Accordingly, the fields of science, technology, innovation and digital transformation applying public-private partnership include: high technology, strategic technology according to the provisions of the law on high technology, the law on science, technology and innovation; infrastructure for science, technology and innovation to research, develop and apply high technology, strategic technology. Digital infrastructure to meet the requirements of developing the digital economy , digital society, digital government according to the Prime Minister's decision on digital infrastructure strategy in each period.
In addition, there is a shared digital platform as prescribed in Article 10 of Resolution No. 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation; activities of training digital technology human resources, digital technology industry human resources; infrastructure serving the training of digital technology human resources, digital technology industry human resources; other types of technology, products, services and activities suitable for the goals of scientific research, technology development and innovation, promoting digital transformation.
Organizations and individuals participating in public-private partnerships for investment, scientific research, technology development, innovation and digital transformation are entitled to preferential forms of State support such as: preferential tax policies according to tax laws, including the policy that enterprises are allowed to deduct expenses to determine taxable income for expenses for research and development activities of enterprises at 200% of the actual costs of these activities when calculating corporate income tax according to Government regulations.
In addition, policies on exemption and reduction of land use fees, land rent, and investment incentives will be applied according to the provisions of the law on land, the law on investment, and related laws...
