The Directive stated that in the first months of 2025, although the world and domestic economies continued to face many difficulties and challenges, ministries, branches and localities have resolutely deployed and implemented the solutions set out in the Resolution and Directive of the Government and the Prime Minister on socio-economic development to achieve the highest results for the economic growth targets in 2025. Basically, the socio-economic situation maintained a positive trend, the macro-economy was stable, inflation was under control; sectors and fields achieved many important results, creating momentum for growth in the following months.

However, our country's socio-economic situation still faces many difficulties and challenges. The world and regional situation continues to evolve rapidly, complicatedly and unpredictably; geopolitical tensions and competition between major powers are increasing; the US's announcement of high tariffs on partners poses a risk of global economic recession. This is a major challenge, posing an urgent need to adjust and supplement solutions and trade promotion tasks to improve the adaptability of the economy, protect domestic production, develop the domestic market and promote exports, maintain the momentum of recovery and sustainable economic development in 2025 and the following years.

In addition to the solutions and tasks stated in Resolution 66-NQ/TW of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era, Resolution 68-NQ/TW of the Politburo on private economic development, Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, Resolution 59-NQ/TW of the Politburo on international integration in the new situation, and Resolutions of the National Assembly, to successfully implement Conclusion No. 123-KL/TW dated January 24, 2025 of the Central Committee, Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets for sectors, fields and localities to ensure the national growth target of 8% or more in 2025, the Prime Minister directed ministries, ministerial-level agencies, and agencies under the Government to: The Government, other central agencies, and Chairmen of People's Committees of provinces and centrally run cities (hereinafter referred to as ministries, agencies, and localities) continue to carry out tasks and solutions to promote domestic and foreign trade to boost trade activities in 2025 as follows:

The general task is to promote trade promotion activities for export, increase the market share of Vietnamese goods in traditional markets and markets with FTA/CEPA with Vietnam, at the same time expand and diversify export markets, reduce dependence on some high-risk markets. Carry out trade promotion activities for reasonable and effective import in accordance with production and business requirements. Promote domestic trade promotion, implement focused promotion programs, connect supply and demand, promote the Campaign "Vietnamese people prioritize using Vietnamese goods", promote trade promotion activities and distribute goods via digital platforms, support the provision of market information, and provide legal advice to businesses to open up the domestic market.

Specific tasks: The Ministry of Industry and Trade shall preside over and closely coordinate with ministries, branches, localities and industry associations to implement national-level tasks and solutions on trade promotion to maintain export growth and ensure domestic supply and demand balance. Specifically: Preside over the development and promulgation of the Master Plan for the national program on trade promotion for the period 2025 - 2030 according to regulations; preside over and coordinate with agencies and organizations to strengthen the implementation of diverse and effective trade promotion activities to serve import and export.

Effectively deploy and diversify large-scale, in-depth trade promotion programs for each industry in key markets such as the EU, the United States, China, Japan, Korea, ASEAN, India, the Middle East, Africa and Latin America... Strengthen the organization of trade promotion programs for Vietnamese products with strengths in markets with FTA/CEPA with Vietnam, niche markets and new markets such as: Halal product market, Saudi Arabia, Egypt, UAE, Brazil, North African market... Strengthen trade promotion for high-tech products, especially in the fields of semiconductor technology, artificial intelligence, automation, machinery, equipment and components, renewable energy.

Direct the system of Trade Offices, Trade Promotion Offices, and Vietnamese Product Introduction Centers abroad to increase support for Vietnamese enterprises in providing information, market consulting, connecting exporters, importers, and distributors in the local market, and promoting products and brands. Expand the implementation of promoting the Program and products achieving the Vietnam National Brand and support enterprises in building a systematic brand strategy and protecting intellectual property in foreign markets. Continue to study the expansion of the system of Vietnamese Trade Promotion Offices in key markets to increase resources to directly support Vietnamese enterprises in foreign markets according to regulations.

Effectively coordinate with diplomatic missions, foreign trade offices and major international trade promotion organizations such as KOTRA, JETRO, ITC... Take advantage of and effectively use resources and technical support from international organizations to improve the capacity and skills of export promotion and market access of Vietnamese associations, industries and enterprises.

Preside over and coordinate with ministries, localities, and industry associations to select and develop key product groups associated with the National Brand and promote promotion through exhibitions, diplomatic and cultural events, and digital platforms to enhance the value and position of Vietnamese products in the international market.

Promote trade promotion activities to serve selective imports of input materials, components, equipment, and technology for production, to support domestic enterprises to improve production capacity, increase product value for export, and contribute to balancing the trade balance in major markets such as the United States and the EU.

Preside over and direct the implementation of trade promotion activities to develop the domestic market: Strengthen the implementation of regional and industry-linked trade promotion activities in domestic product consumption, national and regional trade fairs and exhibitions, develop models of "supply-demand connection", "mobile Vietnamese goods fairs", "bringing Vietnamese goods to rural areas, industrial parks, and remote areas" to expand market coverage.

Effectively organize nationwide promotional programs during low consumption months and the end of the year with practical, creative forms that are suitable for new consumption trends, ensuring consumer rights according to the law.

Directing the promotion of technology application, digital transformation, green transformation in trade promotion to support businesses in improving their competitiveness: Strengthening the implementation of trade promotion activities in the digital environment, online export promotion activities through e-commerce platforms, organizing online trade connection activities to quickly access international markets. Coordinate with e-commerce platforms to implement trade promotion programs to consume domestically produced products and goods. Launching a movement to consume Vietnamese goods and local products through Vietnamese national booth models on e-commerce platforms. Applying technological solutions to improve the effectiveness of the trade promotion system. Strengthening training, fostering knowledge and skills in trade promotion, applying technology, digital transformation in trade promotion activities, and market development.

