River water rose, flooding the roads
According to the Hue City Hydrometeorological Station, from the afternoon of November 17 to November 19, Hue City will still have rain, scattered moderate rain, heavy to very heavy rain in some places. The total rainfall from now, November 17 to the end of November 19 in the plains is generally 200-400mm, in some places over 600mm; in mountainous areas 300-600mm, in some places over 800mm.
Heavy rain combined with the regulation of lakes, irrigation dams and hydroelectric power plants in the city has caused rivers to rise, many roads and low-lying areas to be flooded, affecting people's travel and lives.
If heavy rain occurs on November 17-18, with an amount of 70mm/2 hours, it will cause flooding in some areas of National Highway 1 through the old Phu Loc area with a flood level of 0.3-0.5m; An Cuu urban area, Ngo Duc Ke street, Thanh Giong, Phu Xuan with a flood level of 0.3-0.5m.
Risk of flooding due to floods on O Lau, Truoi, and Bu Lu rivers (small reservoirs, unable to cut or reduce floods). With rainfall of 200-300mm in the plains and 300-600mm in the mountains, and in some places over 800mm, it will cause flooding in the communes and wards downstream of the rivers: Phong Dinh, Phong Phu, Phong Quang, Phong Thai, Dan Dien (O Lau River); Loc An, Truoi River; Chan May - Lang Co (Bu Lu River).

The flooding level is similar to the period from November 2-3, 2025, with a flooding level of 1-1.5m. Risk of flooding due to floods on Bo River and Huong River: Dan Dien, Quang Dien, Hoa Chau, Duong No, Thuan An, Huong Tra, Huong An, Kim Tra, My Thuong, Phu Ho, Kim Long, Thuan Hoa, Phu Xuan, Thuy Xuan, Huong Thuy, Phu Bai, Vy Da, An Cuu, Thanh Thuy, Phu Vinh, Phu Vang, Vinh Loc, Phu Bai, with a flooding depth of 0.5-0.8m. Due to the risk of landslides, A Luoi 2 commune has relocated 47 households/132 people to neighboring houses.
Due to heavy rains and floods, many inner-city roads and low-lying areas in Huong Tra and Phu My Thuong wards, Dan Dien and Quang Dien communes, etc. were flooded, making it difficult for people and vehicles to travel, even having to use boats. Many roads along the river banks were flooded, so authorities had to erect barriers to warn people.

Move people to higher ground, protect fish cages along the river
Due to prolonged heavy rain in the upstream area, water poured in quickly, causing the Dong Thai Residential Group (TDP) area, Phong Dien ward to be flooded. The water rose quickly, some areas were over 1 meter high; especially in the Phong My market area (old Phong My commune) was flooded nearly 2 meters, affecting the daily life and travel of people in the area.
Not only Dong Thai residential area, many roads leading to Phu Kinh Phuong, Huynh Truc, Phong Thu residential areas... have been cut off by rising water. Faced with the above situation, the local government has directed functional forces and people to promptly respond to the flood.
In the early morning of November 17, more than 40 households, nearly 110 people in Dong Thai residential area were evacuated to higher areas, such as Phong My Secondary School and relatives' houses in higher areas.

Along with the evacuation, Phong Dien ward authorities have announced and advised people not to pass through overflow tunnels and roads with strong currents to avoid unfortunate accidents.
Faced with the flood situation, the water level of the Bo River rose high and flowed rapidly, households raising fish in cages along this river stayed up all night to watch over their fish cages for fear of being swept away by floodwaters. Mr. Hoang Dung, who raises fish in cages at the foot of Tu Phu Bridge, Huong Tra Ward, shared: “Afraid of floodwaters, my whole family stayed up all night to watch over our fish cages. All our capital was invested in two fish cages, so fish cage farmers like me are very worried. Hopefully, the floodwaters will recede soon so that fish cage farmers on the river will have less worries and less suffering.”
Like Mr. Dung, Mr. Vo Van Ty confided: “Fish loss due to flood water is inevitable. However, learning from the experience of the recent floods, everyone is tightening their fish cages. From now until Tet, hopefully, fish farmers will still have fish to sell.”
The Hue City Civil Defense Command and the Hue City Hydrometeorological Station warned and noted that the flood situation still had complicated developments, and asked people to proactively respond, absolutely not to go through spillways and flooded areas that have been banned by the authorities, to minimize human losses.
