Proactive plans to prevent and combat natural disasters, storms and floods in 2025

Determined to ensure the safety of life and property of the State and people during this year's storm season, departments, branches and localities are actively implementing disaster prevention and control plans according to the "4 on-site" motto, ensuring readiness to respond to all disaster situations.

Recognizing the importance of leadership, direction, development and operation of disaster prevention and control plans, entering the 2025 storm season, Truc Ninh district organized a drill on disaster prevention and control and search and rescue in Hung Tien village, Truc Thanh commune. The assumed situation is that storm No. 1 with strong winds of level 16 and level 17 will make landfall with the storm center being Thai Binh, Nam Dinh and Ninh Binh provinces. Currently, nearly 37km of dikes are still below the design elevation; more than 60km of small, narrow dike surfaces do not ensure the design cross-section. Some dike sections often have extrusion, seepage, seepage, landslides, and abrading veins, which need to be treated when there is a flood, especially on the Huu Dao dike. Through inspection, it has been discovered that more than 100km of dikes have termite nests in the dike body; nearly 14km of landslides and erosion need to be monitored, repaired, and restored; 5 embankments have landslides and need to be repaired and renovated... In addition, the exploitation and operation of some irrigation works still face many difficulties because the construction works have been degraded and severely damaged for a long time, the sluices are short compared to the embankment cross-section; some sluice gates and irrigation channels are silted, causing difficulties for disaster prevention and control work. The Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue has determined that this year's storm season on the province's dike and embankment system has 25 key areas that need special attention...

According to the forecast of Nam Dinh Hydrometeorological Station: From May to July 2025, storms and tropical depressions are likely to operate in the East Sea (2-4 storms) and affect our country at a level approximately equal to the average of many years. Nam Dinh province is likely to be affected by 1 storm and tropical depression. From August to October 2025, the ENSO phenomenon is likely to continue to remain in a neutral state; 6-8 storms and tropical depressions are likely to appear in the East Sea. Nam Dinh province is likely to be directly affected by 1-2 storms and tropical depressions. In the province's sea area, the Southeast wind is mainly maintained, with coastal wave heights of 0.25-1m, offshore waves of 0.5-1.5m high. Storms and tropical depressions in the East Sea are active during this period. During the days affected by storms and tropical depressions, coastal waters of the province are likely to have waves 2-3m high, offshore waves 3-4m high, and rough seas. When affected by storms and tropical depressions, water levels in coastal areas rise by about 0.3-0.5m. Special precautions should be taken against strong storms, water levels that can reach 0.5-1m, combined with high tides, river water levels can reach alert level 2, alert level 3; especially in coastal estuaries.

Given the weather developments, the current status of dykes, embankments, culverts and the actual situation, in order to effectively carry out the work of disaster prevention and control and search and rescue to ensure the safety of lives and property of the State and people during this year's storm season, the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue require relevant departments, branches, districts and cities to strengthen information, propaganda and dissemination of legal regulations on disaster prevention and control, skills and awareness of natural disasters, storms and floods for people, especially in areas frequently affected by storms, floods and inundations. Focus on leading, directing and commanding the synchronous implementation of measures to respond to natural disaster situations to ensure effectiveness. Organize inspection, detection and handling of incidents, especially incidents of dykes, embankments and culverts; review, update and supplement disaster prevention and control plans and response plans to natural disasters in accordance with the characteristics of the locality and unit. The Department of Agriculture and Environment urges localities to deploy plans to prevent and mitigate damage caused by natural disasters; proactively prepare disaster prevention and control and search and rescue plans according to the "4 on-site" motto. Coordinate with the Provincial Military Command, districts and cities to urge communes and towns to build and strengthen the commune-level disaster prevention and control shock force.

Coordinate with departments, branches, organizations, and localities to evaluate disaster prevention and control work according to the "Set of indicators for evaluating disaster prevention and control work at the provincial level" under the direction of the Provincial People's Committee in Document No. 960/UBND-VP3 dated December 21, 2022.

As a key area and regularly affected by extreme weather patterns, especially storms, tropical depressions, and high tides, Giao Thuy district is always ready and proactively prepares response plans. Comrade Nguyen Tien Tung, Permanent Vice Chairman of the District People's Committee, said: "The district has identified ensuring the safety of the sea dyke system as a key and continuous task during this year's storm season, so it has completed the District's Steering Committee for Disaster Prevention and Control and Search and Rescue in 2025 and assigned specific tasks to each member. The District People's Committee issued a plan for disaster prevention and control and search and rescue in 2025 under the guidance of the Ministry of Agriculture and Environment. Develop plans for protecting the entire dyke line, responding to natural disasters and plans to respond to strong storms and super storms according to the actual situation of the district. Step up propaganda, dissemination and education of dyke and disaster prevention laws for the people. Require communes and towns to organize and maintain the activities of dyke patrol and guard forces and conduct disaster prevention and control drills, train rescue and dyke protection skills, and handle dyke and embankment incidents right from the first hour for grassroots shock forces. At the same time, regularly monitor, track and detect developments and landslides. Dikes and embankments to organize forces and means to handle immediately upon detection, making the greatest effort to ensure the safety of the dikes.

With a proactive spirit, all levels, sectors and localities actively participate in implementing the tasks of natural disaster prevention and control and search and rescue in 2025 to ensure effectiveness, contributing to minimizing damage caused by natural disasters, protecting people's lives, economy and lives.
