Cash payment activities show signs of increasing
Deputy Prime Minister Ho Duc Phoc has just signed Official Dispatch No. 124 dated July 30 sent to ministries, branches and localities on promoting cashless payments.
According to the telegram, the Government and the Prime Minister have given many drastic, timely and effective instructions to the State Bank of Vietnam , relevant agencies and credit institutions on promoting non-cash payments.
However, recently, cash payments have shown signs of increasing, negatively affecting the economy, wasting resources, and can be used for tax evasion, money laundering, and illegal activities.
The Deputy Prime Minister requested ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-run cities, according to their assigned functions, tasks, and authority, to promptly implement solutions to promote non-cash payments.
At the same time, strengthen the direction, guidance and propaganda to continue promoting the development of non-cash payments, ensuring to meet the payment needs of people and businesses, saving resources, preventing tax losses and crimes; strictly handling violations of the law.
The Ministry of Finance, within its authority, shall preside over and coordinate with relevant ministries and agencies to strengthen inspection, examination, and close supervision of state budget payment activities, tax collection and payment as prescribed. Supervise compliance with legal regulations on invoices and payment documents for the purchase and sale of goods and services as prescribed in the Law on Value Added Tax, Decree No. 181 dated July 1, 2025 detailing the implementation of a number of articles of the Law on Value Added Tax.
Strictly handle the act of intentionally paying in cash to evade taxes
At the same time, it is necessary to promptly and strictly handle violations according to regulations, especially for organizations, units and individuals who intentionally pay in cash to evade taxes and violate the law.
Regarding the development of payment infrastructure and technology to promote cashless payments, the Deputy Prime Minister requested the State Bank of Vietnam, within its authority, to preside over and coordinate with relevant ministries and agencies to urgently implement tasks and solutions to promote the development of cashless payments according to Resolution No. 57 and Resolution No. 03 of the Government.
At the same time, summarize the implementation of the Project on developing non-cash payments for the period of 2021 - 2025, report to the Prime Minister before December 1, clearly stating the results of implementing each set goal and solution, fully identifying difficulties and obstacles; recommending and proposing specific plans and directions of the Prime Minister to relevant agencies to continue promoting the development of non-cash payments.
Inspection, examination, supervision and anti-money laundering in banking activities must also be strengthened. In addition, it is necessary to promptly warn, detect and strictly handle violations of the law, money laundering and illegal payments. Continue to strengthen the development of payment infrastructure and technology to promote non-cash payments.
Direct credit institutions to urgently continue to develop and provide products and services that promote non-cash payments, increase investment and apply information technology in the payment sector to create the best conditions for customers, people and businesses to make safe, fast and smooth payments.
