On the afternoon of June 25 (local time), within the framework of his working trip to China, Prime Minister Pham Minh Chinh received Mr. Lou Qiliang, Chairman of the Board of Directors and General Director of China Railway Signal Corporation (CRSC).
Emphasizing that Vietnam is making efforts to promote transport connectivity, including railway connectivity, the Prime Minister stated that China has strengths in railway development, so Vietnam wishes to exchange cooperation opportunities.
Deploying three standard gauge railway lines connecting Vietnam - China
In particular, China supports Vietnam in designing, constructing, transferring technology, and developing railway projects from Yunnan through Lao Cai to Hai Phong, the Lang Son route to Hanoi , the Dongxing route to Mong Cai, and to Hai Phong.
These three railway lines are more than 700km long and play an important role in promoting the development of urban railways.
As the largest enterprise in railway signals, Mr. Lau Te Luong also expressed the opportunity to cooperate with Vietnam. In which, promoting the strengths from the design to the production of railway control signal systems, including software, digital equipment, with competitive prices, ensuring quality and safety.
Mr. Lau Te Luong also emphasized the very important role of human resource training, research and development, promoting cooperation with countries, such as at CRSC, which is cooperating with Singapore, Indonesia, and some African countries...
Minister of Transport Nguyen Van Thang also said that developing the railway system is Vietnam's biggest strategy. Including the North-South high-speed railway system of more than 1,500km to be deployed in the 2026-2027 period, so cooperation is needed for specific implementation. Especially with high-speed railways, the signal information system is extremely important, determining safety.
At the same time, the Vietnamese Government is directing the construction of urban railway systems in Hanoi and Ho Chi Minh City. This creates great room for cooperation between the two sides because China has good technology and reasonable prices.
The problem is that the two sides need to build support mechanisms to develop railway projects in Vietnam.
In the immediate future, Mr. Thang said the Government is directing three railway projects connecting with China, hoping that by mid-2025, the two sides can implement the first project Lao Cai - Hai Phong.
Mr. Thang expressed his wish that businesses invest under the PPP form, including standard gauge railway projects, especially connecting seaports to economic zones, connecting airports, ports and border gates.

Cooperation in human resource training and technology transfer
Meanwhile, Minister of Information and Communications Nguyen Manh Hung introduced Vietnam's digital transformation program. This is a foundation to shorten the country's industrialization and modernization process. Accordingly, he expressed his hope that CRSC, which has strengths in digital transformation, will cooperate with Vietnam and participate in digital transformation projects, especially enterprise digital transformation.
Agreeing with opinions on the need to manage railways using digital technology, the Prime Minister said that training human resources for railway projects in Vietnam is facing difficulties.
Therefore, he emphasized that Vietnam wants to cooperate with China in training human resources, command, control, and design in railway projects so that human resources must be one step ahead, then technology transfer.
Accordingly, the Prime Minister expressed his wish that the group's leaders would come to Vietnam to discuss specifically with relevant ministries, branches and agencies to promote projects, contributing to realizing the agreement of the two countries' senior leaders.
CRSC is a subsidiary of the China State-owned Assets Supervision and Administration Commission (SASAC), the world's largest supplier of railway control systems. The group serves as China's regulatory authority for technical standards and product standards for railway control systems.
The Group operates in more than 20 countries and regions, including the Jakarta-Bandung HSR project in Indonesia, the Hungary-Serbia railway and the China-Laos railway. Its revenue in 2023 reached more than RMB 37 billion and its corresponding profit reached RMB 4.7 billion.
