River water levels rose, flooding the roads.
According to the Hue City Meteorological and Hydrological Station, from the afternoon of November 17th to November 19th, Hue City will still experience rain, with scattered moderate rain, and some areas experiencing heavy to very heavy rain. The total rainfall for the entire period from November 17th to the end of November 19th in the plains will generally be 200-400mm, with some areas exceeding 600mm; in the mountainous areas, it will be 300-600mm, with some areas exceeding 800mm.
Heavy rains, combined with the regulation of water levels in reservoirs and hydroelectric dams in the city, have caused river levels to rise, flooding many roads and low-lying areas, affecting transportation and the lives of residents.
If heavy rainfall occurs on November 17-18, with a volume of 70mm/2h, it will cause flooding in some areas of National Highway 1 section through the old Phu Loc area with a flood level of 0.3-0.5m; An Cuu urban area, Ngo Duc Ke street, Thanh Giong, Phu Xuan with a flood level of 0.3-0.5m.
The risk of flooding is high due to floods on the O Lau, Truoi, and Bu Lu rivers (small reservoirs, incapable of flood control or reduction). Rainfall of 200-300mm in the plains and 300-600mm in the mountainous areas, with some places exceeding 800mm, will cause flooding in the downstream communes and wards of Phong Dinh, Phong Phu, Phong Quang, Phong Thai, and Dan Dien (O Lau River); Loc An (Truoi River); and Chan May - Lang Co (Bu Lu River).

The flooding level is similar to the one from November 2-3, 2025, with water levels ranging from 1-1.5m. The risk of flooding due to rising water levels on the Bo and Huong rivers is high in the following areas: Dan Dien, Quang Dien, Hoa Chau, Duong No, Thuan An, Huong Tra, Huong An, Kim Tra, My Thuong, Phu Ho, Kim Long, Thuan Hoa, Phu Xuan, Thuy Xuan, Huong Thuy, Phu Bai, Vy Da, An Cuu, Thanh Thuy, Phu Vinh, Phu Vang, Vinh Loc, and Phu Bai, with flood depths ranging from 0.5-0.8m. There is also a risk of landslides; in A Luoi 2 commune, 47 households/132 people have been relocated to neighboring houses.
Due to heavy rain and flooding, many inner-city roads and low-lying areas in Huong Tra, Phu My Thuong wards, and Dan Dien and Quang Dien communes are submerged, making travel difficult for people and vehicles, and even requiring the use of boats. Many roads along riverbanks are experiencing strong currents, forcing authorities to erect barriers as warnings.

Relocate residents to higher ground to protect fish cages along the river.
Due to prolonged heavy rain in the upstream area, water rushed in, causing the Dong Thai residential area in Phong Dien ward to be submerged in floodwaters. The water rose rapidly, exceeding 1 meter in some areas; in particular, the Phong My market area (formerly Phong My commune) was flooded to nearly 2 meters, affecting the daily lives and transportation of residents in the area.
Not only Dong Thai residential area, but also many roads leading to Phu Kinh Phuong, Huynh Truc, Phong Thu residential areas, etc., have been cut off by rising water levels. In response to this situation, the local authorities have directed functional forces and residents to implement timely response measures as the flood approaches.
In the early morning of November 17th, more than 40 households, comprising nearly 110 people in Dong Thai residential area, were evacuated to higher ground, such as Phong My Secondary School and the homes of relatives in higher areas.

Along with the evacuation, the Phong Dien ward authorities have issued notices and warnings to residents to avoid crossing flooded underpasses and roads with strong currents to prevent unfortunate accidents.
Due to heavy rain and flooding, the Bo River's water level rose and the current became strong. Fish farmers along the river stayed up all night guarding their cages, fearing they would be swept away by the floodwaters. Mr. Hoang Dung, a fish farmer at the foot of Tu Phu Bridge in Huong Tra Ward, shared: "Afraid of the flood, my whole family stayed up all night guarding the fish cages. All our capital has been invested in these two cages, so fish farmers like me are very worried. Hopefully, the floodwaters will recede soon so that fish farmers on the river can worry less and suffer less."
Like Mr. Dung, Mr. Vo Van Ty confided: "Loss of fish due to flooding is unavoidable. However, learning from the recent floods, everyone is securing their fish cages firmly. From now until Tet, hopefully, fish farmers will still have caged fish to sell."
The Hue City Civil Defense Command and the Hue City Meteorological and Hydrological Station advise and warn that the flood situation remains complex, urging people to proactively respond and absolutely avoid crossing spillways and flooded areas that have been closed to traffic by authorities, in order to minimize casualties.
