The above content is mentioned in Resolution No. 263 of the Government on gift to the people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
The Resolution clearly states that 100,000 VND/person in cash will be given to Vietnamese citizens; people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, are residing in Vietnam and have been collected, updated, and given a personal identification number in the National Population Database, established by the end of August 30.
Regarding the form of gift giving, the Government stipulates that gifts are given once per permanent household, the amount of money for each household is determined for each person in the household according to national population data; the head of the household (or a family member legally authorized by the head of the household) is allowed to receive on behalf of each person according to the list and is responsible for transferring the gifts to the members of the household.
In case a citizen does not have a permanent residence, the gift will be given directly to each citizen or to a person authorized by the citizen.
Gift giving is done through social security accounts on the Electronic Identification Application - VNeID (in case of an integrated account); or directly in cash (in case of no account) at payment points organized by the locality, ensuring timeliness, safety and efficiency.
The Government requires the payment period to be from August 31 to September 1; in exceptional cases, gifts can be received after this period, but no later than September 15.
Regarding funding sources, the Resolution clearly states that the targeted supplement from the 2025 central budget expenditure estimate has been decided by the National Assembly but has not yet allocated in detail to the budgets of provinces and cities 10,700.3 billion VND to carry out gift giving to the people according to population data provided by the Ministry of Public Security .
Government assigned Ministry of Public Security Extract the list of citizens in the National Population Database at 24:00 on August 30, detailed by province, city and commune as a basis for gift giving.
The Ministry of Public Security is responsible for directing the Public Security agencies to coordinate with local People's Committees at all levels, especially commune-level People's Committees, to give gifts to people in a timely manner, ensuring the right recipients, safety, and no duplication.
The Ministry of Public Security also needs to coordinate with the Ministry of Finance to issue documents guiding provinces and cities in giving gifts to people.
The Ministry of Finance ensures the balance of the central budget to implement the policy of giving gifts to the people; submits to the Prime Minister for promulgation a decision on targeted supplementation from the central budget to the budgets of provinces and cities to give gifts to the people; presides over and coordinates with the Ministry of Public Security to issue documents guiding provinces and cities in giving gifts to the people.
The Government directs the State Bank to ensure the payment system and cash supply for the State Treasury to pay people during the gift-giving period; directs commercial banks, especially commercial banks where the State Treasury opens accounts; coordinates with local authorities and the State Treasury to make timely payments to people.
The People's Committees of provinces and cities direct the Department of Finance to ensure adequate balance of resources, including targeted additional central budget sources and local budget sources to implement gift giving to people in the province and city; implement targeted allocation and supplementation from the provincial budget to the commune budgets for gift giving expenses to people according to the list of citizens in the National Population Database provided by the police agency.
The People's Committees of provinces and cities are requested to direct the People's Committees at the commune level to preside over and coordinate with the Police and functional agencies of the province and city to organize the giving of gifts to people according to regulations, ensuring that they are sufficient, to the right recipients, and timely.
