Southeast region; compared to 2020, it increased by 0.16 points. However, by 2022, with specific efforts and solutions, especially the determination in direction and management, Ba Ria - Vung Tau has made great progress when it achieved 7.66 points, ranked 4/63 provinces/cities nationwide and ranked 1/6 provinces and cities in the Southeast region.

Synchronize solutions

Mr. Le Anh Tu - Deputy Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province said: In the coming time, in order to promote the achieved results, the Department of Natural Resources and Environment will develop an implementation plan and propose specific solutions to ensure the component criteria in the Land Access Index. In which, the main solution is to continue to determine specific land prices for compensation calculation, specific land prices when allocating land, leasing land for each specific project according to regulations to ensure closeness to market prices, ensuring the rights of people and economic organizations when performing land financial obligations.

At the same time, the Department of Natural Resources and Environment will also regularly study the Central Government's documents in the field of Natural Resources and Environment to promptly advise on concretizing documents in accordance with the actual situation in the locality; continue to study and propose options to simplify dossier components, combine administrative procedures to shorten processing time, create the most favorable conditions for people and businesses in the process of implementing administrative procedures; provide clear and specific instructions for businesses and people when submitting and supplementing dossier components according to regulations to minimize unofficial costs that businesses and people have to bear in the process of implementing administrative procedures.

Along with that, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province will continue to strengthen coordination with departments, branches and localities in establishing, approving and publicizing land use planning and plans so that people and businesses know and facilitate land management and use; promote the provision of online public services at levels 3 and 4; promote online payment, actively support and guide organizations and individuals to make online payments of fees, charges, and financial obligations for administrative procedures with fees and charges. Thereby, speeding up the completion of land procedures for organizations and businesses to promptly implement the set business plans.

According to Mr. Le Anh Tu, the Land Access Index is the lever to promote the improvement of competitiveness of Ba Ria - Vung Tau province, thereby contributing to promoting the sustainable development of the local socio-economic sector. Therefore, in the coming time, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province and the Natural Resources and Environment sector will continue to further promote the work of land allocation, land lease, and land use conversion, in order to help businesses soon have premises for production and business in the area.

At the same time, the Department of Natural Resources and Environment will also focus on reviewing, monitoring and evaluating the implementation of land policies, promptly detecting shortcomings to make recommendations and amendments to meet practical requirements; In addition, organizing conferences to meet with businesses at least once a year; regularly organizing meetings and dialogues with people and businesses on weekdays, and on an ad hoc basis, to promptly remove difficulties, obstacles and concerns in the process of implementing administrative procedures on land.
