Step by step stability, effective operation

The arrangement of the working headquarters of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of Huong Thuy Ward and socio -political organizations at one location (the old town People's Committee headquarters) has created favorable conditions for management and coordination between agencies. The basic conditions for operating the CQDP2C model are guaranteed, limiting overlapping and dispersion in management.
Secretary of the Party Committee, Chairman of the People's Council of Huong Thuy Ward, Mr. Ngo Van Vinh informed: The work of arranging and organizing the apparatus has been seriously implemented, in accordance with the policies and regulations of the Central and the city. The apparatus after being arranged is basically streamlined, reducing focal points, thereby improving the effectiveness and efficiency of operations.
The current staff and civil servants all have university degrees or higher, meeting the requirements of the new tasks. They not only have solid political qualities but also demonstrate professional capacity, solidarity, and are ready to coordinate and accept tasks. After the reorganization, there is more work but the ward staff always encourage each other and share responsibility to complete the tasks. This is also an opportunity for each person to practice and mature.

According to Mr. Ngo Van Vinh, in addition to the positive results, the implementation of the CQDP2C model still has some limitations that need to be overcome. First of all, some regulations and guidelines in the process of arranging and perfecting the apparatus are slow to be issued, causing difficulties for implementation. The lack of a synchronous legal framework sometimes leads to confusion in the assignment and decentralization.
After the reorganization, the workload increased while the staff decreased, causing no small amount of pressure on some agencies, units as well as cadres and civil servants. An office staff shared: "The workload doubled but the staff decreased, there were days when we had to work until late at night. There were many difficulties, but everyone tried hard because of responsibility."
A number of staff, after being transferred and reassigned, have not yet fully utilized their abilities, leading to low work efficiency. This is due to the change in working environment and unfamiliar areas of expertise, so it takes time to adapt. Facilities and equipment in some units do not meet requirements. Some offices are still cramped, and information technology equipment is not synchronized, affecting work progress.
For the CQDP2C model to be truly effective, Huong Thuy ward needs more attention from the Central Government and the city in issuing, supplementing and perfecting the system of guiding documents, ensuring consistency and synchronization in implementation. The city continues to pay attention to arranging more staff for specific fields with large workloads such as finance, investment, education , health, etc. At the same time, there needs to be a mechanism to encourage and motivate the team of part-time staff so that they can work with peace of mind.
Increasing investment resources for infrastructure and equipment for Huong Thuy ward is also an urgent requirement, ensuring that agencies and units operate smoothly after the reorganization. Along with that, it is necessary to promote training, fostering, and updating knowledge and skills for cadres, civil servants, and public employees of the ward, especially those who have just been assigned to different positions compared to before.
Another solution is to create a favorable environment and mechanism for Huong Thuy to attract investment, diversify the economic sector, and encourage medium and large enterprises to participate in local economic development. This will not only help increase the ward's budget revenue but also promote employment and improve people's lives.
