The Chairman of Thanh Hoa Provincial People's Committee has just issued Directive 02/CT-UBND on urging the implementation of key tasks after the 2024 Lunar New Year holiday. The content of the Directive is as follows:
In 2023, in the context of many difficulties and challenges; however, with the attention, direction and support of the Central Government, with the spirit of solidarity, proactiveness, creativity, efforts and striving of the entire political system, business community and people of all walks of life, our province has achieved many important and comprehensive results in the fields of socio-economy, national defense and security; The Lunar New Year 2024 in the province took place in a joyful, healthy, safe, economical and affectionate atmosphere. However, during the Lunar New Year 2024 and the days after Tet, traffic violations, social order and safety, illegal possession of drugs still occurred; the implementation of civilized lifestyles at festivals, tourist areas, and environmental sanitation work were not good at times and in some places; The operations of a number of businesses are still facing difficulties, and some service indicators in January 2024 decreased compared to the same period.
It is forecasted that in the coming time, the domestic and provincial situation will have opportunities, advantages, difficulties and challenges intertwined, but there will be more difficulties and challenges. In order to successfully complete all the set goals and tasks for 2024, the Chairman of the Provincial People's Committee requested all levels, sectors and units, immediately after the 2024 Lunar New Year holiday, to continue to promote the spirit of solidarity, make greater efforts, and determination in directing, operating and implementing tasks to promptly overcome difficulties and challenges, and promote socio -economic development in the province; in the immediate future, focus on seriously and effectively implementing Directive No. 06/CT-TTg dated February 15, 2024 of the Prime Minister, and at the same time, well perform a number of the following key tasks:
1. Directors of departments, heads of provincial-level departments, branches and units, Chairmen of People's Committees of districts, towns and cities, according to assigned functions and tasks:
- Promote the sense of responsibility, organize the serious and effective implementation of assigned tasks; thoroughly grasp the working theme of the year "Discipline - Responsibility - Action - Creativity - Development" and the direction and management viewpoint of the Provincial People's Committee "Responsibility, effort, flexibility, determination, efficiency; create truly clear changes in all fields and localities; strive to successfully complete the goals and tasks of 2024"; closely follow the practical situation, strengthen inspection, urging, and promptly handle arising issues; continue to innovate thinking, management and operation methods with specific, practical, and effective actions.
- Urgently develop and issue programs, action plans, and directive documents to seriously, promptly, and effectively implement the Action Plan to implement the Resolution of the Government , the Resolution of the Provincial Party Committee, the Provincial People's Council on the tasks of socio-economic development, national defense and security in 2024 and the 2024 Work Program of the Provincial People's Committee. During the implementation process, it is necessary to regularly review and identify key and key tasks on a monthly and quarterly basis to focus on directing and operating in conjunction with strengthening inspection and supervision, especially for contents and issues that are still complicated, long-standing, and newly arising issues.
- Focus on establishing and submitting for approval functional zoning plans and detailed construction plans in the area; reviewing and adjusting inadequacies, overlaps, and inconsistencies between types of plans, creating favorable conditions to promote comprehensive development in all fields. Strengthen inspection and supervision of planning implementation, promptly detect and strictly handle violations according to regulations.
- Urgently complete the preparation and submission for approval of new projects; organize the selection of contractors with technical, financial and experienced capacity and resolutely and effectively implement solutions to accelerate the progress of implementation and disbursement of public investment capital plans, the Socio-Economic Recovery and Development Program, 03 National Target Programs and consider this a key political task to create a driving force to "accelerate" socio-economic development associated with ensuring quality, fighting negativity, corruption and waste. Enhance the responsibility of leaders, take the results of public investment capital disbursement as an important basis for assessing and classifying the level of task completion of agencies and units. Strengthen investment supervision and evaluation; strictly handle investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct and slow down the progress of project implementation and disbursement of public investment capital.
