The investor lacks determination, the An Phu intersection project is behind schedule.

The content is stated in the announcement of the Office of the Ho Chi Minh City People's Committee on the conclusion of the Chairman of the Ho Chi Minh City People's Committee after the meeting to listen to the project progress report.

An Phu traffic intersection is located at the eastern gateway of Ho Chi Minh City, has a very important position and role in connecting traffic between the eastern provinces and the city. However, the project implementation is still slow compared to regulations.

The Chairman of the Ho Chi Minh City People's Committee pointed out the reasons: The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board, investor) did not closely monitor and resolutely handle weak contractors; management work was still limited.

Along with that, the leaders of the City People's Committee also said that the capacity of some construction units has not met the requirements; the state management role of the Department of Construction and related departments is not strong.

"The above existing contents need to be seriously learned from, to avoid the recurrence of similar situations. It is necessary to focus on directing and operating so that the project can be completed soon and put into operation according to the set plan," the Chairman of the City People's Committee concluded.

Agreeing on the solutions proposed by the Traffic Committee, the Chairman of the Ho Chi Minh City People's Committee requested to make a commitment for each content on the proposed progress and be responsible to the Chairman of the Ho Chi Minh City People's Committee and the Standing Committee of the City People's Committee for the content of the commitment.

The investor must focus on directing and implementing the completion according to the progress milestones, reducing traffic congestion at the intersection area. Specifically, completing the N2 bridge branch (package XL11) before December 31, 2025 and completing the HC1-02 underpass (XL06) before January 15, 2026.

The An Phu traffic intersection project will start construction at the end of 2022, with a total investment of more than VND 3,400 billion to remove the "bottleneck" of traffic congestion in the eastern area of Ho Chi Minh City. The project will build a complete three-level traffic intersection at the intersection of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway approach road with Mai Chi Tho Street.

Up to now, the project has reached more than 70% of the volume. Of which, the N2 bridge branch (for vehicles turning right from Ho Chi Minh City - Long Thanh expressway to Mai Chi Tho street, towards Vo Nguyen Giap street) has reached 55% of the volume.

The HC1-02 underpass is 760m long, directly connecting the Ho Chi Minh City - Long Thanh - Dau Giay Expressway with Mai Chi Tho Street (towards the Saigon River Tunnel), currently reaching about 73% of the volume. The Traffic Department said that from October 2025, the underpass's progress will accelerate when infrastructure problems, especially the relocation and re-establishment of the D400 water pipeline and 12 power cables, are resolved.

Meanwhile, the N3 and N4 bridge branches (connecting Mai Chi Tho - Dong Van Cong) and the N1.1 and N1.3 bridges (turning left from Mai Chi Tho onto the highway) are also being accelerated, expected to be completed in mid-2026, thereby fundamentally solving the traffic congestion at the eastern gateway of the city.
