Humanitarian policy to care for the elderly

Youth volunteers guide people, including many elderly people, to update information and handle administrative procedures.

According to regulations, Vietnamese citizens aged 75 and over who do not have a pension or monthly social insurance benefits will receive a social pension allowance of VND500,000/month. In addition, people aged 70 to under 75 who are poor or near-poor will also receive benefits if they do not have a pension or social insurance benefits.

In addition, eligible elderly people are also granted health insurance cards paid by the State budget. In Thai Nguyen province, there are about 18,670 people who are beneficiaries of this policy.

Ms. Le Thi Hoa, 77 years old, residing in Group 8, Phan Dinh Phung Ward, Thai Nguyen Province, emotionally said: I have been a freelancer for decades, did not pay insurance, when I was old I had no pension, living on my children and grandchildren. Now I am very happy to receive monthly support of 500,000 VND from the State. This amount has helped me cover part of my daily living expenses.

According to Mr. Nguyen Tien Loi, Chairman of the Provincial Association of the Elderly, the social pension policy is a practical policy, demonstrating the deep concern of the Party and State for vulnerable groups, including the elderly, facing difficulties in life. Most beneficiaries of the policy are self-employed, farmers, small traders, and do not have the conditions to participate in social insurance during their working time. When they are old, weak, and no longer able to work, the social pension policy becomes a support for them to overcome difficult times, stabilize their lives and have conditions for health care.

To implement this policy, in July 2025, the Provincial Association of the Elderly closely coordinated with the People's Committees of communes, wards, residential groups and villages to review and compile a list of eligible subjects.

Policy dissemination and propaganda campaigns are widely deployed to each household, helping people understand their rights and proactively complete procedures to receive subsidies.

Submitting the application is also very convenient, people can submit it directly to the People's Committee at the commune level, by post or through the online public service portal. After receiving the application, the commune government will compare it with the national population database, verify the conditions and decide to pay if eligible.

To improve the effectiveness of policy implementation, in the coming time, the Provincial Association of the Elderly will continue to coordinate with the People's Committees at the commune level to promote propaganda and review and supplement eligible subjects who have not yet received benefits.