- Grasp the situation, resolutely remove difficulties and obstacles for people and businesses to promote strong development of production, business and consumption activities. Continue to promote administrative reform, strongly improve the investment and business environment, synchronously implement solutions to improve the ranking of indicators reflecting the investment and business environment. Improve the effectiveness of investment promotion, focus on overcoming bottlenecks in site clearance, technical infrastructure, especially infrastructure of industrial parks and industrial clusters, create clean land to promote investment attraction and mobilize resources for development. Urgently carry out site clearance (section through Thanh Hoa province) to hand over clean land to investors to implement the 500 KV line project, circuit 3 from Quang Trach (Quang Binh province) to Pho Noi (Hung Yen province) on schedule.
- Focus on promoting comprehensive digital transformation of all three pillars of "digital government, digital economy and digital society"; effectively implement the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030, according to the direction of the Prime Minister in Directive No. 04/CT-TTg dated February 11, 2024, ensuring the correct roadmap and progress; promote the application of information technology in administrative procedure reform, simplify internal administrative procedures of the state administrative system, promote the settlement of administrative procedures in the electronic environment.
- Seriously instruct cadres, civil servants, public employees and workers to uphold the spirit of responsibility, be proactive, and focus on handling work immediately after Tet, especially the backlog of work due to Tet holiday, not to delay, affecting production, business and other socio-economic activities; do not organize spring outings, parties, or New Year greetings, affecting work time and efficiency; absolutely do not go to festivals, temples, or pagodas during working hours or on duty days if not assigned; do not use public vehicles to go to festivals, temples, or pagodas (except when performing duties) or for tourism. Timely commend or propose to competent authorities to have appropriate forms of commendation to encourage and recognize organizations, individuals, and functional forces with outstanding achievements and spirit of serving the people during the Lunar New Year 2024, especially for actions, examples, and noble gestures that have widespread influence and positive influence in the community and society.
2. The Department of Planning and Investment shall preside over and coordinate with relevant units:
- Focus on closely monitoring the situation, promptly forecasting, analyzing, and evaluating the ability to implement socio-economic development, national defense and security targets in 2024, proactively advising and proposing solutions to effectively respond to fluctuations and new issues arising during the implementation process.
- Proactively review and advise on supplementing contents related to the development orientation of sectors, fields, infrastructure, and arrangement of administrative units at district and commune levels into the Thanh Hoa Provincial Planning for the period 2021 - 2030, with a vision to 2045, ensuring the order and procedures according to the regulations and instructions of the Ministry of Planning and Investment. Urgently review and complete the draft Plan for implementing the Thanh Hoa Provincial Planning for the period 2021 - 2030, with a vision to 2045; report to the Chairman of the Provincial People's Committee in February 2024.
- Regularly inspect and urge investors to promptly complete documents and procedures, speed up project implementation progress and disburse public investment capital plans for 2024. Urgently advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and decision on allocation of capital sources, tasks, and projects that have not been allocated in detail (if eligible), as a basis for assigning detailed plans for implementation, to be completed before February 26, 2024.
- Coordinate with sectors and localities, focus on advising on the development of a plan for the Provincial People's Committee to overcome limitations and weaknesses in implementing the tasks of socio-economic development and ensuring national defense and security in 2023 of the province as pointed out in Report No. 277/BC-UBND dated December 5, 2023 of the Provincial People's Committee; report to the Chairman of the Provincial People's Committee before March 15, 2024.
3. The Department of Finance shall preside over and coordinate with relevant units:
- Continue to advise on the synchronous and effective implementation of state budget collection solutions right from the beginning of the year, especially new revenue sources, revenue sources with room for improvement, especially revenue sources with great potential but not yet collected. Closely monitor the collection progress, evaluate and analyze each collection location, each collection area, each tax to have effective direction and management plans, close to reality, striving to complete the highest state budget collection task in 2024.
