"Ordering" Con Dao from the working session of the Secretary of the Ho Chi Minh City Party Committee

During 2 days (August 26 and 27), the delegation of the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Ho Chi Minh City led by Secretary of the City Party Committee Tran Luu Quang came to offer flowers and incense to commemorate the heroic martyrs, revolutionary soldiers and patriotic compatriots who sacrificed their lives in Con Dao Special Zone (Ho Chi Minh City) and worked with the Executive Committee of the Party Committee of Con Dao Special Zone.

As the first grassroots trip (among 168 communes and wards) in his new position, the head of the City Party Committee chose the city's only special economic zone and one of 13 special economic zones nationwide to directly approach, survey, and dialogue.

It is worth mentioning that before starting the work, the Secretary of the City Party Committee visited and surveyed the activities of the Con Dao Special Zone Public Administration Service Center. In particular, he paid special attention to the situation of handling records for people, administrative procedures (TTHC) for land allocation, land lease, and land use purpose transfer which have been shortened to 15 days (previously 30 days) and the synchronization of data between the city's TTHC Processing Information System and the National Public Service Portal, other databases...

A very notable move is that at the same time, the Ho Chi Minh City Department of Health also sent 7 leading specialist doctors to participate in the first rotation to work in Con Dao special zone from September 3. In addition, there will be training sessions to update professional knowledge and transfer techniques to medical staff of the Con Dao Military-Civilian Medical Center. In particular, a mobile blood bank will also be set up here to ensure emergency care, obstetric intervention and surgery...

Thus, it can be seen that the difficulties and obstacles of the special economic zone - specifically the isolation from the mainland, leading to limitations in digital infrastructure, health care services, and administration - have been and are being raised and resolved quickly to achieve the best results in serving the people of the special economic zone.

This specific, direct, and close-up approach is the basis for "ordering" Con Dao special zone from the institutional and infrastructure levels to the first "laboratory" on green transportation, remote smart medical services, and the 3-in-1 combo " tourism - returning to the source - research and survey".

In terms of institutions and strategies, it is necessary to promote the specific policy project for Con Dao that has been approved by the Politburo and will be submitted to the National Assembly in the direction of policies for special economic zones. Accordingly, the "Con Dao Development Strategy in the New Context" will be soon developed, linked to a series of planning proposals from strategic investors, which will be submitted at the end of 2025 and the beginning of 2026.

Regarding strategic infrastructure, the project to bring national grid power to Con Dao is expected to be completed and aims to officially connect to the grid on September 2, 2025, bringing stable grid power to the island. If the specific policy for Con Dao is approved, it will open a "legal corridor" for 3 strategic projects proposed by investors: expanding the airport, reclaiming land in the airport urban area; building a cable car line from the airport to the Nui Chua area.

However, there are two “problems” that need to be fundamentally and thoroughly resolved: garbage and water. In fact, the project to handle the backlog of garbage is behind schedule; there is no project/plan to treat seawater into fresh water, especially during peak tourist seasons. Therefore, there needs to be a strong solution in the coming time. This is also part of the goal of the “Green Transportation” program. Exactly 1 month ago, during a working session with the Con Dao special zone government, Chairman of the Ho Chi Minh City People’s Committee Nguyen Van Duoc emphasized that along with Can Gio, Con Dao will take the lead in the transformation to develop green transportation, towards eco-tourism and emission reduction in addition to focusing on the digital economy, circular economy, etc.

Regarding investment in healthcare and comprehensive health care for the people of the special zone, in addition to the programs and products mentioned above, there will be investment in the Con Dao Military-Civilian Medical Center in a multifunctional direction. Strengthening the capacity for emergency trauma, internal medicine and pediatrics. Common medical care needs in Con Dao such as sea accidents, tourist accidents, emergency needs for children and the elderly will be enhanced to meet...

Finally, it is necessary to develop an annual “return to the source” program in Con Dao for lecturers and students in Ho Chi Minh City. Note that after the merger, Ho Chi Minh City has 70 universities with more than 600,000 students and 10,000 lecturers and staff. Through tourism activities, return to the source, research and survey, the heritage of the special zone will be widely spread to the community, creating more resources to preserve and promote long-term values. This “high-quality” number of visitors can be expanded to 167 communes, wards and corporations, state-owned companies under the city.
