Continuing the 26th session, on the morning of September 18, the National Assembly Standing Committee gave opinions on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning and the National Assembly's resolutions on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session.

Progress in establishing sectoral, regional and provincial planning is very slow.

At the meeting, Deputy Secretary General of the National Assembly Nguyen Thi Thuy Ngan reported on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision, questioning and resolutions of the National Assembly in 21 fields.

In particular, in the field of planning and investment (required to be implemented in Resolution No. 134/2020/QH14, Resolution No. 41/2021/QH15 and Resolution No. 61/2022/QH15), the basic requirements have been seriously and fully implemented, including: The implementation of the Socio -Economic Recovery and Development Program has been effective, many important indicators have grown significantly, and people's lives have been increasingly improved. Difficulties and obstacles have been resolved, and discipline and order in public investment have been strengthened. The work of attracting ODA capital and preferential loans has achieved some positive results.

However, the rate of planning to be completed is still low, the progress of making sectoral, regional and provincial plans is very slow. The implementation of some tasks under the Socio-Economic Recovery and Development Program is still slow, the disbursement rate is very low. Debt in basic construction investment has not been completely resolved. The attraction of ODA capital and preferential loans for large-scale projects, inter-regional infrastructure connection, climate change response, and natural disaster prevention and control is still low compared to the potential.

Regarding the financial sector (required to be implemented in Resolution 134/2020/QH14, Resolution 62/2022/QH15 and Resolution 74/2022/QH15), the report assessed that the basic requirements have been seriously and fully implemented, including: State budget balance is ensured; financial discipline, order and management of public assets are improved; public debt is within the allowable level. The practice of thrift and anti-waste has many changes. The timely reduction of VAT has helped people reduce the burden of costs, encouraged consumption, stimulated the economy; reforming tax processes and procedures has received attention.

However, the progress of equitization and divestment of state capital in enterprises is still slow. Violations in the management and use of public assets are quite common. The rectification and overcoming of shortcomings and limitations in practicing thrift and combating waste are not timely and strict. The legal system on tax is slow to be amended.

Regarding the banking sector (required to be implemented in Resolution No. 134/2020/QH14 and Resolution No. 62/2022/QH15), Deputy Secretary General of the National Assembly Nguyen Thi Thuy Ngan said that the basic requirements have been seriously and fully implemented, including: Solutions to attract foreign currency and increase state foreign exchange reserves have been actively deployed. Inspection and supervision activities have been strengthened and innovated. Cross-ownership and cross-investment issues in the system of credit institutions have been effectively handled. Bad debt handling has achieved positive results. Credit growth has been quite reasonable, credit quality has been improved.

However, the completion of the law on restructuring credit institutions and handling bad debts is still slow. There is a lack of preferential policies to encourage investors to participate in handling secured assets and buying and selling bad debts. Finding and negotiating with commercial banks to accept compulsory transfers of weak banks still faces many difficulties.

In the field ofeducation and training (required to be implemented in Resolution No. 134/2020/QH14 and Resolution No. 41/2021/QH15), the basic requirements have been seriously and fully implemented, including: mechanisms and policies to promote investment, socialization, innovation in university admissions, and promotion of university autonomy have been implemented. The work of planning and arranging the network of schools and classes, and investing in facilities continues to receive attention. The process of organizing the national high school exam is increasingly strict, transparent, objective, reducing costs and negativity.

However, ensuring standards on staff, facilities, schools and preschool classes still does not meet requirements. The structure of the general education teaching staff is not balanced between subjects at the same level and between regions; teacher recruitment faces many difficulties. The compilation, supply and distribution of textbooks still face many shortcomings. The implementation of university autonomy still faces many difficulties. Many graduates do not meet the requirements of the labor market, especially in high-tech fields...

Promoting disbursement of public investment capital

Deputy Prime Minister Tran Luu Quang said that the consideration of the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning and the resolution of the National Assembly on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session is a very accurate and necessary reminder, note, and even warning for the Government to continue to focus on implementation in the coming time.

“The report mentioned 18 areas under the Government's responsibility. The general comment on these issues is "slow, debt, omission". The Government will pay close attention to this issue,” said the Deputy Prime Minister.

Regarding the key tasks from now until the end of the year, Deputy Prime Minister Tran Luu Quang said that the Government will first focus on removing obstacles that are mainly under the authority of the Government and ministries; there are some specific issues that the Government will report to the National Assembly and the National Assembly Standing Committee for resolution. In particular, the Deputy Prime Minister said that his greatest wish is that after the National Assembly has a report on the supreme supervision of the 3 national target programs, there will be a resolution similar to the mechanism of Resolution 61 on planning work with 7 specific recommendations that the Government made when working with the National Assembly Standing Committee and the Supervisory Delegation.

In addition, according to the Deputy Prime Minister, the Government will focus on easing access to credit so that organizations and individuals can access capital to improve the production and business organization of enterprises, contributing to promoting development.

At the same time, the Government will also promote the disbursement of public investment capital. "We will try our best to achieve the best possible disbursement results because it directly affects the GDP growth rate," the Deputy Prime Minister affirmed.

According to the Deputy Prime Minister, "there is no other way but to speed up the work of planning development and approval", because the Resolutions of the Central Committee and the National Assembly both confirm that the deadline is December 31 of this year.

Speaking at the meeting, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh mentioned the issue of university autonomy. According to him, in the general requirement, universities have not been allowed to increase tuition fees for the past two years, while regular expenditures for universities have been cut. He is concerned that "if the financial problem for universities is not resolved for a long time, it will greatly affect the quality of university training, directly affecting high-quality human resources". Therefore, he suggested that the Government pay more attention to and direct this issue.

Regarding vocational education, Chairman Nguyen Dac Vinh pointed out that recently, some non-public colleges have had problems related to management and training quality. The Committee has sent a document requesting the Ministry of Labor, Invalids and Social Affairs to closely monitor and manage. Although the Ministry of Labor, Invalids and Social Affairs has conducted strict inspections and issued strict inspection conclusions, it seems that the handling of the case has not been drastic. Therefore, it is recommended that the Ministry of Labor, Invalids and Social Affairs pay more attention to strict management.

Chairman of the National Defense and Security Committee Le Tan Toi expressed his concern about the internal affairs sector. According to him, streamlining the payroll is a major policy of the Party, which has achieved high efficiency in recent times, and the advisory role of the Ministry of Internal Affairs is very good. However, he is concerned about sectors with specific characteristics such as the Court, the Procuracy, the investigation agency of the Ministry of Public Security, etc., which are not reasonable to streamline 7-10% according to the general target. Chairman Le Tan Toi suggested that the internal affairs sector study and propose to the Party and the Government to streamline the payroll effectively and in accordance with reality./.