- Proactively coordinate closely with relevant units of the Ministry of Finance to provide information, documents, procedures, and promptly complete the decree guiding the implementation of the policy of increasing revenue from import-export activities through Nghi Son Seaport; report the implementation results weekly to the Chairman of the Provincial People's Committee until the decree is issued. Urgently advise on the effective implementation of policies on outstanding loan balances; policies on fees and charges and policies on revenue from house and land handling according to Resolution No. 37/2021/QH15 of the National Assembly as soon as possible, in order to promote the effectiveness of the province's specific mechanisms and policies.
- Continue to advise on promoting the restructuring of state budget expenditures towards increasing investment expenditures and reducing regular expenditures; thoroughly saving budget expenditures, allocating resources to reform salary and social insurance policies and development investment according to regulations; improving the efficiency of management, allocation and use of state budget; promoting the implementation of contracting, bidding, ordering mechanisms, and the mechanism of autonomy and self-responsibility for the financial capacity of public service units.
- Urgently advise on developing a plan to handle and rearrange public assets, especially houses and land in villages and communes after the merger and a plan to sell assets on land and transfer land use rights of central agencies and units located in the province; report to the Chairman of the Provincial People's Committee before April 30, 2024.
4. Department of Agriculture and Rural Development presides over and coordinates with relevant units:
- Closely monitor weather developments, direct and guide localities to have appropriate production plans, ensure irrigation water, seedlings and input materials, continue to direct good production of the Chiem Xuan crop within the best time frame; strengthen prevention and control of cold and diseases in livestock and poultry. Take advantage of favorable weather to implement the 2024 forest planting plan; focus on protecting and preventing forest fires. Continue to implement solutions to overcome the European Commission's warning on combating illegal, unreported and unregulated (IUU) fishing, fisheries management, ensuring safety for people and fishing vessels operating at sea.
- Urgently coordinate and closely coordinate with relevant units of the Ministry of Agriculture and Rural Development to promptly complete and submit to competent authorities for consideration, amendment and supplementation of the contents of difficulties and inadequacies in the implementation of Decision No. 14/2022/QD-TTg dated May 25, 2022 of the Prime Minister; report the implementation results monthly to the Chairman of the Provincial People's Committee until they are amended and supplemented by competent authorities; at the same time, regularly coordinate and closely coordinate with units of relevant ministries and branches to advise, guide and organize the effective implementation of the policy.
- Mobilize diverse resources to promote new rural construction; continue to maintain and improve the quality of criteria in districts and communes that have been recognized as meeting new rural standards, associated with the improvement of rural areas, contributing to improving the quality and living environment of rural areas; effectively implement the One Commune One Product (OCOP) Program, promote branding for OCOP products that meet standards.
- Strengthen promotional and trade promotion activities; advise on organizing conferences connecting supply and demand and displaying and introducing safe agricultural and food products of Thanh Hoa province in 2024; report to the Chairman of the Provincial People's Committee before April 15, 2024.
5. Department of Industry and Trade presides over and coordinates with relevant units:
- Promote industrial production activities, especially key industries right after Tet; focus on removing difficulties for projects, especially key projects, to put them into operation soon, creating momentum for development.
- Focus on directing the resolution of difficulties and obstacles, speeding up the progress of implementing investment projects on industrial cluster infrastructure; reporting to the Chairman of the Provincial People's Committee the results of the first implementation before March 31, 2024 and the second before August 30, 2024.
- Continue to closely monitor market developments, supply, demand for goods, especially essential goods and gasoline to proactively develop plans or propose to competent authorities measures to ensure balance between supply and demand, avoid shortages or supply interruptions in all situations, causing market instability and affecting production and business. Coordinate with the Provincial Market Management Department to step up market inspection and control, combat smuggling, trade fraud, counterfeit goods; strictly handle violations of goods serving people's lives during the New Year holidays and other essential goods. Strictly and fully implement the direction of the Central and the province on goods circulation; promptly report difficulties and problems beyond authority.
