Many regulations changed

Accordingly, in the draft National Technical Regulation on bus stations (amended and supplemented QCVN 45:2012/BGTVT) being consulted by the Ministry of Transport , in addition to mandatory construction items such as: Passenger pick-up and drop-off area; parking lot for cars waiting to pick up passengers; parking lot for other vehicles; waiting room for passengers..., the Ministry of Transport proposes to add regulations allowing the installation and use of charging stations for electric vehicles within the bus station.

Thus, the encouraged commercial service works include: Trade centers; hotels, motels; restaurants serving food and drinks; areas providing entertainment, recreation and health care services; fuel stations; electric vehicle charging stations; vehicle maintenance and repair workshops; car washes; multi-storey parking garages and motor vehicle inspection service centers.

In addition, the draft also updates the requirements for ports. Passenger cars are built and installed with fire prevention and fighting equipment according to regulations.

Regarding the regulations on inspection and supervision of the implementation of national technical regulations on passenger stations, the draft abolishes the regulation: Competent state management agencies and road inspection forces shall organize periodic and surprise inspections of passenger station operations, detect and sanction administrative violations to ensure that passenger stations always maintain and properly implement the regulations of the standards and other relevant legal regulations.

In addition, the draft standard also stipulates: Vietnam Road Administration is responsible for developing software to manage bus stations nationwide; organizing inspection, checking and supervising the implementation of the standard.

The Vietnam Road Administration said that the amendment and supplementation of the standards also contributes to improving the quality and efficiency of bus station management nationwide.

Why modify?

According to the Vietnam Road Administration, the National Technical Regulation on Passenger Stations QCVN 45: 2012/BGTVT was revised for the first time in 2015, which is a mandatory document regulating the conditions of facilities; requirements in planning, investing, constructing new, renovating, upgrading and managing the exploitation of passenger stations.

According to the provisions of the 2008 Road Traffic Law, Decree No. 10/2020 regulating business and conditions for automobile transportation business; Circular No. 12/2020 regulating the organization and management of automobile transportation activities and road transport support services, bus stations nationwide must comply with national standards on bus stations.

Up to now, the whole country has 555 passenger bus stations, of which 390 are from type 1 to type 4; the remaining 165 bus stations below type 4 are built, renovated and upgraded based on the regulations of QCVN 45: 2012/BGTVT.

In December 2021, at the COP26 Conference, Vietnam, along with nearly 150 countries, pledged to bring net emissions to "0" by 2050; on July 22, 2022, the Prime Minister issued Decision No. 876 approving the Action Program on green energy transition, reducing carbon and methane emissions in the transport sector; in addition, in reality, a number of bus and taxi companies, etc. have started using electric vehicles in passenger transport.

"Therefore, it is necessary to supplement regulations on electric charging stations within the bus station. In addition, for the related field of science and technology, the amendment of the QCVN 45:2012/BGTVT standard will contribute to perfecting the legal basis to perfect the system of legal documents in state management of bus station operations nationwide," said the Vietnam Road Administration.

In addition, the amendment and supplementation of the standards also contributes to improving the quality and efficiency of bus station management nationwide. Therefore, it is necessary to amend the National Technical Regulation on Bus Stations for the second time.
