The public administrative service system in wards and communes of Hue City has gradually stabilized thanks to the support of previously built digital platforms.

Modern, seamless platform

According to Mr. Tran Trong Hieu, Deputy Director in charge of the Hue City Smart City Monitoring and Operation Center (HueIOC), in order to connect uniformly and consistently in handling work between the city and communes and wards when operating a 2-level local government, from July 1, 2025, the unit has upgraded the Hue-S platform to suit the new model. Functions such as 2-level interaction, task monitoring, digital work, and paperless meetings have all been refined to effectively connect between the commune level and the department and branch level. The "2-level handbook" has also been updated by HueIOC on Hue-S, providing documents, procedural instructions, and specialized content to help grassroots officials quickly look up and handle tasks.

"We have integrated the "Task Monitoring" section so that localities can report on the progress of implementing targets and tasks, and at the same time serve as a basis for evaluating work performance. The "2-level interaction" tool is a place for commune-level officials to send questions to the city, relevant departments and branches, and at the same time refer to the handling experience of other communes and wards to jointly manage, resolve and process administrative procedures in a unified and effective manner," said Mr. Hieu.

The digital working platform is also a prominent solution. With over 30 digital processes, officials can process documents, receive on-site feedback, organize meetings... entirely in a digital environment. Mr. Ho Van Tan, an expert at the My Thuong Ward Public Administration Service Center, said that officials and employees are familiar with Hue-S and digital technology , so when switching to a 2-level local government model, administrative procedures are no longer confusing, and work is handled faster and clearer.

The GISHue digital reporting platform and digital maps have also become important tools in management and administration. With more than 100 reports, 400 dashboards, and 3,000 charts, leaders at all levels can monitor the socio-economic situation in real time. Meanwhile, GISHue with 76 data layers has integrated more than 100 planning projects, serving infrastructure management, flood monitoring, environmental monitoring, and natural disaster prevention and control.

According to Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, digital government in Hue is developing in the direction of "data connection - unified action", on a modern technology platform. Hue's strength is not doing it piecemeal. From the Hue-S platform to the digital reporting system, public service monitoring or GISHue digital map, all are connected, forming a consistent ecosystem for management. This is a sustainable direction for the 2-level local government model.

All parties benefit from digitalization

Ms. Pham Kim Tien, residing in Thuy Xuan ward, shared: "I just completed the procedures to register to establish a business. Everything was done online, and I was given detailed instructions on the phone and on the Hue-S app. It was very convenient, and did not take as much time as before."

Digital platforms in Hue, such as Hue-S, Hueecom (e-commerce promotion support system) and other digital platforms developed by HueCIT on tree management, electronic tickets, inspection management software, OpenData... In addition, there are other digital platforms such as: Digital Government, Youth Union, Smart People's Mobilization, Traffic Management, Women's Union, BTS Map... integrated on Hue-S, contributing to serving the management, connection, lookup, and information search of industries and fields.

The social surveillance system using AI cameras also helps improve the efficiency of urban management. To date, Hue City has installed more than 650 cameras, using 27 artificial intelligence solutions to serve flood warnings, monitor forest fires, illegal straw burning and traffic violations. During the rainy season, people can directly monitor the flooding situation at 50 hotspots right on the Hue-S application to proactively move. The public service monitoring system is also operated to ensure that civil servants do not delay documents, provide unclear instructions or handle procedures incorrectly.

Statistics show that after switching to a 2-level local government model, the rate of administrative records processed correctly and before the deadline in Hue City reached 96%. In particular, in the assessment of the initial phase of operation, Hue City leads the country in handling administrative procedures at the commune and ward levels. Specifically, after 2 weeks of operation, Hue City received and processed more than 17,700 administrative records in 40 communes and wards, of which the rate of online submission reached over 76%. Hue City has risen to the number 1 position nationwide, completing 85% of the assessment index for receiving and handling administrative procedures at the commune and ward levels nationwide according to Plan 02-KH/BCĐTW, dated June 19, 2025 on promoting interconnected, synchronous, fast and effective conversion to meet the requirements of restructuring the apparatus of the political system.

Hue is not only one of the leading localities in the country in digital government, but also a model for a systematic, synchronous approach based on data, technology and people. Digital government in Hue will continue to be a great driving force for administrative reform, innovation in state management and towards serving the people better, faster and more transparently.