- Effectively implement the Project on developing the domestic market in conjunction with the Campaigns "Vietnamese people prioritize using Vietnamese goods", "Thanh Hoa people prioritize using Thanh Hoa goods"; actively promote the implementation of digital transformation in all fields of the industry and trade sector; focus on promoting e-commerce development activities; encourage domestic consumption, stimulate consumption among people and businesses.
- Advise and organize conferences on supporting the effective implementation of Free Trade Agreements (FTAs) in 2024 to promote and disseminate the FTAs that Vietnam has signed to the business community and entrepreneurs; thereby, taking advantage of opportunities to open markets; boosting exports, especially for products with advantages of the province (such as agricultural products, garments, leather shoes, cement, etc.).
- Direct the Electricity Company and electricity business organizations in the province to proactively develop plans to ensure sufficient electricity supply for production and daily life of people and businesses. Proactively grasp the implementation situation of electricity projects, especially sub-projects of the 500 KV line project, circuit 3 from Quang Trach (Quang Binh province) to Pho Noi (Hung Yen province) passing through the province, promptly advise the Provincial People's Committee on solutions to ensure conditions (construction site, planning...) for the project to be implemented on schedule according to regulations.
6. The Department of Transport shall preside over and coordinate with relevant units:
- Strengthen inspection and control of transportation business activities, strictly handle violations, ensure traffic safety. Pay attention to directing the regulation and organization of transportation, arrange enough means to serve the travel needs after Tet, especially for festival-goers and workers returning to work during Tet holiday; strictly handle acts of increasing ticket prices in violation of regulations.
- Closely coordinate with relevant units of the central ministries and branches in implementing infrastructure investment projects in the province under the responsibility of the central government (projects to upgrade national highways in the province such as: National Highway 45, National Highway 47, National Highway 47B, National Highway 217...). Speed up the progress of projects invested by the Department of Transport, especially the coastal road project through Thanh Hoa province (Nga Son - Hoang Hoa section); traffic route from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa... Continue to advise on investment plans for the traffic route connecting Ho Chi Minh road (in Quang Trung commune, Ngoc Lac district) with National Highway 6 (in Phong Phu commune, Tan Lac district, Hoa Binh province); Eastern branch of Ring Road 3 from Hoang Hoa district to Quang Xuong district. Implement the maintenance plan for degraded and damaged road sections according to management decentralization.
- Urgently coordinate and closely coordinate with relevant units of the Ministry of Transport and relevant ministries and branches to be considered, authorized as investors and implement the project of dredging the shipping channel into Nghi Son port, Nghi Son Economic Zone and guide the development and implementation of the Project on socialization of investment and exploitation of Tho Xuan Airport under the PPP method according to regulations. Based on the guidance of the Ministry of Transport, focus on completing the Project and reporting to the Provincial People's Committee according to regulations.
7. Department of Construction presides over and coordinates with relevant units:
- Coordinate with relevant units, continue to advise, guide, and effectively organize the implementation of Decision No. 15/2022/QD-TTg dated May 27, 2022 of the Prime Minister regulating the pilot decentralization of approval authority, order and procedures for approving local adjustments to the master plan for construction of functional areas, local adjustments to the master plan for urban areas; promptly report and propose to the Chairman of the Provincial People's Committee difficulties, problems, and contents beyond authority.
- Coordinate with the Department of Natural Resources and Environment, the Management Board of Nghi Son Economic Zone and industrial parks, strengthen the urging, guidance, speed up the progress of establishing, appraising and submitting for approval the main functional zoning plans according to the adjustment of the general planning for construction of Nghi Son Economic Zone, the general planning of Thanh Hoa urban area (including the expansion area of Dong Son district), functional zoning plans, detailed plans in rapidly developing areas, along major traffic routes, main traffic routes in the area.
- Promote the development of the construction materials industry in an environmentally friendly manner, meeting the needs of the province, the country and exports. Removing and resolving difficulties and obstacles regarding construction materials and foundation materials in the implementation of projects. Coordinate with the Ministry of Construction to soon receive guidance on the method of determining the price of materials at mines exploited according to a specific mechanism to announce prices, as a basis for investors to approve payment prices for contractors.
