Minister of Justice: Institutional and legal building work has achieved outstanding results

Minister of Justice Nguyen Hai Ninh said that the achievements in socio-economic development of our country in recent times could not have been achieved without the work of building institutions and laws.

Minister of Justice Nguyen Hai Ninh said that during the 2021-2030 term, the Government and the Prime Minister have always paid attention to, closely led and directed the work of building and perfecting institutions and laws. Ministries, ministerial-level agencies, especially the heads and ministers, have really taken part and created very outstanding results.

Providing specific information on the work of building and perfecting institutions and laws, at the Press Conference on the preparation and organization of the 1st Government Party Congress, term 2025 - 2030, which took place on the morning of October 9, Mr. Ninh emphasized that the Resolution of the 13th National Party Congress identified institutions as one of three strategic breakthroughs.

Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo has determined that institutions and laws must become the breakthrough of breakthroughs; and requires the work of building institutions and laws not only to remove bottlenecks in practice but also to create competitive advantages and a solid legal foundation to mobilize all resources for socio-economic development.

During his term, Mr. Ninh said that the Government Party Committee has advised the Politburo to issue many documents on law-making. The Government and the Prime Minister have closely and resolutely directed the work of perfecting institutions and laws, achieving many important results, reflected in the quantity and quality of issued documents.

According to statistics from the Ministry of Justice, the Government has held 41 thematic meetings on law-making, in addition to regular meetings.

Since the beginning of the term, the Government has submitted to the National Assembly 121 laws and resolutions. Since the beginning of 2025, the Government has submitted to the National Assembly 31 laws and 16 resolutions at the 9th Extraordinary Session and the 9th Session.

At the 10th Session, the Government plans to submit to the National Assembly for consideration and approval about 55 draft laws and resolutions. If this plan is followed, in 2025 alone, the Government will submit to the National Assembly for promulgation about 102 laws and resolutions. This is a record workload with the largest number of documents ever in a year.

In addition, since the beginning of the term, the Government and the Prime Minister have issued 988 documents under their authority, including 813 decrees, 11 resolutions and 164 decisions. According to the head of the Ministry of Justice, this is also a record amount of work in this term.

According to Minister Nguyen Hai Ninh, the achievements in the country's socio-economic development in recent times could not have been achieved without the work of building institutions and laws. He emphasized that in any field, if you want to do any work or innovate anything, you must first innovate through institutions and laws.

Along with that, the Government Party Committee has also directed strong innovation in the work of building and organizing law enforcement.

For example, the Government Party Committee has directed the Government to submit to the National Assembly the Law on Promulgation of Legal Documents with many innovations. Accordingly, for the first time, the mechanism for guiding the application of the law is recognized. This is a very new mechanism that is highly supported and welcomed by businesses, local authorities and people.

For documents with difficulties in application, people and businesses can completely petition competent authorities for guidance on law application, instead of just having a mechanism to explain the law as before.

In addition, the Government Party Committee also pays more attention to publicity and transparency in the development and implementation of laws. For example, the Government has launched and operated the National Legal Portal - a very good two-way interaction channel between competent authorities and people, businesses, and local authorities; and launched and operated the Policy Feedback Information Receiving System.

The Ministry of Justice has received a lot of information and has a public regulation. Instead of sending paper documents to each ministry, it is now possible to send public feedback on a digital platform and receive public responses along with evaluation of the results. This has been highly appreciated by law firms, lawyers, businesses, and local authorities.

The Prime Minister is the Head of the Steering Committee for reviewing and removing obstacles in the Government's law-making work. This is a very special mechanism and has recently removed many obstacles.

The head of the Ministry of Justice also said that the 2021-2025 term has linked the work of organizing law enforcement with the work of law-making. Notably, a comprehensive review of obstacles, difficulties, and bottlenecks in law implementation has been organized.

Through 2,088 recommendations and reflections on difficulties and problems, specialized agencies have screened, of which about 1,300 are not difficulties or problems due to legal regulations and have responded publicly on the National Law Portal...

Under the direction of the General Secretary, the Ministry of Justice is currently working with ministries and branches to handle urgent and urgent matters in 2025, and non-urgent matters will be handled using special mechanisms and revised comprehensively before March 1, 2027./.