Strengthen state management of trade promotion activities; coordinate with ministries, branches and localities to effectively implement measures to inspect and control the market, and handle acts related to smuggling, trade fraud and counterfeit goods.

Ministry of Foreign Affairs: Closely monitor the situation, proactively research and evaluate new developments in the world and regional economic situation; emerging trade and investment trends; proactively approach, grasp, analyze and evaluate trade policy adjustments of partners; promptly advise on policies, propose appropriate responses, detect and take advantage of opportunities to promote market diversification, product diversification, supply chain diversification, promote trade and export.

Make the most of political and foreign relations, especially promoting high-level foreign affairs activities. In particular, focus on integrating and creating conditions for signing agreements to open markets for Vietnamese goods, expanding bilateral and multilateral trade commitments.

Continue to preside over and coordinate with relevant ministries, branches and localities to urge, review and promote the implementation of commitments and agreements between Vietnam and its partners, especially high-level agreements on market opening between Vietnam and its partners. Promote political and diplomatic exchanges and advocacy to support the resolution of obstacles, difficulties and “bottlenecks”, and promptly handle newly arising issues in the field of trade.

Focus on and enhance the effectiveness of political and diplomatic advocacy to promote and facilitate negotiations of FTAs ​​and bilateral and multilateral economic and trade agreements; thereby contributing to establishing a stable and reliable network of supply partners for important industries and sectors.

Direct Vietnamese representative agencies abroad to strengthen and improve the effectiveness of economic diplomacy activities, support trade promotion, resolve disputes, and protect the legitimate rights and interests of Vietnamese enterprises abroad. At the same time, support the promotion of Vietnamese national brand products at events and economic diplomacy activities. Focus on researching and proposing breakthrough initiatives to improve the practicality, effectiveness and spreading value of Vietnam Weeks/Days abroad.

Coordinate with the Ministry of Industry and Trade to study the possibility of establishing new Trade Promotion Offices in key markets to expand the system of trade promotion agencies and support Vietnamese enterprises in foreign markets.

The Ministry of Agriculture and Environment shall coordinate with the Ministry of Industry and Trade and localities to review and adjust the agricultural production structure to suit the needs of the domestic and export markets. Strengthen guidance for enterprises, cooperatives and farming households to apply sustainable agricultural standards (VietGAP, GlobalGAP, etc.), traceability and international standards to improve access to foreign markets.

Coordinate with the Ministry of Industry and Trade to implement trade promotion programs for agricultural products, especially in the markets of the Middle East, Africa, Latin America, South Asia, ASEAN and member countries of CPTPP, EVFTA and other FTAs.

Guide businesses and localities in applying green, clean, and sustainable environmental standards to meet the requirements of high-end markets and reduce risks from technical barriers and carbon taxes; coordinate with the Ministry of Industry and Trade and industry associations to support and train farmers, cooperatives, and agricultural enterprises to access and develop e-commerce.

Support the development of circular economic models and clean production to contribute to increasing sustainable export value and reducing environmental costs in the supply chain.

Actively direct the work of removing technical barriers, opening up market services to diversify export markets, creating conditions to strengthen the implementation of trade promotion and market development.

The Ministry of Culture, Sports and Tourism promotes national cultural and tourism promotion activities combined with trade promotion through international cultural, culinary and tourism events.

Support localities and businesses to exploit cultural factors and local identity to build export product brands (such as OCOP products and handicrafts).

Direct and guide businesses in the tourism industry to carry out promotional activities, promote tourism, improve the quality of tourism services to meet the needs of domestic tourists and attract international tourists to Vietnam.

Strengthening cooperation with the Ministry of Industry and Trade and the Ministry of Foreign Affairs to organize "Vietnamese Goods Week" associated with cultural festivals in key markets.

The State Bank of Vietnam directs credit institutions to simplify credit procedures to facilitate people and businesses to access bank credit capital.

Closely monitor domestic and international developments, operate flexible monetary policies, support economic growth, stabilize the macro economy, control inflation, contribute to creating a stable environment for production and business activities in general and import-export activities in particular.

Direct the commercial banking system and payment intermediary organizations to implement solutions to promote cashless payments in traditional and e-commerce transactions according to regulations.

The Ministry of Finance coordinates with the Ministry of Industry and Trade and relevant ministries and branches to review, arrange and increase financial resources for trade promotion activities and brand promotion for Vietnamese enterprises and export products.

Coordinate with the Ministry of Industry and Trade and relevant agencies to strengthen management, inspection and control of domestic market prices, ensuring stability in the context of adjusting export markets according to assigned functions and tasks.

The People's Committees of provinces and centrally run cities direct competent agencies to implement solutions in accordance with the provisions of law and in accordance with local conditions, proactively coordinate with ministries, branches and industry associations to carry out trade promotion activities, develop markets, attract and expand production and business investment of enterprises... to create new production capacity, ensure the supply of high-quality goods to meet the requirements of export markets and domestic market demand.

Industry associations closely coordinate with the Ministry of Industry and Trade and other ministries, sectors and localities in implementing domestic and foreign trade promotion programs; proactively propose trade promotion contents according to industry characteristics to integrate into national programs.

Promote the organization of market survey delegations, trade exchanges, and connections between domestic and foreign enterprises; preside over or coordinate the organization of domestic and international specialized fairs and exhibitions.

Proactively participate in and promote digital transformation in industry trade promotion activities, including the application of e-commerce platforms, logistics, digital marketing, and data analysis tools to support businesses in effectively reaching customers.

Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, industry associations and the business community shall seriously organize the implementation of this directive.