- Continue to advise and implement solutions to develop a safe, healthy and sustainable real estate market, creating conditions for economic sectors to develop. Effectively implement the Project "investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030" in the province. Coordinate with the People's Committees of districts, towns and cities to urgently complete investment procedures to soon start urban projects that have selected investors. Urgently advise on adjusting the Housing Development Program of Thanh Hoa province to 2030, report to the Provincial People's Committee in March 2024.
8. Department of Natural Resources and Environment presides over and coordinates with relevant units:
- Actively coordinate and closely coordinate with relevant units of the Ministry of Natural Resources and Environment to promptly complete and submit to competent authorities for consideration, amendment and supplementation of content that is difficult and inadequate in the implementation of Decision No. 10/2022/QD-TTg dated April 6, 2022 of the Prime Minister; report monthly implementation results to the Chairman of the Provincial People's Committee until it is amended and supplemented by competent authorities.
- Urgently advise and speed up the progress of making the 5-year Land Use Plan 2021 - 2025 at the provincial level, send it to the Ministry of Natural Resources and Environment for appraisal according to the direction of the Prime Minister; coordinate with sectors and localities to organize land inventory in 2024 according to the provisions of law. Focus on urging localities to strictly implement the direction of the Provincial People's Committee and the Chairman of the Provincial People's Committee, complete the preparation of the Land Use Plan for 2024, send it to the Department of Natural Resources and Environment for appraisal and approval according to regulations. Strengthen inspection, examination and urging the implementation progress of projects that have been allocated land and leased land; for land use projects that are delayed for a long time and violate State regulations, it is necessary to resolutely advise competent authorities to consider and reclaim land to hand over to capable investors to implement the project; Report to the Chairman of the Provincial People's Committee the results of the review and propose to withdraw the projects for the first time before April 30, 2024 and the second time before September 30, 2024.
- Regularly monitor and carry out well the work of forecasting and warning hydrometeorology, promptly provide information to serve the work of planning and organizing production; guide and inspect environmental protection work at festivals and tourist sites in the province. Actively coordinate with relevant units, focus on developing and implementing the Project to relocate polluting establishments out of urban areas and residential areas in the province by 2030 and implement the Project to build a land database of Thanh Hoa province for the period 2023 - 2028; report to the Chairman of the Provincial People's Committee before June 30, 2024.
9. The Department of Culture, Sports and Tourism shall preside over and coordinate with relevant sectors and units:
- Focus on directing and guiding the implementation of measures to improve the quality of state management of festivals, ensuring solemnity, thrift, civilization, preserving and promoting the fine cultural identity of the nation. Strengthen inspection, examination, detection and strict handling of violations of regulations on organizing and participating in festivals, especially superstitious activities, negative manifestations, taking advantage of festivals to make illegal profits, violations in collecting and managing donation money and burning votive paper; require service and goods providers at the festival area to publicly post and sell at the listed price; do not solicit, force prices, or force tourists to buy goods at tourist attractions and festivals; report the implementation results to the Chairman of the Provincial People's Committee before March 31, 2024.
- Continue to promote comprehensive development of cultural fields; organize well activities to celebrate major holidays and important events of the country, the province and localities. Strengthen communication, promotion and tourism promotion activities, apply information technology, promote digital transformation in tourism development; build tourism routes and products connecting tourist areas and destinations with historical and cultural relics and scenic spots of the province; develop four-season tourism associated with product consumption, especially the organization of fairs and exhibitions associated with tourism events and activities, especially holidays, Tet...; promote cooperation and linkage between localities in tourism development.
- Focus on removing difficulties and obstacles, promptly completing documents and procedures for public investment projects in the cultural sector, submitting them to competent authorities for approval according to regulations, promptly reporting to the Chairman of the Provincial People's Committee on issues beyond authority.
10. The Department of Health presides over and coordinates with relevant units :
- Continue to improve the quality of medical examination, treatment and health care for the people. Focus on directing medical facilities to proactively develop and implement plans to ensure adequate medicines, supplies and medical equipment; have solutions to provide enough vaccines for the Expanded Immunization Program. Strengthen measures to prevent and control epidemics, especially respiratory diseases and dangerous infectious diseases. Closely monitor and supervise to detect early and promptly and thoroughly handle outbreaks of infectious diseases, not allowing them to spread widely and cause prolonged outbreaks in the community.
- Strengthen state management of ensuring food hygiene and safety during the 2024 Spring Festival season; organize interdisciplinary inspections of food production, trading and processing establishments according to plan, focusing on food production and trading establishments in tourist spots, historical sites, scenic spots, and crowded places; strictly handle violations; report to the Chairman of the Provincial People's Committee on implementation results before March 31, 2024.
11. Department of Labor - Invalids and Social Affairs presides over and coordinates with relevant units :
- Closely monitor the development of the labor market, grasp the labor and employment situation after the Lunar New Year holiday at enterprises, especially in industrial parks, to have plans to support enterprises to overcome the labor shortage, not to disrupt the labor supply, and to meet the human resource needs for production and business of enterprises.
- Fully, promptly and effectively implement social security and social welfare policies, especially preferential policies for people with meritorious services, poverty reduction, care for the lives of the elderly, people with disabilities, children in special circumstances, orphans and policies to support workers. Proactively review and propose the provision and support of food from reserves to support people during the lean season in early 2024; report the implementation results to the Chairman of the Provincial People's Committee before March 31, 2024.
12. The Department of Education and Training shall preside over and coordinate with relevant units to strengthen direction and guidance for units and schools to maintain and stabilize teaching and learning order after the Tet holiday; effectively implement solutions to improve the quality of education, maintain the quality of key education in the leading group nationwide; improve conditions for facilities and teaching equipment, gradually overcome the surplus and shortage of teachers in localities; promote digital transformation and application of information technology in education and training. Strengthen propaganda among students and families to strictly comply with the provisions of law on traffic order and safety.
13. The Department of Home Affairs presides over and coordinates with relevant units:
- Strengthen inspection and examination of public services, especially after the Tet holiday; tighten discipline and administrative discipline, enhance the responsibility of leaders and officials, civil servants and public employees in performing public duties; promptly replace or propose competent authorities to replace those who do not fulfill their duties, violate discipline, public ethics, professional ethics, and have no credibility with the people; report to the Chairman of the Provincial People's Committee according to regulations.
- Continue to advise and effectively implement Action Plan No. 22-KH/TU dated July 23, 2021 of the Provincial Party Committee on implementing breakthroughs in promoting administrative reform, creating an open and attractive investment environment, period 2021 - 2025; Plan to implement administrative reform of Thanh Hoa province, period 2021 - 2025 issued with Decision No. 3740/QD-UBND dated September 24, 2021 of the Provincial People's Committee.
- Focus on completing documents and procedures to submit to competent authorities for approval of the plan to arrange administrative units at district and commune levels in Thanh Hoa province for the period 2023 - 2025. Complete the consultation and submit to competent authorities for consideration of merging Dong Son district into Thanh Hoa city; establish Tien Trang town, Quang Xuong district, Ha Long town and Ha Linh town, Ha Trung district on schedule.
14. The Department of Science and Technology shall preside over and coordinate with relevant units to continue promoting and improving the quality and effectiveness of research, application and transfer of scientific and technological advances in all fields; effectively organize and implement Decision No. 4794/QD-UBND dated November 29, 2021 of the Provincial People's Committee on approving the implementation plan of Action Plan No. 27-KH/TU dated August 13, 2021 of the Provincial Party Executive Committee to make breakthroughs in research, application and transfer of science and technology; proactively and actively participate in the Fourth Industrial Revolution to serve rapid and sustainable socio-economic development, period 2021 - 2025.
15. The Department of Justice shall preside over and coordinate with relevant units to focus on improving the quality of appraisal of legal documents, regularly monitor and urge the handling of documents that violate regulations; report the first implementation results to the Chairman of the Provincial People's Committee before April 30, 2024, and the second before August 31, 2024. Strengthen propaganda, dissemination and legal education suitable for each specific subject and locality.
16. The Ethnic Committee shall preside over and coordinate with relevant localities and units to grasp the living conditions of the people and ethnic minorities after the Lunar New Year, proactively coordinate with the Department of Labor, War Invalids and Social Affairs to advise and propose timely support for poor households and households in difficult circumstances during the months between crops to stabilize their lives and prevent hunger. Continue to effectively implement programs, projects and policies for ethnic minority and mountainous areas in the province. Urgently urge localities to complete the establishment and approval of new projects under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, Phase I: from 2021 to 2025, as a basis for assigning capital plans and implementing them according to regulations.
17. The Provincial Inspectorate, People's Committees of districts, towns, cities and related units shall strengthen inspection and examination, promptly detect, prevent and strictly handle organizations, cadres, civil servants and public employees who violate the provisions of the law, engage in negativity and corruption. Timely and effectively resolve petitions, complaints, denunciations, outstanding issues and urgent issues arising right from the grassroots level.
18. Nghi Son Economic Zone and Industrial Parks Management Board presides over and coordinates with relevant units:
- Urgently complete the zoning plan of industrial parks; focus on directing the resolution of difficulties and obstacles, speeding up the progress of implementing industrial park infrastructure investment and business projects; resolutely propose to competent authorities to revoke projects with long-term delays, reserve land for investors with real capacity to implement the project; report to the Chairman of the Provincial People's Committee on the implementation results for the first time before March 31, 2024 and the second time before August 30, 2024.
- Focus on exploiting the strengths of Nghi Son deep-water port cluster to develop seaport services, maritime transport, logistics, attract major shipping lines to open international container shipping routes; call for investment in building a regional logistics center in Nghi Son Economic Zone. Urgently advise on selecting investors to implement the Nghi Son LNG Power Plant project, ensuring compliance with regulations; complete in the third quarter of 2024; at the same time, create all favorable conditions for early commencement of the project.
19. The State Bank of Vietnam, Thanh Hoa Branch, strengthens the direction of credit institutions to implement solutions to improve credit quality, create favorable conditions for people and businesses to access bank credit, create capital sources to implement production and business activities from the beginning of the year, contributing to limiting "black credit"; encourage credit institutions to reduce costs to stabilize lending interest rates to support businesses and the economy, especially for priority areas. Continue to strongly develop non-cash payment services; promote digital transformation, ensure security and safety of credit and banking activities, and ensure the legitimate rights and interests of customers and related partners.
20. The Provincial Tax Department shall preside over and coordinate with relevant units to focus on reviewing revenue sources in the area to request enterprises and business households to register, declare and pay taxes to the state budget according to regulations; continue to vigorously implement tax debt collection; review and accurately classify debts to urge debt collection. Strictly publicize information of tax debtors on mass media. Promote digital transformation and promote electronicization in tax management.
21. The Provincial Market Management Department shall preside over and coordinate with relevant units to continue to strengthen market inspection and control; promptly detect and strictly handle acts of smuggling, trading in counterfeit and poor-quality goods, violations of food safety, and fraud of goods origin, ensuring market stability, especially after the Lunar New Year; report the first implementation results to the Chairman of the Provincial People's Committee before March 31, 2024, and the second before August 31, 2024.
22. The provincial police direct functional forces to ensure absolute security and safety for the activities of provincial leaders, key targets, projects, important political, cultural and foreign affairs events of the province, and early spring festivals. Focus on fighting and suppressing all types of crimes and social evils, especially those that tend to increase at the beginning of the year. Strengthen the work of ensuring traffic order and safety, patrolling, controlling, and strictly handling violations of the law on ensuring traffic order and safety. Proactively prevent and fight fires and explosions at business establishments, residential areas, festival venues, tourist areas, and crowded places.
23. The Provincial Military Command and the Provincial Border Guard Command , according to their assigned functions and tasks, closely monitor the situation, proactively take timely response measures, firmly maintain territorial sovereignty and national borders; direct functional forces to coordinate with local Party committees and authorities of border districts to strengthen border management, thoroughly prevent illegal entry on trails, openings, and sea routes. Organize well the work of military recruitment and military transfer, ensuring strictness and quality; do a good job of training, fostering cadres and preparing for training according to plan.
24. The Department of Foreign Affairs shall preside over and coordinate with relevant units to advise on the effective implementation of foreign affairs activities, actively integrate and cooperate internationally; focusing on maintaining and expanding cooperative relations with foreign provinces and cities, international agencies, organizations, enterprises and investors to attract external resources to promote the socio-economic development of the province in the new situation.
25. The Department of Information and Communications shall preside over and coordinate with relevant sectors and units:
- Direct and guide local news agencies and newspapers to promote information and propaganda work on outstanding achievements and advanced examples in socio-economic development of the country and the province; activities to celebrate the Party, celebrate Spring, cultural, sports activities, and festivals in the early spring of Giap Thin 2024; the atmosphere of launching to carry out tasks at the beginning of the new year of sectors, localities, and units, creating a new momentum to promote the development of production and business activities. Proactively fight and refute bad, toxic, and untrue information, and strictly handle violations.
- Continue to effectively implement Resolution No. 06-NQ/TU dated November 10, 2021 of the Provincial Party Standing Committee on digital transformation of Thanh Hoa province by 2025, with a vision to 2030; focus on removing obstacles to implement digital transformation projects; mobilize resources to invest in digital infrastructure, meeting digital transformation requirements in industries and fields.
26. The Office of the Provincial People's Committee regularly monitors and urges departments, branches, localities and units to perform the tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee, especially for projects under the 2024 Work Program of the Provincial Party Committee, People's Council and Provincial People's Committee. Proactively and regularly assess the implementation of assigned tasks of units, promptly report and propose to the Provincial People's Committee and the Chairman of the Provincial People's Committee to handle and resolve arising difficulties and problems, ensuring that all tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee must be performed on schedule, with quality and efficiency; report periodically every month at the regular meeting of the Provincial People's Committee. Regularly urge and guide departments, branches, agencies, and localities in reforming administrative procedures, regulations related to business activities, decentralization in handling administrative procedures, innovating the implementation of the one-stop mechanism, the interconnected one-stop mechanism in handling administrative procedures, and developing electronic information system platforms to serve the direction, administration, and provision of public services to people and businesses.
27. Propose that the Fatherland Front Committee and socio-political organizations at all levels continue to promote the strength of the great national unity bloc, join hands, make efforts, compete, and strive to successfully and comprehensively implement the socio-economic development goals and tasks of the province in 2024.
28. Propose that the Provincial Business Association, VCCI Thanh Hoa, enterprises, entrepreneurs and people of all walks of life continue to promote the spirit of solidarity, self-reliance, constant innovation, overcome all difficulties and challenges, seize new opportunities, strive to achieve the highest results in socio-economic, production and business activities.
The Chairman of the Provincial People's Committee requested the Vice Chairmen of the Provincial People's Committee, according to their assigned fields, to request the Directors of departments, heads of departments, branches, provincial-level units, Chairmen of the People's Committees of districts, towns and cities, based on their assigned functions, tasks and authorities, to proactively and actively grasp and forecast the situation, promptly take appropriate, flexible and effective measures to direct and operate, in accordance with the spirit of the working theme of the year "Discipline - Responsibility - Action - Creativity - Development", strive to complete and exceed the socio-economic development goals and tasks in 2024, creating a breakthrough momentum to accelerate and comprehensively and successfully implement the 5-year socio-economic development plan 2021 - 2025 of Thanh Hoa province.
